PERFORMANCE WORK STATEMENT (PWS)

Consolidated Evidence Long Term Storage (CELTS) Shelving Units Hunter Army Airfield, Georgia

General Information: The mobile shelving storage system for long term storage of evidence is a U.S. Army Criminal Investigation Division asset co-located at the South East Field Office on Hunter Army Airfield building 8306. The proposed shelving system is needed for installation in a newly constructed building on HAAF for the long-term storage of evidence. The mission of the CELTS facility is to receive, store, maintain, and ultimately dispose of evidence. In certain instances (such as an unsolved death investigation or sexual assault investigation), evidence will be retained after the final law enforcement report has been completed to ensure strict compliance with the Department of Defense (DoD), Department of the Army (DA), and the USACID instructions, policies, regulations, and procedures to process, maintain and dispose of long-term evidence and associated case files. Evidence in unknown death and sexual assault investigations, along with other evidence that may require indefinite or long-term storage for legal and sufficiency/appeals review, may be consolidated, packed, and sealed into boxes or containers for long-term storage. Evidence may be sent to a designated consolidated evidence or long-term evidence room and/or facility, as established by the appropriate SAC/RAC or commander. Periodically, USACID will conduct cold-case reviews and may require additional forensic testing to possibly identify a subject in an unknown investigation which is one of the missions of the CELTS in maintaining evidence for indefinite periods. Due to the consolidation of evidence into larger boxes and containers, these boxes or containers may be heavy and larger requiring strong and secure storage shelving. Mobile shelving consists of both non-moving and moveable shelving units on carriages that operate on rails to remove unnecessary aisles to increase the amount of shelving that can be installed to increase the overall storage capacity of the facility. The suggested installation to the CELTS facility will facilitate total mission accomplishment. Disapproval would significantly impact USACID’s ability to achieve its mission and hinder the organization’s ability to retain evidence for legal and sufficiency review as well as for possible identification of suspects in unknown subject investigations.

Description of Services: The contractor shall provide and arrange transportation and delivery of shelving units, must have a hydraulic tailgate to offload equipment (no dock available), material handling equipment if required for unloading and maneuvering shelving units, labor for movement of shelving units from delivery vehicle into the new building, installation and set up of shelving units is required.

Objectives: To provide safe, timely and accurate delivery and installation of shelving units into new long term evidence storage building.

Period of Performance: Building is available for immediate installation.

Recognized Holidays: The US Office of Personal Management outlines the Federal Holiday schedule and establishes public holidays for federal employees who work on a Monday – Friday schedule. Hours of Operation: The contractor is responsible for conducting business between the hours of 0800-1500 Monday through Thursday.

Place of Performance: The work to be performed under this contract will be at 2812 South Perimeter Road Bldg. 8306 Hunter Army Airfield, Savannah, Ga 31409. Delivery vehicle will need to enter the installation through the Montgomery Street gate located at 5527 Montgomery St, Savannah, GA 31405.

Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this performance work statement. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system.

Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

Cell Phone Use: Contractors operating vehicles on an Army post shall not use cell phones unless the vehicle is safely parked or unless they are using hands -free cellular device. The wearing of any other portable headphones, earphones or other listening devices (except for hands-free cellular devices) while operating a motor vehicle is prohibited. Civilians, contractors and visitors to the installation who fail to comply with this policy are subject to administrative action to include loss of driving privileges on post and removal from and/or denial of re-entry to this installation.

For Contractors Requiring Access to a DoD facility or installation: Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

Mobile Shelving Storage System Description, Dimensions and Technical Specifications: Mobile Shelving Storage System for Long-Term Storage of Evidence. High-Density, Mechanical Assist, Mobile Storage system with four post adjustable shelving on wheeled carriages that travel on rails, eliminating the need for multiple fixed aisles. The proposed system will consist of nine (9) moveable carriages and four fixed, non-moveable shelving units. The carriages should be approximately 48 inches deep (allowing 24 inches of shelving space on each side of the carriage), 35 feet long and approximately 9 feet tall. The ceiling height of the room is approximately 12 feet tall and a 9-foot shelving height allows for an 18-inch Fire Code stand-off and approximately 18 inches on the top shelf for small and flat packages.

There are two fixed units, non-moveable (one at each end of the carriages), that are 24 inches deep, 25 feet long and approximately 9 feet tall, same as the other shelving. An additional fixed shelving unit, 24 inches deep, 25 feet long and approximately 9 feet tall, same as the other shelving, that will be fixed along the front wall. Lastly, an additional fixed shelving unit, non-moveable, 24 inches deep, 16 feet long and approximately 9 feet tall, that will be fixed along the side wall just inside the main door.

Within each carriage unit and fixed shelving, the shelving should be divided into 36 or 48-inch-long sections, out to the maximum lengths of each carriage and fixed shelving units, but 48 inches would be the preferred shelving size, with adjustable industrial strength metal shelving and a minimum load carrying capacity of 1000lbs per linear foot. Mechanical assist control provides mechanical advantage for easy carriage operation with an ergonomically designed three-handled drive operating wheel that transfers power to the carriage’s drive axle. The current dimensions allow for one aisle, approx. 40-48 inches, when the carriages are opened and closed, in compliance with current ADA standards.

Movement Controls: Triple arm operating wheels with rotating hand knobs shall be provided on the accessible (drive) ends of carriage units, centered or near centered on the end panel, to permit units to be moved to create a single aisle opening. Turning the handle transmits power through a drive chain to drive wheels on the carriage. The drive unit should be synchronized so that power is transmitted to both sides of the carriage, not just one, providing positive tracking – even with unbalanced loads. There should be a locking mechanism to prevent the inadvertent and unassisted movement of the carriage unit. The units should also incorporate anti-tip measures, providing an extra measure of system stability and safety, due to the weight and oversized packaging that may be stored. Shelving and cabinets should be fabricated using heavy-gauge steel and extensively reinforced for increased rigidity and strength.
