1.6.1 To evaluate proposals effectively and equitably, the Source Selection Evaluation Board (SSEB) must receive information, in the order described below, that clearly describes an Offeror's capabilities to successfully execute the project as required by this RFP. It is therefore an Offeror’s responsibility to submit proposal information that is fully responsive to the submission requirements of this section. Offerors are responsible for organizing material sequentially under tabs and numbered pages as set out below to facilitate evaluation. Materials that are not properly organized may easily be overlooked during evaluations, possibly affecting an Offeror’s rating. Offers should be concise, addressing only the information outlined in this section.

2.0 Specific Proposal Submission Requirements. The submission criteria are listed in the chart below in the order of relative importance.

SUBMISSION REQUIREMENTS AND ORDER OF RELATIVE IMPORTANCE

Volume I Description Order of Relative Importance

Factor 1 Technical Approach and Methodology

1st in relative importance

Factor 2 Personnel and Management Plan 2nd in relative importance/less important than Factor 1

Factor 3 Past Performance of the Prime Contractor

3rd in relative importance/less important than Factors 1 and 2

Volume II Price (including Administrative Requirements)

Not rated.

2.1 Submit required information in Volume I under the tabs indicated above chart and number all pages. Do not provide any price information in Volume I. The maximum page limitation to include charts, tables, etc. is limited to 150 pages. Any information past this number will not be reviewed.

2.2 VOLUME I– Factor 1, Technical Approach and Methodology. There are six (6) aspects which will be used for evaluation of this factor to determine the offeror's ability to achieve the requirements stated in the Scope of Work. All aspects are equally weighted and only one rating will be determined for this Factor. Broad general statements that merely mimic, repeat, paraphrase, or promise general performance are not sufficient.

2.2.1 Provide manufacturer, make & model number of generators, catalog cuts for major equipment items to be supplied, and concept drawings for how the generators will be located within the site include dimensions and distances to clearly show the generators can be accommodated within the area. Indicate if the generators will be new or refurbished, provide manufacturer’s ratings, fuel consumption estimates, overload/redundancy specifications, if the generator is not new indicate the date of the last major overhaul, indicate the major overhaul intervals for all generators, how many overhauls can be completed, and similar items of concern should be included to support all claims of performance for each generator. New units will be preferred and evaluated higher.

2.2.2 Discuss your plan to coordinate and install required equipment to include phasing out the old equipment and installation of the new equipment.

2.2.3 Provide a schedule that details the removal of the old equipment and installation of the new equipment to show how all requirements will be met on schedule.

2.2.4 Discuss your plan to operate and maintain the power generation facility on a day-to-day basis.

2.2.5 Discuss your plan to transition from prime to standby power to include timeframe, staffing, and roles and responsibilities.

2.2.6 Provide a checklist with the services to be provided and at what intervals for maintaining the PV Farm.

2.3 VOLUME I – Factor 2, Personnel and Management Plan. There are five (5) aspects which will be used for evaluation of this factor to determine the offeror's ability to achieve the requirements stated in the Scope of Work. All aspects are equally weighted and only one rating will be determined for this Factor.

2.3.1 Provide resumes for key personnel, including the Project Manager, Superintendent, and the electrical personnel who will be applied to the operation and maintenance effort (Option Years – Energy Services) of the contract. Also discuss program management controls and levels of authority.

2.3.2 Provide a simple organizational chart, to illustrate the management approach. The Offeror may use foldout(s) not to exceed 11” x 17”. Clearly show which management positions are located at the home office and which management positions will be located on-site. Clearly show the lines of authorities discussed in paragraph 2.3.1. If the

Offeror is a Joint Venture, discuss the Joint Venture’s executive team’s role and how it intends to manage this contract.

2.3.3 Identify any proposed subcontractors and the extent of the effort to be subcontracted. Provide statements from the subcontractors indicating ability to provide effort or services in time required.

2.3.4 Provide a draft Safety Plan in accordance with EM-385-1-1, latest version.

2.3.5 Provide a draft Quality Control Plan clearly to include but not limited to discussing levels of authority, inspection, control, and corrective measures.

2.4 VOLUME I – Factor 1, Past Performance of the Prime Contractor. The contractor noted on the SF 33 is considered the Prime Contractor and Offeror. The Offeror is to provide its past performance information regarding recent and relevant efforts and the quality of those efforts to demonstrate its accomplishments and capabilities to successfully perform and accomplish the effort required by this RFP. Past performance information includes the following: (a) Relevant Company Effort and (b) Quality of Past Performance.

Where the word "project” and/or “effort(s)" appears in RFP Sections L and M, it is understood to mean a single contract. Examples of project effort submitted by Offeror may be projects performed for a State or Federal Government agency or for a commercial or private sector customer. If the Offeror is submitting projects or efforts performed under a “task order type contract”, each task order shall be considered a separate project. In other words, do not combine tasks order projects and present them as one project.

Where the word “recent” appears it is understood to a project for which (1) the contract is 100% complete within six (6) years of the RFP issue date; (2) the contract has a base period of one year or less with additional option periods available, and the base period is 100% complete by the RFP issue date and an option period has been exercised; or (3) the contract has a period of performance in excess of one year or includes a base period in excess of one year, and the contract or base period is at least 50% complete as of the RFP issue date.

“Relevant” past performance information is one indicator of an Offeror’s ability to perform the contract successfully. Where the word “relevant” appears it is understood to mean a single project that is similar and logically connected to the context of this solicitation in terms of scope (dollar value, size, project type), and magnitude of effort and complexities as the work described in this solicitation.

2.4.1 (a) RELEVANT COMPANY EFFORT. The Offeror is to submit no more than five (5) examples of its most “recent” and “relevant” project efforts performed as a prime contractor to demonstrate its company’s accomplishments on contracts similar to the effort required in this solicitation. Particularly as it relates to similar prime power generation projects and level of experience in similar physical and political environments, particularly as it relates to delivery, installation, operation and long term maintenance of power generation plants in remote areas of the world, particularly in countries in Central and South America. If the Offeror submits more than five projects, only the first five projects shall be evaluated. For each “recent” and “relevant” project example, the Offeror shall submit a separate and fully completed Prime Contractor Project Data Sheet (Attachment 1 at the end of this section).

(b) QUALITY OF PAST PERFORMANCE. The Offeror shall submit evidence of the quality of its past performance for all projects submitted paragraph 2.4.1(a) by providing a completed and signed contractor Past Performance Questionnaire (PPQ) (Attachment 2 at the end of this section).

PPQ’s received after the proposal receipt date will not be considered timely and will not be included in the Offeror’s proposal.

2.4.1.1 Joint Venture Submission Requirements. Offerors submitting proposals as a Joint Venture (JV) shall obtain a DUNS number and be registered in the System for Award Management (SAM) in the name of the Joint Venture. The Offeror, that is the JV, must provide no more than five (5) “recent”, “relevant” projects performed by the JV that reflect the JV’s ability to perform the work required in this solicitation as required by Paragraph 2.2.1 subparagraphs (a) and (b).

2.4.1.2 If the Offeror, that is the JV, cannot provide a sufficient number of projects as the JV to meet the requirement, the Offeror must provide “recent”, “relevant” projects that it has performed as the JV, and then supplement the record with additional “recent”, “relevant” projects performed by any JV member in their individual capacities. In this instance, the total number of projects submitted shall be no more than five (5), regardless of the combination of JV projects and JV member projects.

2.4.1.3 If the Offeror, that is the JV, has no “recent”, “relevant” projects performed by the JV, then members of the JV must provide a combined total of no more than five (5) “recent”, “relevant” projects performed by either member of the JV that reflects the JV member’s ability to perform the work required in this solicitation as required by Paragraph 2.4.1 subparagraphs (a) and (b).

2.4.2 Verification: The Government reserves the right to verify the past performance record of cited projects or other recent projects not submitted by reviewing information retrieved through the Past Performance Information Retrieval System (PPIRS), or other Government appraisal systems or to interview owner or references. The Government may check any or all cited references to verify supplied information. An Offeror will be afforded the opportunity to reply to or explain adverse performance information which the Offeror has not previously had an opportunity to address.

2.4.3 All Business Entities: To satisfy Paragraph 2.4.1 subparagraphs (a) and (b), only information pertaining to the corporate entity listed on the SF 33 will be considered in the evaluation. The individual experience of key personnel will not be considered. Information documented in the Federal Awardee Performance and Integrity Information System (FAPIIS) and PPIRS related to a parent company, affiliates, divisions, subsidiaries, predecessor companies, and other related entities will be considered for responsibility in accordance with FAR 9.104-6, but will not be considered in the evaluation.

2.5 VOLUME II PRICE and ADMINISTRATIVE REQUIREMENTS. In Volume II, the Offeror is to submit the following:

(1) Signed and dated Standard Form (SF) 33 and Section B, acknowledging any and all amendments by completion of Block 14 of the SF33;

(2) Proposal Data Sheet (See Attachment 3 at the end of this section);

ADJECTIVE RATINGS AND DEFINITIONS TO BE USED TO BEST REFLECT

YOUR EVALUATION OF THE CONTRACTOR’S PERFORMANCE

RATING DEFINITION NOTE

(E) Exceptional Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.

An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner. A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating. Also, there should have been NO significant weaknesses identified.

(VG) Very Good Performance meets contractual requirements and exceeds some to the Government’s/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.

A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner. There should have been no significant weaknesses identified.

(S) Satisfactory Performance meets minimum contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.

A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract. There should have been NO significant weaknesses identified. Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.

(M) Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor's proposed actions appear only marginally effective or were not fully implemented.

A Marginal is appropriate when a significant event occurred that the contractor had trouble overcoming which impacted the Government/Owner.

(U) Unsatisfactory Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor's corrective actions appear or were ineffective.

An Unsatisfactory rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating.
