Do not assume that electronic communication is instantaneous. It can take several minutes, or even hours, in some cases.
The Government will not be responsible for submissions delivered to any location or to anyone other than those designated to receive proposals. Offerors are responsible for ensuring that proposals are submitted so as to reach the designated recipient. Offerors are responsible for allowing sufficient time for the proposal to be received in accordance with the instructions provided.
1.6 Electronic Proposal Submission Requirements. The Government will only accept proposals in the electronic format described above. There should only be a total of five (5) files (3 PDF files and 2 Excel files). Label each file with the solicitation number, file description (i.e. Volume I) and company name. 1.6.1 To effectively and equitably evaluate proposals, the Government must receive information sufficiently detailed and in the order described below that clearly describe an Offeror's capabilities. It is the responsibility of the Offeror to submit complete proposal information and documents that are fully responsive to the submission requirements of the solicitation. Offerors are responsible for organizing submitted material logically as it relates to the requirements of this solicitation and to number all pages to facilitate evaluation. Materials not organized appropriately and in the sequence of subparagraphs set out below, may easily be overlooked during evaluations, possibly affecting an Offeror’s rating.
2.0 Volume I - Past Performance of the Prime Contractor and Technical Approach.
Submit Past Performance Information of the Prime Contractor and Technical Approach in Volume I, under the tabs indicated below and number all pages. Note: Do NOT provide any cost information in Volume I.
2.1 VOLUME I TAB-A: Past Performance of the Prime Contractor. The contractor noted on the SF 33 is considered the Prime Contractor and Offeror. The Offeror is to provide its past performance information regarding recent and relevant efforts and the quality of those efforts to demonstrate its accomplishments and capabilities to successfully perform and accomplish the effort required by this RFP. Past performance information includes the following: (a) Relevant Company Effort and (b) Quality of Past Performance.
Where the word "project” and/or “effort(s)" appears in RFP Sections L and M, it is understood to mean operation and maintenance (O&M) type work under a single contract. Examples of project effort submitted by Offeror may be projects performed for a State or Federal Government agency or for a commercial or private sector customer. If the Offeror is submitting projects or efforts performed under a “task order type contract”, each task order shall be considered a separate project. In other words, do not combine tasks order projects and present them as one project.
Where the word “recent” appears, it is understood to mean an O&M type project for which (1) the contract has a minimum period of one year and is 100% complete within six (6) years of the RFP issue date; or (2) the contract is ongoing and at least one year of the contract is 100% complete by the RFP issue date.
“Relevant” past performance information is one indicator of an Offeror’s ability to perform the contract successfully. Where the word “relevant” appears it is understood to mean a single project that is similar and logically connected to the context of this solicitation in terms of scope (dollar value, size, project type, contract type) and magnitude of effort and complexities as the work described in this solicitation. For example, projects that include cost plus contract types, fixed price/cost plus contract types, or work performed at lake type projects will be given more consideration. The description of work is found in RFP Section C.
2.1.1 (a) RELEVANT COMPANY EFFORT. The Offeror is to submit no more than five (5) examples of its most “recent” and “relevant” project efforts performed as a prime contractor to demonstrate its company’s accomplishments on contracts similar to the effort required in this solicitation. If the Offeror submits more than five projects, only the first five projects shall be evaluated. For each “recent” and “relevant” project example, the Offeror shall submit a separate and fully completed Prime Contractor Project Date Sheet (Attachment 1 at the end of this section), or at a minimum, provide the following information:
(1) Company Name;
(2) Name of Project;
(3) Location of Project;
(4) Owner (i.e. customer work was completed for);
(5) Cost for this single contract;
(6) Narrative Description of the General Scope of Project/Contract as it relates to this solicitation. Include a copy of the information from the contract (such as the scope of work summary and/or table of contents) in order to clearly demonstrate the type of work included in the contract. This scope/summary of work shall not exceed three pages in total;
(7) Your Role on this Contract (Prime, Subcontractor, Joint Venture Partner) and the type of effort your company self-performed;
(8) Contract Type: (for example Firm Fixed-Price, Cost Plus Fixed Fee, Cost Plus Award Fee);
(9) Extent and Type of Work Subcontracted Out;
(10) Contract Start Date (Provide Month and Year); Contract Completion Date
(Provide Month/Year); or One Year Completion Date (Provide Month/Year);
(11) Termination or Liquidated Damages Information; Comments regarding any known performance deemed unacceptable to the customer or not in accordance with the contract terms and conditions; and
(12) Name and contact information of Owner’s point of contact.
(b) QUALITY OF PAST PERFORMANCE.
1) The Offeror shall submit evidence of the quality of its past performance on projects submitted in paragraph 2.1.1 (a). The Offeror shall provide a completed contractor performance evaluation, whether annual or final, found in the Contractor Performance Assessment Reporting System (CPARS) (www.cpars.gov) [formerly Past Performance Information Retrieval System (PPIRS) (www.ppirs.gov)]. If a completed contractor performance evaluation does not exist in CPARS (i.e., a non-U.S. Government project), the Offeror shall provide a completed Past Performance Questionnaire (PPQ) (Attachment 2 at the end of this section). If at time of evaluation, a completed contractor performance evaluation exists in CPARS that conflicts with a submitted PPQ, the completed contractor performance evaluation in CPARS will govern.
2) Any past performance surveys/assessment/evaluation forms, other than CPARS or the PPQ Form provided at the end of this section, are unacceptable submissions by the Offeror to evidence the quality of its past performance and will not be considered or evaluated.
3) Completed CPARS or PPQs that were submitted in response to previous solicitations may be submitted. However, Offerors shall not incorporate either by reference, and thus must resubmit the CPARS or PPQ with their proposal. However, this requirement does not preclude the Government, at its discretion, from utilizing previously submitted CPARS or PPQ information in the past performance evaluation. Notwithstanding the foregoing, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.
4) If an Offeror has been required to take corrective action for any substandard performance, experienced other performance problems such as cost overruns, extended performance periods, numerous warranty calls, etc., the Offeror should explain the circumstances and the corrective actions taken.
5) If a client will only provide completed PPQ directly to the U.S. Army Corps of Engineers, Mobile District, then ensure the client submits the PPQ before the proposal due date using the following electronic mailing address:
sophia.m.chin@usace.army.milmailto:
Please include the solicitation number in the subject line of the email.
PPQs and/or CPARS received after the proposal receipt date will not be considered timely and will not be included in the Offeror’s proposal.
2.1.1.1 Joint Venture Submission Requirements. Offerors submitting proposals as a Joint Venture (JV) shall obtain a DUNS number and be registered in the System for Award Management (SAM) in the name of the Joint Venture. The Offeror, that is the JV, must provide no more than five (5) “recent”, “relevant” projects performed by the JV that reflect the JV’s ability to perform the work required in this solicitation as required by Paragraph 2.1.1 subparagraphs (a) and (b).
2.1.1.2 If the Offeror, that is the JV, cannot provide a sufficient number of projects as the JV to meet the requirement, the Offeror must provide “recent”, “relevant” projects that it has performed as the JV, and then supplement the record with additional “recent”, “relevant” projects performed by any JV member in their individual capacities. In this instance, the total number of projects submitted shall be no more than five (5), regardless of the combination of JV projects and JV member projects.
2.1.1.3 If the Offeror, that is the JV, has no “recent”, “relevant” projects performed by the JV, then members of the JV must provide a combined total of no more than five (5) “recent”, “relevant” projects performed by either member of the JV that reflects the JV member’s ability to perform the work required in this solicitation as required by Paragraph 2.1.1 subparagraphs (a) and (b).
2.1.2 Verification: The Government reserves the right to verify the past performance record of cited projects or other recent projects not submitted by reviewing CPARS, or other Government appraisal systems, or to interview owner or references. The Government may check any or all cited references to verify supplied information. An Offeror will be afforded the opportunity to reply to or explain adverse performance information which the Offeror has not previously had an opportunity to address.
2.1.3 All Business Entities: To satisfy Paragraph 2.1.1 subparagraphs (a) and (b), only information pertaining to the corporate entity listed on the SF 33 will be considered in the evaluation. The individual experience of key personnel will not be considered. Information documented in the Federal Awardee Performance and Integrity Information System (FAPIIS) and CPARS related to a parent company, affiliates, divisions, subsidiaries, predecessor companies, and other related entities will be considered for responsibility in accordance with FAR 9.104-6, but will not be considered in the evaluation.
2.2 VOLUME I TAB-B: Technical Approach. Do not include cost information in the technical approach narratives. In a narrative form, as a minimum, submit your company’s technical approach to performing the Technical Provisions (TPs) listed below. Technical approach narratives may be enhanced with charts, tables, or any logical means of conveying the proposed technical approach the Offeror will use to accomplish a TP. Broad general statements that merely mimic a TP, repeat, paraphrase, or promise general performance are not sufficient.
In submitting the Technical Approach Proposal, the Offeror shall be required to fully complete the Technical Approach worksheets as provided in Section J. The Offeror is responsible for the accuracy of all data input. All TPs in Section C are to be addressed. Offerors are cautioned to use the most current worksheet information in the solicitation or in the latest amendment. The Offeror may not alter a requirement within the worksheets, as this may prevent the Technical Team’s ability to evaluate the technical proposal effectively.
The maximum page limitation to include charts, tables, etc. is limited to 300 pages* for Volume I Tab-B: Technical Approach. Any information past this number will not be evaluated.
*This page limit does not include any spreadsheets that the Government requires to be submitted with the Technical Approach Proposal.
