AIR GAP AND VIBRATION MONITORING
COMMISSIONING AND TRAINING
SINGLE SOURCE DETERMINATION
1. CONTRACTING AGENCY:
Portland District, U.S. Army Corps of Engineers, Contracting Division, 333 SW First Avenue, OR 97204-3495.
2. DESCRIPTION OF ACTION:
Approval is being requested for a new firm fixed price contract, to obtain the services of VibroSystM to commission and conduct training on the Air Gap and Vibration Monitoring Data Acquisition System.
3. DESCRIPTION OF SUPPLIES/SERVICES OR NATURE OF CONSTRUCTION:
The proposed service contract is to commission and conduct training on the VibroSystM Air Gap and Vibration Monitoring Data System that was purchased and installed by Bonneville Project staff. The estimated value is $40,000.
4. AUTHORITY CITED:
FAR 13.106-1(b)(1) Soliciting from a Single Source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonable available (e.g., urgency, exclusive licensing agreement, brand-name or industrial mobilization).
5. REASON FOR AUTHORITY CITED:
a. Background:
Bonneville Lock & Dam has an air gap and vibration data collection and analysis system installed on each main generating unit and two fish units, furnished by VibroSystM.
The system provides critical data about the mechanical and electrical health of the units in near real time if a laptop computer is connected to each unit and the data downloaded and analyzed. The system is being upgraded by Bonneville Project to enable near real time data collection and analysis of all the units by connecting to a secured server in the Service Building. Thereby reducing the administrative cost of collecting the data.
The purpose of this contract is to commission the network allowing VibroSystM data to be collected and delivered to the service building and conduct training on administering and maintaining the network system.
b. Justification: The original two monitoring systems’ were installed on units 7 and 9 as part of the unit rehabilitation contract, DACW57-95-C-0002. The concern at that time was to insure the misalignment did not threaten life cycle of units. The contractor, Voith, elected to use, the VibroSystM air gap and vibration monitoring system.
As the value in having air gap and vibration monitoring was recognized and the decision, to expand the monitoring to additional units was made, Contract W9127N- 09-P-0405 was competed. 2 bids were received one from B&H International and the other from VibroSystM. B&H International proposed purchasing the units from VibroSystM and reselling to the government. B&H International was not the low bidder. The contract was awarded to VibroSystM.
Additional units were added to be compatible with these initial units, in order to insure commonality of parts, data communication and capability to network the data to single server.
Since the network software needs to be compatible with the installed monitoring system by VibroSystM, they are the only source with the technical knowledge of their hardware, software and firmware to upgrade and re-commission the system and conduct training.
c. Impact: If Bonneville Lock and Dam were not able to receive this service, it would result in a significant loss of maintenance monitoring of highly valued generating assets. The ability to monitor vibration and air gap correlated with system conditions, via computer server on secured local network, significantly improves the ability to identify potential problems at a lower cost in labor. Thereby, reducing the risk of failure of a generating unit.
6. EFFORTS TO OBTAIN COMPETITION:
Due to the need for familiarity with the proprietary hardware, software, and firmware, VibroSystM Air Gap and Vibration Monitoring is the only source available.
7. ACTIONS TO INCREASE COMPETITION:
The requiring activity is evaluating system components and requirements to see if alternative components from other manufacturers are viable. Vendors providing similar systems include Bruel & Kjaer Vibro, GE - Bentley Nevada, and Zeefax.
8. MARKET RESEARCH:
Contract W9127N-09-P-0405 was a competed action. Two bids were received one from B&H International and the other from VibroSystM. B&H International proposed purchasing the units from VibroSystM and reselling to the government. They were not low bidder.
Contract W9127N-13-C-0006, initially procured the hardware and software for 9 generator units (Unit 1, 2, 8, 16, 18, 11, 13, Fish Unit 1 and Fish Unit 2).
VibroSystM Air Gap and Vibration Monitoring has been installed by Bonneville Project staff. Commissioning in the form of field engineering was included as optional items in the original contract. The Period of Performance for these items were 01-MAR 2013 to 30-SEP-2015. A certain amount of field engineering was completed. See MOD 0002 which exercised the optional items also modified the POP to 21 FEB 2013 to 01 APR 2014 for CLINS 0012 thru 0015, Field Engineering Travel, Per Diem and Unit Commissioning Report.
Contract W9127N-13-P-0017 procured hardware for 8 units (Unit 4, 15, 6, 12, 14, 17, 5, and 10). Field Engineering and Commissioning options were included. These options were exercised on 21 SEP 2015. The contractor could not complete all services within the period of performance which ended on 30 Sep 2015, due to Foreign Visitor security requirements.
The hardware and software for secured local network access has been procured and is being installed by project personnel. Automated Controls and Cyber Security branch of Hydroelectric Design Center (ACCS) has reviewed the plan and is modifying software to allow GDACS information to be correlated with the vibration system while complying with NERC and FERC requirements. The commissioning and training services being supplied by VibroSystM will provide necessary technical support for integration of data acquisition for all 20 generating units onto a single server.
9. INTERESTED SOURCES:
This determination will be publicly posted. Sources will be invited to comment and dialog on their ability to participate in future procurements of air gap monitoring equipment, commissioning, and training. Paragraph 7 above indicates other providers may exist in the market so future purchases may not need to match existing equipment and this may not be a basis to sole source.
10. OTHER FACTS:
Previous purchases of networked air gap and vibration monitoring systems to allow near real time monitoring of numerous units at one time have not been made. USACE Portland District is aware the Bureau of Reclamation is pursuing development of a conditioning monitoring system which may be capable of the types of analysis similar to yet not as complete as what VibroSystM provides.
Procurement History:
1) Initial air gap and vibration monitoring equipment was procured and installed by
Voith under contract DACW57-95-C-0002 on units 7 and 9.
2) Contract W9127N-09-P-0405 was a competed action. 2 bids were received one from B&H International and the other from VibroSystM. B&H International proposed purchasing the units from VibroSystM and reselling to the government. They were not low bidder.
3) Follow-up contracts, W9127N-10-P-0356, W9127N-12-P-0167, W9127N-13-C-
0006, and W9127N-C-0017 were all sole source justifications based on standardization of the system. They were awarded to VibroSystM.
4) Contract W9127N-13-C-0006 included options for Field Engineering at a daily rate of $1816 (CLIN 0012), Travel 3 times, at a unit rate $7,778 each (CLIN 0014), and Unit Commissioning Report 1 each at a unit rate of $12,207.20. It is believed 1 trip and 4 days were used under the option.
5) Contract W9127N-C-0017 included commissioning of the units as required by the government, as options, Field Engineering at a daily rate of $1,816 (CLIN 0009), Travel & Per Diem 2 trips at $7,778.00 each. It also had a Unit Commissioning Report Option, 2 each at $12,207.20 (CLIN 0011). CLIN 0009 and 0010 were exercised in September 2015 in an attempt to procure the services of VibroSystMs to determine the cause of failure of several unit. The contractor was unable to carry this out due to security requirements for non-citizens and the POP ended on September 30, 2015.
6) The commissioning discussed in Contracts W9127N-13-C-0006 and W9127N-C- 0017, was for verification of the individual units.
7) A modification was issued which deleted the work that could not be performed as part of the commissioning. There is no responsibility on the part of the contractor to do additional commissioning under the previous contract, hence the need for this new service contract.
