JD NFL AWS Pump Questions & Answers Phase I of the solicitation

1. Can we get a list of those people, companies, phone/email that attended the walk through on Wednesday? From reviewing the list of interested parties online it seems as though there were some people that attended the walk through on Wednesday but are not listed online.

Yes, it was posted on the Army ASFI website along with the other documents.

2. How much say will USACE have in naming the pump manufacturer on the project?

Knowing that Flowserve Pump and Argo will be able to be able to meet 100% of the required capabilities for the modeling, testing and manufacturing of the pumps for this project, how do we familiarize USACE with our capabilities to assure that USACE is more than comfortable with Argo and Flowserve providing the pump capabilities while still being sure that all the contractors bidding the project are also familiar with our capabilities.

USACE will not name select any individual company under this solicitation. We will review each proposal and evaluate the pump manufacturers on the qualification, past performance, and experience provided. To best familiarize the USACE on capabilities, carefully read the RFP and ensure all the requirements are addressed. We suggest you contact the other contractors and discuss your capabilities.

3. What is the procedure for how a pump or pumps are currently started up? Are they started against an open or closed discharge valve?

The pumps are currently started with a closed discharge valve. Once the flow switch determines the flow is in the proper direction, the discharge valve opens.

4. From reviewing the pump system, we were unable to tell if there is any way to verify the discharge flow and pressure of the pumps. Please advise.

There is an existing flow switch. There is no instrumentation to measure flow or pressure.

5. What is the maintenance history of the current pumps running? Is there a history of vibration readings that can be reviewed?

There is no history available.

6. Is the pump modeling to be representative of just the pump or is it to be representative of the layout of the existing sump?

This will be located in section 22 10 00.00 25 paragraph 2.6.4 of the technical specifications that will be released during Phase II of this solicitation.

7. Comment 3266926: Section 22 10 00.00 25-5: 1.3.1.d. System loss curve is not furnished as a part of the specification. Is it possible to receive this as it is needed to size the pumps and assure we are capable of offering pumps to meet the specifications.(imported from PDF Comment Form) The COE has developed an estimation of John Day North Fishladder pump system headlosses using textbook or reference book coefficients for the intake, trash rack, intake bell, butterfly valve and exit into discharge channel:

In which:

HL = headloss in feet Qp = pump discharge in cfs Di = pump impeller diameter = 6.09 ft ∑K = sum of loss coefficients adjusted to pyump impeller area ∑K = 0.49 g = gravity = 32.2 ft/s^2

The headloss estimate assumes that the pump barrel section starting from the downstream end of the intake bell to the downstream end of the bend is excluded from the headloss calculation as it is part of the pump. It will be ultimately the responsibity of the pump provider to determine the system headloss.

8. Comment 3266927:

Section 22 10 00.00 25-5: 1.3.2. A Static head is specified of 5.7 feet. Can you please provide the “manometric head” for the pumps? We still need to know the friction losses in the pipes as well as the discharge velocity head. For these axial type pumps, we need accurate manometric head as 1 foot difference could possibly change our pump selection and specific speeds. The manometric head is the sum of the actual lift + the friction losses in the pipes + discharge velocity head. (imported from PDF Comment Form)

The friction losses are deemed negligible as the headlosses are dominated by form losses, estimated above. The velocity head that you seek depends on the diameter of the location: the impeller diameter = 6.09 feet and the exit pipe diameter into the pump discharge channel = 9.0 feet.

In which:

VH = velocity head in feet Dx = diameter of selected location in feet.
