PROJECT OVERVIEW
• Project Title: Sustainment, Restoration and Modernization (SRM) Campaign for the 96th Medical Group
• Location: Eglin Air Force Base, Florida
• Agency: U.S. Army Corps of Engineers – Mobile District
• NAICS Code: 236220
• PSC: Y1DA
PROJECT DESCRIPTION
This Continental United States (CONUS) requirement is for a stand-alone contract executed under Progressive Design-Build (PDB) Other Transaction Authority (OTA) for Construction to support the Sustainment, Restoration, and Modernization (SRM) Campaign for the 96th Medical Group (96 MDG) at Eglin Air Force Base, Florida. The scope of work comprises comprehensive design, construction phasing, and execution of multi-disciplinary infrastructure upgrades and facility renovations across multiple active medical treatment facilities. Because all work will be performed within a fully operational, highly sensitive clinical environment, the selected contractor will be required to meticulously phase construction to ensure zero disruption to patient care, daily medical operations, and critical life-safety systems. The contractor shall deliver fully integrated, functional, and compliant facilities that strictly adhere to all applicable Unified Facilities Criteria (UFC), military medical clinical standards, and the formal Statement of Work (SOW).
The facility and infrastructure modernization effort is organized into distinct, phased sub-projects targeting critical utility systems and clinical spaces. Utility and life-safety modernization begins with comprehensive cooling and HVAC upgrades across multiple facilities, including replacing chillers, condenser water pumps, and cooling towers at Building 2796 (B2796) Central Energy Plant, as well as replacing air-cooled condensers in the Aerospace Medicine (B2750) and Command (B2794) facilities, and the HVAC condensing unit in the Bioenvironmental building (B635). This cooling scope is further enhanced by installing dedicated ventilation systems in B2796 to protect critical generators, chillers, and the main power room. Electrical infrastructure resiliency is addressed through a comprehensive load and arc flash study in B2825 (Hospital) and B2796, followed by the phased replacement of main switchgear and capacitor banks in B2796 and B2825, alongside distribution panels, dry-type transformers, and disconnect switches in B2825, and main service entrance equipment across nine administrative and support buildings. Fire protection systems will undergo targeted upgrades, including replacing the fire pump in B2825 and the Dental Clinic Fire Pump House (B2752), relocating obstructed sprinkler heads in the B2751 Dental Treatment Rooms, and upgrading fire alarms across nine disaster screenings, command, and support facilities.
Mechanical, plumbing, and building envelope integrity form a core pillar of the SRM Campaign. The contractor will execute deep air handling upgrades by conducting a pre-test-and-balance study and a fire damper survey, subsequently replacing air handling units, exhaust fans, variable frequency drives, disconnect switches, and humidifiers in B2825, while decommissioning outdated fire dampers. Direct digital controls will be modernized by replacing legacy Automated Logic systems with an open-source Building Automation System (BAS) in B2825 and the B2751 Dental Clinic. Specialized mechanical and plumbing upgrades include the replacement of domestic hot water condensing boilers, basement wastewater piping, backflow preventers, medical gas alarm panels, and localized cooling assets such as air curtains, fan coil units, walk-in fridges, and computer room air conditioning units. Structural and envelope longevity will be ensured through multi-phase roof repairs, including resurfacing the B2825 Hospital roof and replacing the roof of the B2565 Tactical Combat Casualty Care facility. To secure clinical access and resiliency, the main entrance sliding doors will be replaced and upgraded to meet Hurricane Category 5 shelter ratings, and the parking lot at B2565 will be milled and resurfaced.
Additionally, vertical transportation will be modernized through the replacement of three hydraulic elevators in B2825.
The clinical and specialized medical space renovations target high-impact operational environments to elevate care delivery and workflow efficiency. A major 17,273-square-foot modernization of the Medical Surgical Unit in B2825 will deliver fully updated patient environments, including rooms compliant with the Architectural Barriers Act (ABA). The Orthopedic Clinical Area will undergo a 7,269-square-foot clinical modernization that replaces its dedicated air handling unit, variable air volume boxes, and ductwork while adding enhanced filtration to meet modern infection control standards. Clinical support services will be significantly upgraded through a 274-square-foot modernization of the Gastrointestinal (GI) Sterilization Suite and a comprehensive renovation of the Veterinary Clinic, which includes replacing its local HVAC and electrical panels, separating clean and dirty sterilization workflows, segregating patient and administrative areas, and upgrading the procedure room to rigorous surgical standards.
Overall facility aesthetics, public navigation, and staff support areas will be refreshed to improve the patient experience. This common area refresh spans 31,040 square feet across floors one through four of B2825, replacing interior finishes on floors, walls, and ceilings, modernizing clinical lighting, and fully updating clinical entrances and reception desks. This aesthetic refresh is tightly integrated with overhead mechanical repairs to replace old hot water piping and ductwork above the common area ceilings as needed. Additionally, a 3,247-square-foot bathroom refresh will replace fixtures and finishes throughout clinical and common areas, specifically including the pathology toilets. Finally, the hospital's dining facility (DFAC) in B2825 will undergo a 3,676-square-foot modernization targeting the serving and dining areas to support staff and visitor wellness.
To operate safely within these facilities, the contractor’s personnel will be required to meet strict security and health screening requirements prior to performing work. Depending on the specific facility or area of work, contractor employees may be required to undergo specialized medical testing and receive targeted immunizations that go beyond basic OSHA requirements before they are authorized to enter controlled spaces. Because of these unique operational hazards, the performing contractor must be prepared to manage elevated operational risks by securing increased liability insurance, providing specialized worker training, and equipping personnel with advanced Personal Protective Equipment (PPE) to protect patient health, clinical safety, and the well-being of their own staff.
The contractor must possess a thorough understanding of and demonstrated experience complying with the current codes and standards established by the applicable Authorities Having Jurisdiction (AHJ), the American Association for Accreditation of Laboratory Animal Care (AAALAC), and The Joint Commission (TJC). This includes strict adherence to the medical codes and standards governing healthcare facilities and laboratories published by the National Fire Protection Association (NFPA), with all code-required testing and certifications remaining the sole responsibility of the contractor. Key personnel, to include on-site supervisors, are required to hold an American Society of Healthcare Engineering construction certificate. Additionally, while the Government is responsible for identifying the physical facility or location of the work, the contractor is entirely responsible for verifying all existing site conditions, quantities, measurements, and distances, as any dimensions provided in the Statement of Work are strictly for estimation purposes.
NEXT STEPS:
After receipt and review of the Special Notice Responses, USACE will use a streamlined competitive selection process similar to other PDB w /OT acquisitions.
