1.6 GOVERNMENT FURNISHED CONTRACTOR INSTALLED EQUIPMENT (GFCI) NOT USED.
1.6.1 Communications Equipment Racks and Cabinets.
a. DBT to install Government furnished racks with cabinets for the DBT furnished and installed patch panels required by this RFP.
b. DBT shall coordinate the delivery of the Government furnished racks and cabinets for installation.
3.1.3 General Design Requirements
See Specification Section 01 00 00 for Eglin AFB Base Access Procedures.
Prior to beginning construction, DBT personnel shall take the appropriate training and background check to obtain access at Eglin AFB in accordance with Eglin AFB 96th Security Force Squadron (96SFS) procedures and operations.
The DBT-developed drawings shall show all aspects of the construction phasing, which shall be included with the first design submittal. The construction schedule developed by the DBT shall include a minimum of 48 hours between phases affecting existing traffic flows, to allow Eglin AFB to adjust traffic operations.
3.4.2.1 The DBT’s Geotechnical Investigation shall verify existing soil and site conditions. Based on preliminary information the site soils provide adequate infiltration. The existing soils are sandy and well-draining. Roof drains will utilize gutters and downspouts and drain at grade instead of collecting into a below grade stormwater system.
There will be limited underground stormwater piping used on site.
3.4.2.2 Eglin AFB Stormwater Operation and Maintenance Plan to be submitted to the Contracting Officer by the DBT. This plan shall include, but not limited to:
a. Project description and location.
b. The retention/detention pond should be fertilized and mowed as necessary to ensure a healthy vegetative cover crop is maintained.
c. Eroded or bare areas greater than three (3) square feet should be repaired and re-seeded or re-sodded with an appropriate vegetative cover crop.
d. NOT USED Percolation performance should be evaluated on an annual basis within the pond. In the event of inadequate percolation, retention area bottom maintenance should be performed as follows:
(1) Remove 4 to 6-inches of the retention area bottom material and scarify excavated bottom.
(2) Replace excavated bottom material with clean soil/sand to design grade. Inspect the retention area periodically for accumulation of debris and trash and remove as required.
e. Periodically inspect retention area bottom for silt accumulation and remove same if found to exist.
f. Inlet and outlet structures shall be kept in good working order and free from obstructions.
g. A maintenance inspection must be performed by a registered professional, one year after conversion to the Operation Phase and then every five years thereafter.
(1) The inspection must be conducted using the plans, calculations and specifications approved by the Agency.
(2) The maintenance inspection may be documented on Form 62-330.311(1), “Operation and Maintenance Inspection Certification” or on an equivalent form. The inspection report form must be maintained and made available to Agency staff upon request.
3.4.2.5 All new facility gutters and downspouts shall connect into the new underground piped storm drainage collection system with a cast iron boot. The downspouts shall be as noted in the RFP Section 4. Layout
It is the responsibility of the DBT to provide the breakdown of pervious and impervious areas pre and post construction and submit the Environmental Resource Permit (ERP) including all calculations to the 96CEG per the procedures outlined in Section 1.3.9, Environmental Regulatory Permits in the latest edition of the Eglin AFB Engineering Design Manual.
Layout is the responsibility of the DBT to provide the breakdown of pervious and impervious areas pre and post construction and submit the Environmental Resource Permit (ERP) including all calculations to the 96CEG per the procedures outlined in Section 1.3.9, Environmental Regulatory Permits in the latest edition of the Eglin AFB Engineering Design Manual.
The drainage system layout shall be designed to best meet the drainage requirements of the facility. All low points in grade have an inlet as to avoid ponding water. The system shall take into consideration topography, ultimate development of drainage area, possible future extension, outfall locations, and coordination with existing drainage systems and other existing or future underground utilities.
Unless structural stabilization is provided, maximum slopes for pervious surfaces is 3 horizontal:1 vertical. Side slope for any ponds greater than 2-feet in depth, shall not be steeper than 4H:1V slope.
3.5.2 Soil Reuse. NOT USED.
For bidding purposes, all soil from the areas of the former housing building footprints is assumed to exceed the FDEP soil cleanup target level for leachability to groundwater of dieldrin. As such, all soils excavated within the 5 foot building offset of the former housing footprints shall remain on-site and be reused at the point of excavation unless they are unsuitable for reuse on the site or they are excess. Unsuitable soils and soils that cannot be reused at the point of excavation will be stockpiled on visqueen, or containerized, properly sampled, tested, and disposed of at a facility meeting all local, state, and federal requirements for disposal. Soil from other areas of the site can be reused onsite, if suitable, and soil from these other areas that is not reused does not have to be stockpiled before disposal.
4.4.4.2.2.1 DBT Base Bid Requirements
The DBT shall be responsible for the coordination of the entire FFE with the building systems for the duration of the construction of the facility. DBT shall provide a final FFE package to the Civil Engineering Office upon approval of final design. The DBT shall include in the Base Bid any management and coordination fees which apply towards the coordination and installation of existing assets that will be relocated from the existing facility. DBT shall ensure the completion of installation for all furnishings prior to the demolition of the existing facility.
4.4.4.2.4.1 The final cost for the FFE package shall be determined and provided to the CE Office during design phase of the Design Build project delivery process. The final cost estimate shall show pricing in accordance with the following line items:
a. Totals of all the FFE items specified in the FFE Package.
b. Freight costs if not included in the price of an item.
c. Installation cost of all FFE.
d. Local Sales tax, if applicable.
These items shall be identified as separate line items in the final cost summary.
