About this file

This document is an amendment to a solicitation for a two-phase design-build contract for site development and utilities work at Tyndall Air Force Base in Florida. The solicitation is seeking proposals for design and construction of site facilities throughout the base including utilities such as electric, water, sewer, gas, steam and chilled water distribution systems. The scope also includes pavements, storm drainage, site improvements, information systems and cybersecurity work. Offerors will be evaluated based on their and their lead design firm's relevant past performance on similar design-build projects, especially for the military, with utilities coordination and demolition of existing infrastructure. More consideration will be given to projects performed together by the offeror and lead design firm. The amendment provides revised specifications and evaluation criteria emphasizing experience with projects involving multiple phases and stakeholders such as privatized utilities contractors.

SECTION 00 11 00

Revised by AMENDMENT NO. W9127820R0007-0001

SECTION 00 11 00

5.3 Evaluation of Factor 1 – Past Performance Information of the Prime Contractor and Factor 2 – Past Performance Information of the Lead Design Firm. Factor 1 and Factor 2 will be rated individually, each with relevancy ratings and a confidence rating applied as described below.

(1) An Offeror’s “Relevant Company Effort” information will be evaluated to determine if the construction and design projects submitted are “recent”, and “relevant”. For this solicitation, the Government will give more consideration for: design-build construction projects; on military installations; for a dollar value similar to those anticipated under this solicitation; projects where the Offeror performed as the prime contractor, as opposed to a subcontractor; projects that demonstrate innovative solutions to maximize budget and performance in response to performance-based requirements; projects involving a high level of integration in design and construction with multiple phases and multiple entities such as privatization utilities, other design firms and contractors; and projects that demonstrate collaborative efforts involving multi-stakeholders. More consideration will also be given to projects in which the Offeror and Lead Design Firm previously performed together. Additionally, more consideration will be given to a project portfolio that reflects at trend of diverse and successful performance of construction and repair type projects similar to those described by this solicitation.

This project is for the design and construction of site facilities throughout Tyndall AFB, FL including utilities such as electric service, water, sewer, gas, steam and/or chilled water distribution; pavements such as paving, sidewalks, curbs and gutters, and shared multimodal paths; storm drainage;

site improvements; information systems including SMART systems; and cybersecurity. The work includes coordination with multiple privatized utility contractors performing utility work for electrical and water performed by Gulf Coast Electric Cooperative (GCEC) and gas performed by TECO Energy in the same general area as this work. This project will demolish existing pavements and utilities as indicated in solicitation. The work also requires hydraulic modeling for replacement and upgrades of multiple utility systems and heavy coordination of design and construction with other DB and DBB contractors.
