PERFORMANCE WORK STATEMENT

Performance Work Statement

Mowing Within the Willamette Valley Project

1. General

The Contractor shall provide all labor, equipment, and supplies necessary to perform all mowing and edging in the Willamette Valley Project (WVP) areas shown on the attached contract drawings. All work performed shall be in strict accordance with these specifications.

Site maps (Appendix A through W) attached to these specifications are not necessarily to scale. Acreage figures and mowing boundary lines are approximate. Physical barriers, existing mow line and the attached specifications will determine the limit of mowing.

Mowing shall be performed in a continual operation. All mowing and trimming, including areas not accessible to large mowers, shall be completed prior to ceasing mowing in that park area.

The COR may direct the mowing of any park area or any combination of areas. The Contractor shall commence mowing in at least one of the directed areas within 48 hours. The Contractor shall complete the mowing of all areas assigned to be mowed within a maximum of 10 working days or less. (The COR will not count days where rain prevents mowing as working days.) The COR must be notified of any work delays effecting the mowing schedule

This is a Firm Fixed Price (FFP) contract for a base year plus two option years to be exercised per the Government’s discretion.

The period of performance for the base year will be the date of contract award through 31 January 2017.

The following option year periods of performance, if exercised, will be:

Option Period 1: 01 February 2017 through 31 January 2018 Option Period 2: 01 February 2018 through 31 January 2019

2. Definitions

2.1 Improved Mowing Areas – These areas will be shown on the attached contract drawings. Improved mowing areas include, but are not limited to the established lawn areas around and on all sides of picnic tables, fireplaces, restrooms, and other buildings, bulletin boards, signs, sidewalks, drinking fountains, water hydrants, outdoor theater structures, playgrounds, horseshoe pits, trees, shrubs, access roads, parking lots, ditches, curbs, and wheel stops. These areas are bounded by established mowing lines.

2.2 Compounds – These areas are defined as USACE facilities that are either enclosed by security fencing or blocked by security gates.

2.3 Optional Equipment – Use of side arm, boom, or other articulating side-extending mower equipment is permissible on any of the defined mowing areas only when approved by the COR.

2.4 Contracting Officer (KO) – A person appointed in accordance with prescribed regulations, who is vested with the authority to enter into and administer contracts and make determinations and findings with respect thereto, or with any part of such authority.

2.5 Contracting Officer Representative (COR) – A person who is appointed by the KO whom conducts post award conferences, monitors contract performance, receives/accepts work and issues modifications.

2.6 Alternate Contracting Officer Representative (ALT/COR) – The Government employee responsible for checking Contractor performance and scheduling mowings.

2.7 Quality Assurance Evaluator (QAE) – The Government employees responsible for checking Contractor performance.

2.8 Invasive/Noxious Weeds – A species that is non-native to the ecosystem under considerations and whose introduction causes or is likely to cause economic or environmental harm or harm to human health.

Common noxious weeds include, but are not limited to, Poison Oak (Toxicodendron rydbergii) and Scotch Broom (Cytisus scoparius). Blackberry bushes will be cut down so that there is less than two (2) inches of stalk from ground level for visitor safety. Poison Oak is a native plant, but within campgrounds this plant increases harm that may occur to our visitors.

2.9 Quality Assurance Surveillance Plan (QASP) – A document that describes the disciplined process the government will use in evaluating the Contractor's actual performance to determine conformity with the contract.

2.9.1 Contract Discrepancy Report (CDR) – Attachment 1; a written record of unsatisfactory performance by the

Contractor as observed by the Quality Assurance Evaluator (QAE).

3. Service Requirements

3.1 Mowing

Contractor shall maintain each area according to the following specifications unless otherwise specified in section 3.4 “Specific Location Requirements.” Mowing in the day-use areas, project offices, and fire breaks shall occur on a Monday-Friday schedule. Campgrounds shall be mowed on a Monday-Thursday schedule.

Campgrounds shall not be left partially mowed on Thursday with the intention of completion on the following Monday. Mowing at campgrounds shall begin on Mondays to allow adequate time to complete the entire area prior to Thursday evening. Mowing shall be limited to the hours of 7:00 a.m. to 7:00 p.m. in all areas, with exception of campgrounds, which shall be limited to the hours of 8:00 a.m. to 8:00p.m.

3.1.1 Grass shall be maintained at a height not shorter than two (2) inches and not longer than three (3) inches. If mowing over rocky ground an allowance shall be made for a height of four (4) inches (maximum). All areas mowed to the four (4) inch height maximum within the improved areas shall be approved by the COR prior to the start of work.

3.1.2 Particular care shall be exercised by workers to insure that trees and shrubs are not damaged by either mowers or string trimmers. “Weed eater” type trimmers shall not be used around small (less than 4” diameter at breast height) trees or young plants. All trees and/or shrubs seriously damaged by the Contractor shall be removed and replaced with equivalent size and species by the Contractor at no expense to the Government. The Contractor, with approval of the Contracting Officer, may substitute other species of tree and/or shrub of an equal value. The COR will inspect any trees or plants that receive any amount of damage and determine the caliper, height and species of tree, for which the Contractor must purchase and install in a designated location chosen by the COR.

If the tree/shrub is too large and there is no nursery that has stock which can replace the particular tree with the same size and dimensions then the Contractor will have $100 deducted from the next invoice received after the damage has been inspected. The COR will provide a memorandum for record to document the reasoning for the deduction.

3.1.3 Within the campgrounds, the Contractor shall mow within three feet (3') of tents and camping gear unless a larger buffer is requested by the camper(s).

3.1.4 Tractors shall be operated in a manner that prevents the tractor wheels from tearing out turf on turns. Each pass of the mower shall overlap the previous pass so that no strips of uncut vegetation will result. Mowing shall not be performed when the ground is so wet that mowing operations cause wheel ruts. Equipment with turf tires is preferred for performing work in recreation areas so as to not create compaction, rutting or damage to the ground surface.

3.1.5 Contractor shall insure that all roads, camp pads, sidewalks, buildings and parking lots are cleared of grass clippings prior to completing work in the area. No clippings shall be sprayed from the mowers or trimmers onto personal property.

3.1.6 Grass clippings shall be spread evenly on mowed areas. Contractor shall not leave grass clippings in rows or clump as this creates unsavory conditions and kills grass. It is recommended that clippings be blown out of a machine in order to evenly distribute across mowed areas. Contractor shall not dispose of clippings in areas adjacent to those outlined in the contract.

3.1.7 All compound area mowing shall be performed for a distance of f i f teen fee t (15’) from each edge of the road surface unless otherwise specified on the contract drawings.
