CONTRACT INFORMATION: The U.S. Army Corps of Engineers, South Atlantic Division, Mobile District requires architect-engineer (A-E) Services for its Military Design and Construction Program.

This procurement will be conducted in accordance with FAR Part 36.6 and Brooks Act selection procedures for the acquisition of A-E services. The North American Industry Classification System (NAICS) code for this action is 541330. It is open to all A-E firms regardless of size. The Government intends to award an A-E MATOC with a shared capacity of $49M with a five-year ordering period. The market research analysis supports the establishment of an unrestricted procurement with a small business reserve IAW FAR 19.503. This strategy provides a target of at least six total contract awards with at least three small business awards for the small business reserve. The small business size standard is a maximum of $25.5 million of average annual receipts for its preceding 5 fiscal years. If a minimum of 3 awards cannot be made to the small business reserve, a SB reserve will not be created, and the procurement will be operated as an unrestricted award. The SB reserve awards will be to those small business firms found most highly qualified IAW EP 715-1-7 paragraph 3-10c. Additionally, this acquisition incorporates the contract reserve process IAW FAR 19.504(c)(1)(i), Orders Under Reserves. At the task order level, the Small Business Reserve will be considered first. Should there be an insufficient number of qualified small businesses, the task order TORN will be issued to all MATOC holders.

Work under this contract will be subject to satisfactory negotiation of individual firm fixed price task orders. Rates will be negotiated for each 12-month period of the contract. All interested A-E firms are cautioned to review the restrictions of FAR Part 9.5 (Organizational and Consultant Conflicts of Interest), and all large A-E firms are reminded that in accordance with the provisions of PL 95-507, they will be expected to place subcontracts with small and disadvantaged businesses to the maximum extent practicable consistent with the efficient performance of the contract. A large business awardee must comply with FAR 52.219-9, regarding the requirement for a subcontracting plan for that part of the work to be subcontracted and will be required to submit a detailed subcontracting plan during contract negotiations. For large businesses selected for task order awards, specific subcontracting objectives will be requested and negotiated that will form the basis for task order subcontracting performance evaluation. The selected Small Business firms will be required to perform work in accordance with 52.219-14, Limitations on Subcontracting (DEVIATION 2021-O0008, Revision 1) should a task order be issued to a firm within the small business reserve.

This includes Mobile District’s military and civil works boundaries which includes areas in the southeast United States and Central and South America.

SELECTION CRITERIA: The source selection factors for this procurement are listed below in descending order of importance. Factors 1 through 6 are primary. Factor 7 is secondary and will only be used as a tiebreaker among technically equal firms. Primary factors will be assigned a rating from “outstanding” to “unsatisfactory”, based on the risk to the Government that the Offeror will successfully perform that evaluated factor. An overall rating will also be applied to the proposal submission using the same rating scale. Proposals failing to respond or provide complete information for each factor as required by this solicitation will be determined non-compliant and will be removed from further consideration. After all ratings have been assigned, Offerors will be ranked as “Most Highly Qualified”, “Highly Qualified”, and “Not Qualified” in accordance with EP 715-1-7, Architect-Engineer Contracting In USACE.

For purposes of this solicitation, a stand-alone contract (such as a “C” or “P” type contract) or single task order under an Indefinite Delivery Contract (IDC) is considered one project. Separating activities performed under a contract or task order will not be considered multiple projects;

conversely, combining activities performed under separate contracts or task orders to produce a single project will not be evaluated or considered. A single task under an IDC is considered a project, not an IDC itself.

Factor 1. Professional Qualifications (Resumes) (SF330, Part I, Section E) (not to exceed 20 pages)

Part A – Resumes of Key Personnel (Section E, Blocks 12 – 18): Offerors must have, either in-house or through consultants or subcontractors, the disciplines listed below. In Section F Offerors are to submit ten projects that best illustrate the proposed team’s qualifications for award of a contract. (Note: The projects provided for Factor 1 may also be used to address this factor, however, not by reference only.) The definition of a project is as noted in “Selection Criteria” above. For each project use no more than two pages and note the contract or task order number, as applicable. The SF330 may be modified to meet the Submission Requirements; however, the content of Section F is not to be altered (removal or deletion of required blocks) and all items within Section F shall be answered completely. Five of the projects submitted shall specifically address the following areas of emphases and shall be presented in the order listed below.

Project 1 – Military Airfield Design (Paving, Grading, Drainage, and Survey Features) Project 2 – Roadway (Bridge) Design (Paving, Grading, Drainage, and Survey Features) Project 3 – Comprehensive Stormwater Master Plan for large military installations Large

All projects must have been completed within ten years of publication of this solicitation announcement (see Block 22). At least six of the projects presented must show that the Offeror (the firm submitting the SF330 as the prime contractor), whether as a prime contractor or subcontractor, performed the majority (>50%) of the AE work on the project. To demonstrate such performance, Offerors shall state the percentage of work they performed. If a proposed subcontractor also worked on the project, state the percentage of work it performed. If an Offeror submits more than six projects, those projects must reflect performance of work by the Offeror, or one or more of its proposed subcontractors. For each such project state the percentage of work performed by the Offeror, and/or the percentage of work performed by each proposed subcontractor. Clearly identify the Project Number (as indicated above), Type and the Offeror’s role on the project. In Block 24, “cost” is the total value of the project, not simply the value of the work performed by the Offeror and/or any proposed subcontractor. The Government reserves the right to review any official performance evaluation system of records to inform its source selection decision. When completing Section G, in Block 26, along with the name of key personnel, include the firm with whom the person is or was associated at the time the project was performed. To demonstrate quality of past performance, for each project the Offeror must provide a Contractor Performance Assessment Report (CPAR), either interim or final. If a CPAR is not available, the Offeror must provide a NAVFAC/USACE Past Performance Questionnaire (PPQ). If a PPQ is provided and there is a CPAR, the CPAR rating will govern. CPAR and/or PPQ information for the projects shall be placed immediately following the last page of each project in Factor 2 and do not count against the page count limit. The Government reserves the right to review any official performance evaluation system of records to inform its source selection decision.

Those firms submitting as Joint Ventures (JV) must follow the same procedures as any other Offeror with the following exception. If the JV (the Offeror) cannot provide at least six projects that demonstrate performance by the JV of 50% or more of a project, as either a prime contractor or subcontractor, the JV may provide projects performed by any partner of the offering JV that reflect performance of 50% or more of a project, as either a prime contractor or subcontractor. If the Offeror does not submit any projects that demonstrate performance by the JV, then the JV Offerors are required to submit projects at least one project from each of the partners. More consideration may be given for projects that were performed as a JV.

Of the projects submitted as prescribed above, relevant projects which will be given more weight are those that reflect the specialized experience and technical competence of the Offeror and/or proposed subcontractor(s), as prime contractors or subcontractors, performing services similar to those described above in the paragraph titled Project Information. More weight will be given to experience with project designs that are full-design type projects, on military installations, and completed within the Mobile District AOR or within the southeast United States; experience with subcontracting team(s); and project design experience that are like that described above in the paragraph titled Project Information. This factor may be assessed Strengths or Weaknesses, as appropriate.
