The following are the places of performance for the subject requirement:

• U.S. Medical Military Installations throughout the Continental United States, Alaska, Hawaii, and all U.S. Territories.

The anticipated period of performance is a five-year ordering period. Anticipated MATOC capacity - $3,000,000,000.00 ($3B).

The Statement of Work includes the following:

The USACE Mobile District anticipates issuing a requirement for the Medical Repair and Renewal (MRR) Program. The resulting contract vehicle(s) will provide rapid-response construction, repair, renovation, alteration, conversion, additions, and equipment procurement/installation services for Defense Health Agency (DHA)-supported Medical Treatment Facilities (MTFs) and biomedical research laboratories at military installations nationwide. The MRR Program includes the sustainment, restoration and modernization (SRM) of hospitals, clinics, medical administration buildings, ambulatory health facilities, medical warehouses, medical labs, biological engineering labs, dental clinics, veterinary clinics, and wellness centers. The Contractor may be required to survey problem areas, evaluate and recommend solutions, develop and implement work plans in a timely manner within negotiated costs, and provide the repair/renewal/construction efforts to support a design solution. The proposed acquisition benefits the military medical community by providing specialized medical facility restoration and modernization contract tools, experienced medical engineering support, and selective contractors with proven experience in meeting the demanding life safety and health issues associated with the mission of a medical treatment facility.

It is critical that contractors supporting the MST Construction Program have extensive experience in repair, renovation, conversion, alteration, additions, construction, and equipment procurement/installation requirements for medical facilities. Contractors must be experienced and familiar with the Joint Commission Accreditation requirements, the Association for Assessment and Accreditation of Laboratory Animal Care, Interim Life Safety Measures, Life Support Systems, etc., as these are all vital components for successful delivery of the SRM program support to active medical facilities while at the same time minimizing construction-related impacts to patient care.

For the purpose of this procurement an active medical facility is defined as a full functional facility with patients.

The contract scope of work will include, but is not limited to, some or all the following types of work: The potential contract(s) is intended to provide a full range of construction services to include renovation, repair and new construction services for DHA supported medical treatment facilities (MTF) and medical research laboratory facilities to provide quick, cost effective responses to requirements located at military installations. Projects my include, but not limited, to work inside both permanent and temporary facilities some of which include the following types: medical centers, community hospitals, medical clinics, dental treatment facilities, veterinary treatment facilities, medical office buildings, medical research laboratory facilities, medical warehouses, and various other facility types in direct support of the DHA mission.

The Contractor shall be responsible for verifying all existing conditions, quantities, measurements, and distances, as they are only used in the Statement of Work for the estimation of the Scope of Work. The government is responsible for identifying the facility or location of work and shall not be held responsible for other inaccuracies.

All these special requirements combine to create a demanding work environment for contractors, where the contractors must be willing to take on the risk performing work that may impact patient health and safety and may even expose their own workers to toxins or infectious diseases.

This necessitates measures such as increased liability insurance, special immunizations for workers in certain facilities or areas of facilities, additional worker training in the use of specialized personal protective equipment, etc.

The purpose of this sources sought notice is to determine the availability of qualified contractors to perform these services and to determine socioeconomic classifications (Small Business, 8(a), HUBZone, Service-Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, etc.) associated with each. Responses to this Sources Sought Notice will be used by the government in making appropriate acquisition decisions.
