About this file
This Sources Sought Notice is for a Two Phase Design-Build and Construction Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) supporting the Defense Health Agency (DHA) in the Western Region. The contract will cover design-build and construction services for military medical facilities across 12 western states (Alaska, Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming), with an anticipated five-year ordering period and a total MATOC capacity of $249,000,000.
The contract scope includes renovation, repair, and new construction for various medical facilities such as medical centers, hospitals, clinics, research laboratories, and medical office buildings. Contractors must have extensive knowledge of active military medical facility operations, comply with Joint Commission requirements, and be prepared to work in challenging environments involving patient safety and potential exposure to infectious diseases. The government is conducting market research to determine contractor availability, socioeconomic classifications, and interest in a regional or potentially state-level MATOC. Responses are due by 3 June 2025 at 2:00 p.m. CDT, with specific submission requirements including a 7-page maximum response detailing company capabilities, project experience, and geographic interest.

NACIS: 236220
Location/Area: Two Phase Design-Build and Construction, Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts in Support of Defense Health Agency (DHA), Western Region
Subject: Western Region – Two Phase Design-Build and Construction IDIQ MATOC in Support of DHA
Sources Sought Notice / Market Research for information on capability and availability of potential contractors interested in proposing on Firm-Fixed-Price Contracts to provide design-build, and repair in support of DHA Medical Facilities in the Western Region of the United States of America. The Mobile Regional Contracting Center proposes to utilize a diverse mix of contractors via Multiple Award Task Order Contracts (MATOCs). A determination regarding the potential small business reserves will be based on the information and interest received as a result of this notice. The intent of the design-build construction contracts are to provide quick response for performing repair and minor construction relating, but not limited, to the architectural, mechanical, electrical, instrumentation, security and safety areas of military healthcare and research laboratory facilities in a cost-effective manner. The market research will also be used to explore whether smaller, state-level MATOCs would be more appealing to contractors than a larger regional MATOC covering multiple states.
The following are the places of performance for the subject requirement:
• Western Region – Alaska, Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming
The anticipated period of performance is a five-year ordering period. Anticipated MATOC capacity - $249,000,000.00
The Statement of Work includes the following:
Work will vary from site to site and will require extensive knowledge of the functional operation of active military medical facilities, including equipment, facility support systems and building structures.
Since the facilities will typically be in full operation, the contractor will be required to minimize interference with the daily operation of the facilities and will be required to implement infection control processes and to comply with Joint Commission requirements for construction work in occupied medical facilities. Certain facilities may require compliance with American Association for Accreditation of Laboratory Animal Care (AAALAC), and/or work supporting Bio Safety Laboratories (BSL). Work may range from reconfiguration of a single room or repair of a single utility system component to renovation of a hospital wing to include both repair of failed and failing systems and components, and minor construction of new systems and components. Key personnel, to include on-site supervisors, are required to hold an American Society of Healthcare Engineering construction certificate. For the purpose of this procurement an active medical facility is defined as a full functional facility with patients.
The contract scope of work will include, but is not limited to, some or all the following types of work: The potential contract(s) is intended to provide a full range of construction services to include renovation, repair and new construction services for DHA supported medical treatment facilities (MTF) and medical research laboratory facilities to provide quick, cost effective responses to requirements located at military installations. Projects my include, but not limited, to work inside both permanent and temporary facilities some of which include the following types: medical centers, community hospitals, medical clinics, dental treatment facilities, veterinary treatment facilities, medical office buildings, medical research laboratory facilities, medical warehouses, and various other facility types in direct support of the DHA mission.
The Contractor shall be responsible for verifying all existing conditions, quantities, measurements, and distances, as they are only used in the Statement of Work for the estimation of the Scope of Work. The government is responsible for identifying the facility or location of work and shall not be held responsible for other inaccuracies.
All these special requirements combine to create a demanding work environment for contractors, where the contractors must be willing to take on the risk performing work that may impact patient health and safety and may even expose their own workers to toxins or infectious diseases.
This necessitates measures such as increased liability insurance, special immunizations for workers in certain facilities or areas of facilities, additional worker training in the use of specialized personal protective equipment, etc.
