2024 MURRAY COUNTY LAW ENFORCEMENT SERVICES – SCOPE OF WORK

CARTERS LAKE, GEORGIA

1. GENERAL. There are nine (9) recreation areas on Carters Lake, six (6) of which lie in Murray County Georgia, that require law enforcement (LE) services and include:

Powerhouse/Lower Pool Recreation Area, Damsite Recreation Area, Reregulation Recreation Areas, Northbank Day Use Area, Resource Manager’s Office/Nature Center, and Harris Branch Recreation Area.

Under normal conditions, Deputies will attempt to complete two (2) patrols of each recreation area around Carters Lake during each shift. United States Army Corps of Engineers (USACE) requests Murray County LE presence emphasis be placed on Northbank and Damsite recreation areas from 2000 hours until 2330 hours.

At recreation areas providing gatehouse services, Deputies shall check-in with gate attendants upon entry to obtain or provide, respectively, any information concerning issues within the park. Deputies and attendants will log time of entry and exit on log sheets. Each shift contains a mandatory 30-minute non-paid break.

It is important that deputies document on patrol log sheets the number of warnings, citations, and arrests issued while patrolling Carters Lake. (Note: Two (2) actions against the same person should be reported as two (2) separate actions.)

2. ORIENTATION. An orientation briefing will be given by Park Ranger Jonathan Wise to all law enforcement personnel assigned under this Law Enforcement Contract. The purpose of this briefing will be to familiarize non-Federal law enforcement personnel with Corps of Engineers policies and procedures.

The briefing will also give Murray County staff an opportunity to explain functions and duties of their Agency. Each Sheriff’s Deputy will be responsible to contact the Resource Manager’s Office at (706) 334- 2248 or (706) 334-2640 at the beginning of each tour-of-duty to notify the receptionist of unit number on duty and a contact phone number. For afterhours emergencies the Deputy needs to notify Lead Ranger at

(678) 982-0913 and the Powerhouse Operator at (706) 334-2080.

3. NORMAL LAW ENFORCEMENT SERVICES (non-reimbursable). Murray County will not be reimbursed for normal law enforcement services. State and local law enforcement agencies generally have the same authorities and law enforcement responsibilities on lands administered by the US Army Corps of Engineers as they do elsewhere in their respective jurisdictions. Because of this, request by authorized representatives of the Commander for emergency or unanticipated law enforcement assistance shall be considered non-reimbursable. Normal law enforcement services include response to calls and non-reimbursable patrols. Non-reimbursable patrols will be determined and scheduled by the Murray County Sheriff’s Office as deemed appropriate by that office.

4. LAW ENFORCEMENT SERVICES Patrol Schedule (reimbursable). (Reference Appendix B Patrol Schedule)

5. PATROL SCHEDULE. Patrol schedule may vary as circumstances warrant and as approved by the Contracting Officer or his/her Representative. Special emphasis will be placed on areas with higher visitation. (Reference Appendix B Patrol Schedule)

6. REPORTING. The Sheriff’s Office agrees to forward any incident or accident reports resulting from occurrences on Corps of Engineers land or water to the Resource Manager’s Office.
