MATOC with a shared capacity of $249M with an ordering period of five years with up to two option years. The market research analysis supports the establishment of an unrestricted procurement with a small business reserve IAW FAR 19.503. This strategy provides a target of at least six total contract awards with approximately three small business awards for the small business reserve. Firms will not receive m Multiple contract awards will not be made to Offerors with the same Unique Entity Identifier (UEI). Firms shall indicate unrestricted or small business on the SF330. The small business size standard is a maximum of $25.5 million of average annual receipts for its preceding five fiscal years. If a minimum of three awards cannot be made to the small business reserve, a SB reserve will not be created, and the procurement will be operated as an unrestricted award. The SB reserve awards will be to those small business firms found most highly qualified IAW EP 715-1-7 paragraph 34-10c. Additionally, this acquisition incorporates the contract reserve process IAW FAR 19.504(c)(1)(i), Orders Under Reserves. At the task order level, the Small Business Reserve will be considered first. Should there be an insufficient number of qualified small businesses, the task order TORN will be issued to all MATOC holders.
Work under this contract will be subject to satisfactory negotiation of individual firm fixed price task orders. Rates will be negotiated for each 12-month period of the contract including the option years. All interested A-E firms are cautioned to review the restrictions of FAR Part 9.5
(Organizational and Consultant Conflicts of Interest), and all large A-E firms are reminded that in accordance with the provisions of PL 95-507, they will be expected to place subcontracts with small and disadvantaged businesses to the maximum extent practicable consistent with the efficient performance of the contract. A large business awardee must comply with FAR 52.219-9, regarding the requirement for a subcontracting plan for that part of the work to be subcontracted and will be required to submit a detailed subcontracting plan during contract negotiations. For large businesses selected for task order awards, specific subcontracting objectives will be requested and negotiated that will form the basis for task order subcontracting performance evaluation. The selected Small

SELECTION CRITERIA: The source selection factors for this procurement are listed below in descending order of importance. Factors will be assigned a rating from “outstanding” to
“unsatisfactory”, based on the risk to the Government that the Offeror will successfully perform that evaluated factor. An overall rating will also be applied to the proposal submission using the same rating scale. Proposals failing to respond or provide complete information for each factor as required by this solicitation will be ranked lower or determined not qualified. After all ratings have been assigned, Offerors will be ranked as “Most Highly Qualified”, “Highly Qualified”, and “Not
Qualified” in accordance with EP 715-1-7, Architect-Engineer Contracting In USACE.
For purposes of this solicitation, a stand-alone contract (such as a “C” or “P” type contract) or single task order under an Indefinite Delivery Contract (IDC) is considered one project. Separating activities performed under a contract or task order will not be considered multiple projects;
conversely, combining activities performed under separate contracts or task orders to produce a single project will not be evaluated or considered. A single task under an IDC is considered a project, not an IDC itself.

Projects shall have been completed within the past 10 years or if a project is on-going the following criteria is applicable. Projects 1 through 5, in which the AE Services are not 75% complete will not be evaluated. A project is considered 75% complete when 75% of the funding has been expended and/or 75% of the scope of work has been completed. Projects 6 through 8 (the PFAS projects) in which the AE Services are not 50% complete will not be evaluated. A project is considered 50% complete when 50% of the funding has been expended and/or 50% of the scope of work has been completed. All projects must have been completed within ten years of publication of this solicitation announcement and/or if on-going must be 75% (50% for projects 6 – 8) complete at the publication of this solicitation announcement (see Block 22). At least five of the projects presented must show that the Offeror (the firm submitting the SF330 as the prime contractor), whether as a prime contractor or subcontractor, performed the majority (>50%) of the AE work on the project.
To demonstrate such performance, Offerors shall state the percentage of work they performed
(indicate in block 25). If a proposed subcontractor also worked on the project, state the percentage of work it performed. If an Offeror submits more than five projects, those projects must reflect performance of work by the Offeror, or one or more of its proposed subcontractors (indicate in block 25). For each such project, state the percentage of work performed by the Offeror, and/or the percentage of work performed by each proposed subcontractor. Clearly identify the Project Number
(as indicated above), Type and the Offeror’s role on the project. In Block 24, include the total offeror’s (or subcontractor) fee, A-E cost specific dollar value of the A-E contract awarded to your firm (the Offeror or Subcontractor) for your portion of the services, the overall A-E contract value of the entire project (if different), and construction cost (if applicable) of the overall project. In addition, Offerors must explicitly state the specific dollar value of the work performed directly by the Offeror and/or the proposed subcontractor being highlighted. The Government reserves the right to review any official performance evaluation system of records to inform its source selection decision. When completing Section G, in Block 26, along with the name of key personnel, include the firm with whom the person is or was associated at the time the project was performed. To demonstrate quality of past performance, for each project the Offeror must provide a Contractor
Performance Assessment Report (CPAR), either interim or final. If a CPAR is not available, the
Offeror must provide a NAVFAC/USACE Past Performance Questionnaire (PPQ). If a PPQ is provided and there is a CPAR, the CPAR rating will govern. CPAR and/or PPQ information for the projects shall be placed immediately following the last page of each project in Factor 2 and do not count against the page count limit. The Government reserves the right to review any official performance evaluation system of records to inform its source selection decision.
Those firms submitting as Joint Ventures (JV) must follow the same procedures as any other
Offeror with the following exception. If the JV (the Offeror) cannot provide at least five projects that demonstrate performance by the JV of 50% or more of a project, as either a prime contractor or subcontractor, the JV may provide projects performed by any partner of the offering JV that reflect performance of 50% or more of a project, as either a prime contractor or subcontractor. If the
Offeror does not submit any projects that demonstrate performance by the JV, then the JV Offerors are required to submit projects with at least one project from each of the partners. More consideration may be given for projects that were performed as a JV.
The basis of evaluation for Factor 2 will be information submitted in Part I, Sections F and
G. Evaluation of specialized experience will be based solely on the specific work performed by the
Offeror or proposed subcontractor, not the overall project scope.
Factor 3. Work Management (SF330, Part I, Section H) (not to exceed 15 pages)
In Part I, Section H, the Offeror must provide a proposed work management plan. Demonstrate the
Offeror’s work management plan including the Offeror’s breadth of knowledge and experience with complex ER/HTRW project support for Military, Civil, and Federal Agencies. The approach narrative should specifically discuss knowledge of, and experience with, work management planning to include quality management, subcontractor management, prior experience of the prime firm and any significant consultant, version control management, proactive internal and external communication protocols, electronic systems and/or software used in budget, schedule and quality management, and independent submittal review processes in the context of providing services under multiple task orders. The past performance narrative should demonstrate customer satisfaction with the Offeror’s quality of work, ability to control costs, and maintain schedules. Past performance can be substantiated by presentation of CPARS or PPQ ratings, or customer ratings from other project evaluation systems. The past performance should be limited to similar type work on-going or completed within the last ten years of the solicitation date. Customer excerpts or quotes from prior evaluations for the purposes of substantiating the narrative are not desired
