About this file

This special notice from the U.S. Army Corps of Engineers Mobile District solicits market feedback on the potential use of a Project Labor Agreement for the design and construction of two gate complexes at Tyndall Air Force Base in Florida. The gate complexes are located at the main entry points to Tyndall AFB and include five lanes each for monitoring vehicle ingress and egress, with canopy coverage, inspection facilities, and supporting site infrastructure. Respondents are requested to provide information by January 24, 2020 on whether PLAs have been used locally for similar projects, any skilled labor shortages in required crafts, time sensitivity of project scheduling, and reasons for or against a PLA advancing economy and efficiency in federal procurement for this project. This is a SPECIAL NOTICE. No proposals are being requested or accepted with this notice. The Corps of Engineers, Mobile District, is soliciting comments from the construction community addressing the potential use of Project Labor Agreements (PLA) for a large scale construction project (exceeding $25 million) at Tyndall Air Force Base, FL. This market survey is being posted for the Airey and Tyndall Gate Complexes, Tyndall AFB, Florida (Bay County).

Description of Work: This work involves the design and construction of two gate complexes at the main access points of Tyndall AFB to monitor authorized ingress and egress of vehicles. The complexes are the Tyndall Gate (North Side Hwy 98) and Airey Gate (South Side Hwy 98), which are 5 lanes each (3 in and 2 out) with three lane houses, a canopy over the complexes, and an over watch station for each gate. The Tyndall gate includes a one bay commercial vehicle inspection port. The canopies are a self-supported permanent structure that provides cover and protection from the elements for personnel checking identification at the two gates. Supporting facilities include perimeter fences, roadways, and active/passive barriers, utilities (electric service, water, sewer, gas), pavements (paving, walks, curbs and gutters), storm drainage, site improvements, and information systems.

A PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement described in 29 U.S.C. 158(f).

Accordingly, Offerors are requested to respond to this Special Notice regarding PLA with the following information:

1) Do you have knowledge that a PLA has been used in the local area on projects of this kind? If so, please provide supporting documentation.

2) Are you aware of skilled labor shortages in the area for those crafts that will be needed to complete the referenced project? If so, please elaborate and provide supporting documentation where possible.

3) Are you aware of time sensitive issues/scheduling requirements that would affect the rate at which the referenced project should be completed? If so, please elaborate and provide supporting documentation where possible.

4) Identify specific reasons why or how you believe a PLA would advance the Federal Governments interest in achieving economy and efficiency in federal procurement.

5) Identify specific reasons why you do not believe a PLA would advance the Federal Governments interest in achieving economy and efficiency in federal procurement.

6) Identify any additional information you believe should be considered on the use of a PLA on the referenced project.

7) Identify any additional information you believe should be considered on the non-use of a PLA on the referenced project.

Interested Offerors shall respond to this Special Notice no later than 24 January 2020 by 14:00 CST. E-mail your response to michael.j.scism@usace.army.mil and kyle.m.rodgers@usace.army.mil.
