ADJECTIVE RATINGS AND DEFINITIONS TO BE USED TO BEST REFLECT
YOUR EVALUATION OF THE CONTRACTOR’S PERFORMANCE
RATING DEFINITION NOTE
(E) Exceptional Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit.
The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.
An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner. A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating.
Also, there should have been NO significant weaknesses identified.
(VG) Very Good Performance meets contractual requirements and exceeds some to the Government’s/Owner’s benefit.
The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.
A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner. There should have been no significant weaknesses identified.
(S) Satisfactory Performance meets minimum contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.
A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract. There should have been NO significant weaknesses identified. Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.
(M) Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor's proposed actions appear only marginally effective or were not fully implemented.
A Marginal is appropriate when a significant event occurred that the contractor had trouble overcoming which impacted the Government/Owner.
(U) Unsatisfactory Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor's corrective actions appear or were ineffective.
An Unsatisfactory rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating.
(NA) Not Applicable No information or did not apply to your contract Rating will be neither positive nor negative.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Volume I – Technical Proposal
1. Equipment – Offerors shall state “Yes” or “No” that they have the capability to provide the equipment necessary to perform the janitorial services as outlined in the Scope of Work.
2. Insurance – Offerors shall state “Yes” or “No” that they have all the pertinent insurance policies required to perform the work.
3. Licenses and permits – Offerors shall submit copies of all pertinent business licenses and permits required to perform the work.
4. Experience – Offerors shall provide experience related to this solicitation. Only the experience of the prime contractor will be evaluated. Provide a minimum of two (2) but no more than five
(5) projects completed within the last three (5) years from the date of this solicitation which demonstrate experience with janitorial cleaning services by fully completing the Relevant
Company Information form, which is attached to this solicitation (Attachment 2). If a project example lacks the required information, or if it is vague and ambiguous, then that project example will be rated as “Unacceptable”. If an Offeror submits more than five projects, only the first five projects shall be evaluated.
An adjective rating of “Acceptable” or “Unacceptable” will be assigned to each technical factor.
Technical Acceptable/Unacceptable Ratings Rating Description:
Acceptable: Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable: Proposal does not clearly meet the minimum requirements of the solicitation.
All evaluation factors other than cost or price, when combined, are significantly less important than cost or price.
Award will not be made to any offeror that receives a rating of “Unacceptable” on any technical factor.
Award will be made to the offeror whose proposal represents the Lowest Priced Technically Acceptable offer.
Volume II – Price and Administrative Proposal Price:
1. Offerors shall submit pricing on the solicitation document SF1449 which must include all cost, i.e. materials and labor, necessary to meet the requirements of the Statement of Work. The Government will evaluate offers for award purposes by adding the total of all CLIN prices.
2. Pricing submitted shall be good for a period of 60 calendar days after the proposal due date. If discussions are required during the selection process, any discussion responses and/or proposal revisions shall include updated pricing good for an additional 30 days after the discussion response due date.
3. The Offeror’s price proposal will be reviewed for completeness and reasonableness and will be used by the Government in making the final selection decision. Price proposals will be evaluated using price analysis, but will not be rated.
a. Price analysis - is the process of examining and evaluating a proposed price.
b. Reasonableness - Price analysis will be used to verify that the overall price offered is fair and reasonable.
4. Prior to making an award, the Contracting Officer must determine that any Offeror eligible for an award is responsible technically and has the capability to properly manage the contract during performance and complete the work on time. In conjunction with any other requirements contained herein.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
