TECHINCAL SPECIFICATIONS

28’ Aluminum Catamaran Hydrographic Survey Vessels

US ARMY CORPS OF ENGINEERS

MOBILE DISTRICT

1. General.

A. The contractor shall furnish two aluminum catamaran hydrographic survey vessels in accordance with the specifications listed herein.

B. Both vessels will be delivered to the Corps at their final destinations in turn-key condition, meaning both vessels are ready to operate and can be pressed into service without delay.

2. Inspections.

A. A pre-work meeting shall be held between the Corps of Engineers and the contractor at their respective manufacturing facility, soon after award, to review this specification in detail and confirm that both parties fully understand the requirements stated herein.

B. The Corps of Engineers shall make scheduled inspections, with the contractor, during vessel construction and for testing and trials. A pre-delivery inspection will be made at the winning bidder’s manufacturing facility after each vessel and trailer have completed in-water and over-the-road operating trials and all deficiencies, if any, have been corrected. The Corps of Engineers will take possession of each completed vessel and trailers after delivery to the specified destinations in undamaged condition.

3. Delivery.

A. Delivery of the completed vessels and trailers will be between the hours of 6:30 am and 3:00 pm, Monday through Friday to the indicated locations. One vessel and trailer each shall be delivered to each location in turn-key status as defined above.

4. Antiterrorism and Operations Security (AT/OPSEC) Requirements

In accordance with OPORD 2013-74, Annex A, the following paragraphs apply to this requirement:

A. Access and General Protection/Security Policy and Procedures. All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). If necessary, the contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.

B. Contractors who do not require CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

C. Pre‐screen Candidates Using E‐Verify Program. The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award.*When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, with the designated Government representative. This Form will be provided to the Contracting Officer and shall become part of the official contract file.

5. Performance Period.

A. Commencement. The Government intends for this work to begin immediately after award with a pre-work meeting to be scheduled as soon as possible.

B. Length. All work on both vessels and trailers shall be completed, included delivery as stated above, no later than 180 days after contract award.

6. Technical Points, Specifications and Equipment Required.

TP 1. Overall:

The vessels shall be aluminum planing catamarans suitable for near shore and inland hydrographic surveying along the Gulf coasts of Alabama, Florida, and Mississippi and all bays, sounds and harbors. Each vessels shall be arranged identical with a cabin, twin outboard propulsion, an air-cooled generator, and other manufacturer standard features. One vessel will have a bow mounted retractable arm for mounting survey transducers and one vessel will have a side mounted universal break away sonar mount.

TP 2. Operational Area:

Each vessel will operate in near coastal areas along the Gulf coast as identified above.

The vessels will operate in a variety of conditions, from inland rivers and waterways, across open bays and sounds, and entrance channels.

TP 3. Hull and Decking:

A. Hull: The hull shall be catamaran type with a squared bow above the demi-hulls. Hull length from bow to transom, measured on deck, shall be 28 feet.

Vessel beam not including rub rails shall be 8.5 feet wide.

Aft of the hull transom, full demi-hull beam outboard motor mounting platforms shall be provided. The platforms shall be buoyant, and shall provide extensions of the demi-hull bottom planing surface. The outboard mounting platform shall be sized for mounting twin outboards with 25 inch leg length.

The vessel bow shall have two rubber-faced push knees as the forward most structure on the vessel. Push knees shall be mounted to clear trailer center guides when loading the boat on the trailer.

B. Decking: The cockpit areas forward and aft of the cabin shall meet the requirements for “quick draining cockpits” set forth in ISO Standard 11812 “Small Craft – Watertight cockpits and quick draining cockpits”. The draining section for each cockpit shall not be less than “.05 Vc” as identified in section

7.2 of the ISO standard.

The hull areas forward and aft of the house shall be provided with full height 39 inch bulwarks. The deck shall be on one level from the forward cockpit through the cabin to the aft cockpit area. T hull shall provide access to both the bow and stern deck on both the port and starboard side of the cabin as well as a ladder to cabin roof. The decks shall be self-bailing.

TP 4. Display of Capacity Information:

Each vessel shall be provided with a Display of Capacity Information, as required in 33CFR Part 183, Subpart B "Display of Capacity Information". Loads of a crew of 6 persons at 200 pounds each, survey equipment 1000 pounds plus a full tank of fuel shall be assumed for the minimum capacity.

TP 5. Flotation and Stability:

Each vessel shall satisfy flotation requirements of 33CFR “Requirements for Outboard Boats”.

Flotation Watertight Bulkheads - Flotation and watertight bulkheads shall be provided in the hulls and labeled “Flotation Compartment” as follows:

a. Centerline Watertight

b. Bulkhead Forward

c. Watertight Bulkhead

d. Aft Watertight Bulkhead

e. Outboard extensions

Each compartment shall have access through a watertight hatch for service/maintenance of the bilge pumps.

TP 6. Structure:

All aluminum used shall be either 5,000 or 6,000 series marine aluminum alloy. The hull structure shall be adequate for 30 knot speed in 3 foot wave height. The hull structure shall also be adequate for loads applied during trailering. Each vessel shall be fitted with a bow eye as required for trailering. The bows of each vessel shall be reinforced for the loads applied by the trailering bow eye. The bow hull structure shall also be adequate for grounding during beach surveys with reinforced keel and doubler plates from the bow eyes to amidships.

Each vessel shall be fitted with 4 lifting eyes (2 on the port and 2 on the starboard side) for lifting a fully outfitted vessel (no personnel onboard) with a crane.

TP 7. Design and Construction Standards:

In addition to the features in this specification, each vessel shall meet all applicable standards of the American Boat and Yacht Council (ABYC) and the US Army Corps of Engineers Safety Manual EM 385-1-1.

TP 8. Cabin Arrangements:

A. Structure: Each cabin shall be fully enclosed, insulated and air conditioned, with a rear and front door for ingress and egress. The cabins shall be as wide as possible for the hull design but still allow a minimum 6 inch footpath gunwale walk around port and starboard outside of the cabin. Each cabin shall be at least 10 feet in length and have minimum headroom of 76 inches.

If the house deck level is below the exterior deck level, steps shall be provided inside the house, at the forward and aft doors.

B. Stations: Each cabin shall be large enough to accommodate a crew of 3 with each crew member at a station. The pilot’s station shall be on the starboard side and as forward as possible with a console. A lookout/observer station shall be on the port side and as forward as the pilot’s station with a console.

The surveyor’s station shall be aft of the forward stations and facing to port.

The surveyor’s station shall be a 6 foot workstation in the port side area of the cabin. A removable chart table with padded seat and storage under the seat shall be provided directly behind the operator’s station.

C. Seats: Each station shall have a heavy duty shock mitigation type seat that will support occupant weights up to 350lbs. Each seat shall have a heavy duty leather or waterproof vinyl or waterproof composite surface (no cloth seats). The surveyor’s station seat shall have locking swivel capabilities (with locking intervals at least every 45 degrees), adjustable height and seat depth.

The operator’s and observer’s seats shall have flip up armrests, they are not required to swivel, and have sufficient seat depth travel that the operator or observer can stand up at their respective stations.

D. Safety: There shall be two 6 lbs. dry chemical fire extinguishers mounted to the cabin wall by the rear door, one inside and one outside the cabin.

Specific cabin layout will be provided by government representatives. Cabins shall include carbon monoxide and gasoline fume detectors. Cabin doors shall be fitted with locks. An interior grab bar or bars shall be mounted along the length of the cabin ceiling on centerline running forward and aft.

TP 9. Windows and Doors:

A. Windows: Windows shall be suitable for open water operation. Spacing between windows shall be minimized for best all-around visibility. Two windows shall be slide opening (one port and one starboard of the helm).

Ceramic tint as dark as possible in accordance with USCG regulations shall be provided for all windows. The forward windows, including the forward access door, shall be raked back to improve visibility and bring the pilot as far forward as possible. The forward windows shall be equipped with defrosters.

B. Wipers: The forward windows shall be fitted with heavy duty marine wipers.

The wipers shall sweep clear a minimum of 80% of the glass window area.

The wipers shall have intermittent and continuous speed settings.

C. Doors: A dogged and lockable aluminum watertight door shall be provided in both the forward and aft house for access to the bow of the vessel and to the aft deck area. The doors shall be provided with 6 inch sills. The doors shall be equipped with a window, matching the height of the house windows. The windows in the doors shall not have wiper or defroster.

TP 10. Cabin Outfit:

A. Flooring & Sheathing: Each cabin floor shall be covered with rubber anti-fatigue floor matting, installed over an acoustic foam underlayment or equivalent. Deckhouse bulkheads and overhead shall be finished in USCG approved sheathing, carpet or other sound dampening material. Acoustic and thermal insulation shall be provided behind the sheathing and under the deckhouse floor. Thermal insulation shall be rated for an outside temperature of 110 degrees F.

B. Fans: Ceiling or wall mounted gimbaled cabin fans shall be installed at the helm, lookout and the survey station. Fans should not interfere with station operation, visibility, and should be adjustable for speed and flow direction.

TP 11. Operator and Observer Stations:

A. Operator station: The operator’s station shall be on the forward starboard side of the cabin and the observer station on the port side. The front cabin access door shall be in-between.

The operator’s console shall contain the steering wheel, engine throttles, propulsion gages, navigation chart plotter/sounder/radar combination, communications equipment, and switch and breaker panels. The Government will specify and approve locations and layouts of the station.

The combination chart plotter/radar/depth sounder, with water temperature sensor, shall be displayed by a multi-function LCD screen/system, at least 9” size screen, equivalent to a Garmin GPSMAP 7610xsv system. Additional space and wire runs for a separate 15” height adjustable, LCD screen/monitor shall be installed at the operator station to display HYPACK data from the surveyor’s station. The plotter/radar/sounder monitor and the survey LCD monitor shall be adjustable and/or located to not interfere with the visibility of the boat operator.

B. Observer station: The observer’s station shall be located opposite the operator’s station at the front of the cabin. The station shall have a console sized for the placement of a Government furnished laptop with a lip and anti-sliding material.

TP 12. Surveyor Workstation:

Each surveyor's station shall be provided in the house on the Port side. The survey station shall be designed to leave access space and steps to the forward and aft house doors. The station shall be desk configuration with a marine shock mitigation seat as specified earlier in TP8. The desk shall consist of a shock proof surface and provide a minimum of 1 cabinet, 1 computer electronics rack with a minimum of 15 unit spaces, and a minimum of 2 drawers that have positive lock systems. Each survey station shall be large enough to mount 3, 24 inch, height adjustable, LCD computer monitors (on same viewing level) just above desk height. The workstation shall have ample 120V AC power receptacles for the survey computer and electronic equipment. A hard wired marine grade uninterruptible power system (UPS) shall also be in located in the workstation. A small microwave shall also be incorporated into the surveyor’s workstation. The final workstation layout will be approved by the government representatives.

TP 13. Bilge Pumps and Alarm Systems:

Each hull watertight compartment and the outboard engine extensions shall be provided with a self-priming 12VDC bilge pump. The hull bilge pump overboard discharge lines shall be looped with the loop extending as high as possible under the hull deck. Bilge pumps shall be 12VDC. Minimum bilge pump rated capacity shall be 1500 GPH at 3 foot discharge head.

Bilge pumps shall be configured to allow either automatic or manual operation. The switch controls for each bilge pump shall be located at the pilot's station. The bilge pump controls shall allow operator selection of either automatic or manual operation.

Each hull compartment shall also be provided with an individual bilge level alarm, separate from the bilge pumps. The compartment alarm indications shall be located at the operator's station.

TP 14. Cleats, Chocks and Rub Rail:

1. Cleats: The hull shall be provided with 3 aluminum welded cleats per side (forward, midships and aft). Amidships cleat shall be accessible from the forward or aft deck.

2. Rub Rail: Rubber rub rail shall be provided at the most outboard deck edge and at one foot above waterline. The bow push knees shall utilize a similar but more robust rubber rub rail system. A 3 inch nominal size rub rail shall be provided, and the rubber attachment to the hull shall not penetrate into the hull interior. The rub rail shall be attached by a channel mounting system and not a stud bolt on design.

TP 15. Anchor and Line Locker:

An anchor sized for the boat shall be provided, including 150 feet of 3/4inch nylon three strand line with a 6 foot stainless steel chain leader equipped with a swivel. The anchor shall be mounted inboard on the hull forward with suitable anchor line storage (if locker is provided it shall have a drain).

TP 16. Grab Bars and Handrails:

The forward and rear deck area shall be provided with 39 inch bulwarks and feature quick draining features. The bulwarks shall not be topped with any hand or grab rail

Roof mounted grab bars shall be provided on port and starboard side of the house for external access from the forward deck to the aft deck.

TP 17. Hatches:

Quick acting watertight aluminum hatches, similar to Freeman, shall be provided for deck entry into all hull compartments. A sea chest shall be installed for access to the recessed single beam hydrographic transducer in the port hull.

TP 18. Fuel System:

Two fuel tanks shall be provided. Tank capacity for each tank shall be between 75 and 100 gallons. Tanks shall be provided with independent fills with both tank fills in a single location to allow for single point fueling on the vessels. The single point fueling location must be located to accommodate standard pump hose lengths at typical service stations. Each propulsion motor and the generator shall be plumbed to both tanks. Shutoff valves shall be provided to allow the propulsion motors and generator to run on both tanks and the ability to isolate a single tank.

In addition, the tanks shall be fitted with remote read out fuel gages. The fuel gages shall be matched to the fuel tank shape such than the gage reading corresponds to the amount of fuel in the tank, not the level of fuel. The two tanks shall be fitted for stick sounding through the deck.

The fuel supply to each motor shall incorporate 10 Micron water separating filters.

Filters shall be located in an accessible position, above the deck sole.

TP 19. Propulsion:

Twin 4 stroke outboard motors with one counter rotating unit. Engine horsepower shall be adequate to produce a top speed in the range of 34 to 40 knots. The following minimum load conditions shall be used in selecting the engine horse power: a crew of 4 persons @ 200 pounds each, survey equipment @ 1,000 pounds plus full tanks of fuel. Outboard propellers shall be stainless steel. A set of spare propellers shall be provided. The outboard motors shall be equipped with stainless steel skeg plates.

Outboard motors shall be mounted on remotely operated power jack-plates that are operable at the pilot station. Jack-plates shall be independently operable and able to raise propellers above the keels. The outboard transom height shall be a minimum of 25 inches. Trim tabs shall be installed or incorporated into the hulls by design. The trim tabs are to hydraulic operated and recessed with the hull when retracted. The vessel shall have no trim by bow in any load condition.

Engine guards shall be provided (one per engine) to protect the motors from collision.

Steering system shall be power assist hydraulic with independent propulsion steering for the motors. Power assist pumps shall be 12 volt DC. Steering system shall provide Hard-Over to Hard-Over travel in no more than 4 turns of the steering wheel. The steering system shall also provide joystick control for 360 degree maneuvering. The steering shall incorporate an autopilot that is compatible with the operator’s navigation system.

Engine controls shall be dual binnacle type.

Instrumentation arrangement shall include but not limited to the following:

a. Tachometers

b. Voltmeters

c. Gas gauges

d. Hour meters

e. Engine Temp

f. Water Pressure

g. Oil Pressure

h. Fuel Flow Scan Management

A Multifunction gauge is preferred to incorporate some of the above gauges. Instrument lighting shall be controlled through a dimmer switch mounted in the console.

The engines selected shall have warranty service available throughout the Gulf Coast region to include Mississippi, Alabama and Florida. Three additional ignition keys, per vessel shall be provided.

TP 20. Generator and AC Electrical:

The contractor shall provide and install an air cooled inverter Generator with remote start at the pilot station. The generator must produce a minimum of 7kW and be no louder than 60 dB at the rated load. The generator shall be mounted on a raised platform above the main deck. The generator for the vessel with the forward deployable arm transducer mount shall be located on the centerline aft of the main cabin. The generator for the vessel with the universal side transducer mount will be offset to the port side to counterbalance the mount. Exact locations shall be approved by the Government before final installation.

Generator shall be enclosed with a ventilated cover. Vents shall be placed to prevent any stern wave or wave action from swamping the generator.

The AC electrical distribution system shall be in accordance with ABYC requirements. The system shall include a cabin distribution panel with ammeter, main breaker and breaker slots for minimum 20 circuits. The vessels shall be wired using marine grade electrical wiring of appropriate size for the loads to be incurred.

All wiring shall be routed neatly using plastic conduits and appropriately labeled at the ends and on both sides of each penetration. The wiring shall have additional empty conduits so the interior paneling of the vessel will not have to be removed to replace or add any wiring. A marine grade UPS system shall be installed in the surveyor’s station for use with the survey gear and electronics. The UPS shall have a by-pass switch.

The AC system shall provide power to the HVAC units, cabin lighting, and AC receptacles.

Duplex 120VAC outlets shall be provided as follows:

a. Survey Station - 7 duplex receptacles.

b. Operators Station - 3 duplex receptacle.

c. Observer Station – 2 duplex receptacles.

d. House after bulkhead - 1 Duplex Receptacle.

e. Battery Chargers - 1 duplex receptacle for each charger.

Final receptacle layout shall be approved by the Government before installation.

TP 21. Batteries & AC Charger:

Marine grade AGM (Absorbed Glass Mat) type batteries shall be provided for each propulsion motor. The batteries shall be sized for the propulsion motor starting CCA plus 20%. CCA rating for above 32 degrees shall be used to size the batteries.

A marine grade AGM type house battery shall also be provided. All batteries shall be charged with one 3 bank Smart Charger AC battery charger and the propulsion motors. Charger output shall be minimum 50 amps. The charger shall sense all batteries condition and automatically switch from bulk charging mode to charge maintenance mode.

Batteries shall be mounted in weather-tight battery boxes. The battery mounting shall be fastened to the deck such that the batteries will not move during hull accelerations.

Remote battery switches shall be used with selectors located for easy access.

Automatic transfer switches shall be used to maintain uninterrupted power. The survey station shall have a marine grade UPS specifically for the survey equipment.

TP 22. DC Electrical:

A DC electrical system shall be provided for:

a. Bilge pumps

b. Navigation lights

c. Navigation gear

d. Engines

e. DC lighting

f. 1 USB and 1 cigarette type DC console outlet at each station (operator, observer and surveyor)

g. Davit hoist winch

The DC system shall include a distribution panel at the operator’s station. The distribution panel shall include a rotary switch to allow power to be selected from any one of the batteries. The console 12VDC outlets shall be located at each station.

An electrical distribution box with individual breaker/circuits for survey equipment shall be provided with at least four circuits for survey equipment and four spares.

Distribution box shall be placed near the survey station and shall be easily accessible by both surveyor and boat operator. The vessels shall be wired using marine grade electrical wiring of appropriate size for the loads to be incurred. All wiring shall be routed neatly using plastic conduits. All wiring shall be routed neatly using plastic conduits and appropriately labeled at the ends and on both sides of each penetration. The wiring shall have additional empty conduits so as the interior paneling of the vessel will not have to be removed to replace or add any wiring.

TP 23. Shore Power:

A single 120 VAC 30 amp shore power system shall be provided, to include 50 foot shore power cable. The shore power system shall have either a UL approved Isolation Transformer or a UL Approved Galvanic Isolator. The shore power system shall provide power when the generator is not in use.

TP 24. DC Lighting:

The DC Lighting System shall consist of dimmable/switchable LED fixtures for night operation. Each fixture shall have red and white light, with a selector switch on the fixture to switch between red and white. Both vessels will have 4 fixtures, each individually switched and dimmed, shall be provided with one over each station and one in the rear of the cabin.

A 50 watt DC searchlight shall be provided on the house top for each vessel. The searchlight shall be remotely controllable from the operator's station. Two cabin roof mounted white LED light bars shall be installed, one forward and one aft for deck illumination.

All Navigation lighting shall be in accordance with the USCG. An LED light bar, with 4 inch red and amber lights shall be provided and mounted on a raised arch on the cabin roof of both vessels. The arch shall be large enough to install all radio antennas. A 360 degree LED strobe light shall be installed to denote the vessel is actively surveying.

TP 25. Noise:

Deckhouse interior noise levels shall not exceed the following criteria:

a. 82db @ top speed, with maximum propulsion engine power

b. 75db @ surveying, with 20% propulsion engine power and genset running

c. 70db @ dockside, with no propulsion and genset running

The contractor shall provide acoustic treatments and engine silencing treatments as required to meet the above noise levels.

TP 26. Coatings, Signage and Draft Marks:

No paint on house or hull on either vessel. A grey non-skid grip paint shall be provided on exterior decks. A white non-skid grip paint shall be provided on the cabin roof.

The vessel shall have the following markings:

a. The name of each vessel shall appear on both sides of the bow below the rubber fender and shall be written in a single line of 7 inch lettering, color black. Vessel names will be provided by the Government.

b. The words “CORPS OF ENGINEERS” shall appear on both sides of the stern below the rubber fender and shall be written in a single line of 4 inch lettering of black.

c. The words “U. S. ARMY” shall appear on both sides of the stern centered under “CORPS OF ENGINEERS” with a 2 ½ inch space between the two lines.

The lettering shall be written in a single line of 5 inch lettering of black.

d. The word “SURVEY” shall appear on the port and starboard of the cabin in 7 inch lettering, color black.

Each vessel shall have 2 large, high visibility, Corps communication marks (Castle logo) placed prominently on each side of the cabins. The sizing of the large scale communication marks shall follow the ratio pattern outlined in chapter 9 of the US Army Corps of Engineers Graphics Standards, EP 310-1-6. The Castles shall be white on a red background. The communication marks shall be vinyl decals applied to the cabin sides.

Draft markings shall consist of raised welded numbers, painted black, port and starboard on the bows and sterns. The draft makers shall be referenced from the bottom of the single beam transducer.

TP 27. Survey Transducer Mounts

Each vessel shall have a recessed mount in the port hull for a single beam hydrographic transducer. This recessed mount shall be in the port hull and is in not related to the operator’s depth sounder. The operator’s depth sounder shall be in the starboard hull.

The vessel designated for the Irvington office shall have a bow mounted deployable arm to house and deploy hydrographic survey transducers. The bow deployable arm shall be installed in such a way that the sonar heads do not sit outside of the vessel footprint in the "up/stored" position during transit and can be accessed from the vessel’s deck. When in the “down/deployed” position the sonar heads do not sit outside of the vessel footprint.

The deployable arm shall have a hydrodynamic fairing housing the transducers specified in the Survey Equipment section for the Irvington vessel list.

The deployable arm shall be operated remotely by a handheld remote control as well as fixed control switches at the pilot station.

The vessel designated for Panama City shall have a universal breakaway side mount for deploying the hydrographic transducers. The side mount shall be installed on the starboard side aft of the main cabin.

The side mount shall have a hydrodynamic fairing housing the transducers specified in the Survey Equipment section for the Panama City vessel list.

Both vessels operate in a salt water environment therefore non-corrosive materials shall be used in the deployable arm and the universal side mount. This includes gears, chains, cables, and any deploying and mounting hardware.

TP 28. Survey Equipment

Each vessel will be outfitted with the following equipment. The transducers and equipment shall be installed and furnished with the vessel.

Irvington list:

1. Three 24” LED Computer monitors with mounts

2. Computer –one Stealth LPC-700F (detailed build sheet to be provided by the

Government)

3. Single beam hydrographic sounder: Teledyne-Odom MKIII with color LCD

4. Single beam transducer: Odom Dual Frequency OTSB200/24-4/20

5. Multi-beam System: Reson SeaBat T50-P

6. Applanix OceanMaster POS MV (rack mounted)

Panama City list:

1. Two 24" LED Computer monitors with mounts.

2. One 15" VGA compatible LED computer monitor with mount.

3. Computer –one Stealth LPC-700F, detailed build sheet to be provided by the

Government.

4. Single beam hydrographic sounder: Ross Laboratories 835c

5. Single beam transducer: Odom THP200/24-4/20

6. Multi-beam System: R2Sonic 2022 with Ultra High Resolution Upgrade and

Integrated Inertial System (I2NS) options.

7. Sound profiler: YSI Castaway CDT

TP 29. Swing Arm Davit

Each vessel shall be equipped with a removable Swing Arm Davit installed on the aft deck area of the vessel. The davit shall be able to reach overboard on the side of the vessel and have a hook height of at least 3 feet above the deck and provide similar clearance over the bulwarks. The davit for the Panama City vessel shall be mounted on the same side as the side transducer mount to permit its use with servicing the multi-beam sonar unit. The davit shall be designed with a 600lbs lifting capacity and the capacity shall be labeled on the boom. The davit shall have a handheld remote operated DC electric winch, similar to an ATV style winch.

TP 30. Bar Check and Heave Roll Compensator Platform:

a. Bar Check:

An aluminum bar-check bar shall be fabricated to be deployable over the bow of the vessel. The bar check bar footprint shall be large enough to calibrate the multi-beam and single beam transducers, and be the full beam width of the vessel. The bar check shall have two 60 foot, stainless steel, rubber sheathed, cables fitted with ½ inch eyelets on each end for deployment. The chains shall be marked every 5 feet from the face of the bar. A storage rack for the bar and box for the chains shall be provided on the vessels.

b. Heave Roll Compensator Platform:

The builder shall provide and install a mounting plate for the Motion Reference

Unit (MRU), approximately 10 inches square. Inertial Motion Unit (IMU) mounting plate shall be placed at boat center of gravity at survey speed (8 knots). IMU mounting plate shall be accessible through a hatch 25% larger than the mounting plate and shall be flush when closed. A separate wire run for IMU cable shall be run through the deck to the survey station.

TP 31. Survey Wire-ways:

The contractor shall provide dedicated wire-ways for the survey gear on each vessel.

The wire-ways shall run:

a. From the survey computer station to the bow deployable arm or universal side mount.

b. From the survey computer station to the recessed single beam transducer in the port hull.

c. From the survey computer station to the survey GPS antennas.

d. From the survey computer station to the IMU. The IMU cable must be run as straight as possible, it cannot be goose necked.

e. Two temporary cable runs (one from forward deck and one from the aft decks) through 3 inch capped pipe nipples through the forward and aft cabin bulkhead.

Penetrations shall be in the upper port corner of the forward and aft cabin bulkheads.

Wire-ways shall provide wire strapping bars at no more than 12 inch spacing. No vessel wiring shall be located in any of the survey wire-ways.

The wire-ways shall be fitted with removable joiner panels for the areas inside the deckhouse. The exterior wire-ways shall terminate in minimum 6 inch diameter clear openings with a 180 degree gooseneck (with the exception of the dedicated IMU cable way).

TP 32. Air Conditioning & Heating:

Roof mounted Air Conditioning & Heating shall be provided for the cabins. The air conditioning and heating systems sizing shall be adequate to maintain cabin temperature between 60 F and 80 F degrees with outdoor temperatures ranging between 110 F and 30 F degrees. The air conditioning and heating unit(s) shall be powered by the AC generator, and utilize shore power when connected shore power.

TP 33. Navigation & Communication:

The builder shall provide and install the following equipment and fabricated components for each vessel:

a. Dedicated GPS antenna masts, running port and starboard, at least six feet apart

(more is preferred), on vessels’ aft cabin roof top. The GPS antennas shall be mounted inline, running across the vessel beam, with the IMU. Top of each GPS mast shall be two inches higher than top of installed A/C unit. Mast shall be threaded for Trimble GPS antennas.

b. Mast with Platforms for Nav. Lighting and communication antennas.

c. Marine radios shall be 2-piece style units similar to an ICOM 400BB with box portion mounted under the console or seat and the handheld unit mounted in an easy to access location at the operator’s station. (2 radios per vessel)

d. A color chart plotter/radar/depth sounder combination, with water temperature sensor, for the operator’s station. A combination unit equivalent to a Garmin GPSMAP 7610xsv. The sounder and temperature sensor shall be installed on the starboard hull of the vessel. The sounder and temperature sensor shall be compatible with the combination navigation system. The sounder and temperature cables will run from the installed location to the pilot station and be accessible.

e. 3 foot tall Day Shapes are required by the USCG for these vessels. A Mast shall be provided on center line, just forward of the GPS antenna mast. Mast shall hinge forward into a saddle for storage when boat is trailered. Mast shall have a tab on top to mount an antenna. Mast shall be painted black.

f. An EPIRB shall installed in a free float cradle outside of the cabin.

TP 34. Trailer:

The following are minimum requirements for the trailer.

1. CONSTRUCTION: The trailer shall be of heavy duty aluminum I-beam construction, for weight and corrosion resistance. The fenders shall be aluminum and of a non-skid surface type such as Diamond Plate. All fasteners shall be stainless steel for corrosion resistance. All bunks shall be polymer composite and configured for a catamaran type hull with clearance for the in hull transducers, side transducer mount or forward arm transducer mount for servicing while on the trailer. Each vessel will have recessed in hull transducers and deployable multi-beam mounts, the trailer bunks must be arranged in a manner to prevent any contact and load carrying on the transducers or mounts either during launching, recovery or on trailer storage and transit. Trailer guideposts shall be at least 7’ tall and constructed of PVC. The trailer shall have a 2-5/16” ball coupler. An electric A-frame type jack such as the Bulldog model 500186 Powered Drive Tongue Jack 4000 or an approved equal. A heavy duty bow stop with an aluminum inclined ladder and handrail permanently attached to the front of the trailer for access to the boat.

2. AXLES & WHEELS: A triple axel configuration is required with the ability to carry the vessel on only two axles should one axle fail while in use. Fully galvanized torsion type axles shall be used, such as Henschen Dura-Flex or equal. The axles shall have a lubrication system such as Sure Lube or an approved equal. The axles shall have 16” aluminum spoke wheels with one matching full size spare included and mounted on the trailer.

3. BRAKES: Each axle shall have disc brakes with stainless steel calipers and 13” stainless steel or silver-cadmium rotors such as Kodiak Trailer brakes or equal.

The brake system shall be an electric over hydraulic type system with at least a 20,000 lbs. actuator and all stainless steel brake lines.

4. WINCH: The trailer shall have an electric winch capable of loading the vessel onto the trailer without any assistance from the vessel’s motors.

5. ELECTRICAL: The trailer shall have all LED tail lights and side marker lights with additional lights on the guide posts. The trailer shall have a 12V DC electrical system with a commercial 7-pin round with flat connector.

6. WARRANTY: The trailer and all component parts shall have a minimum 2 year warranty with the torsion axels each having a 5 year warranty.

7. RESTRICTIONS:

a. Height Restrictions: Total height, on trailer, from ground cannot exceed 15’-6”in order to fit into current storage buildings.

b. Length Restrictions: The length must be less than 50 ft. in overall length (vessel on trailer) to fit into our storage buildings.

c. Width Restrictions: Total overall width on trailer must be less than 10ft.

TP 35. Tests and Trials:

Prior to delivery from the builder's facility, the contractor shall complete the following tests and trials:

a. Operational trials - demonstrate the correct operation of all on board systems and machinery components.

b. Full Load Speed trials - demonstrate the vessel top speed.

c. Noise Survey - demonstrate that the vessel meets the required noise limits.

d. Shore power - demonstrate operation of AC electrical components on shore-power.

e. Road/towing test

Notice shall be given to the Government at least 2 weeks prior of any trials so that Government personnel can attend the above trial testing.

TP 36. Warranties:

The builder shall assign all equipment warranties to the government. In addition, the builder shall warrant the vessel for a period of 2 years after delivery. The vessel warranties include all components that do not have their own respective manufacturer’s warranty.

TP 37. Documentation:

The following documents shall be provided by the builder, for the purpose of operating and maintaining the vessels:

a. All drawings which shall including the AC and DC electrical systems, fuel piping system, bilge piping system and structural drawings (hull, deck and house construction with labeling plate thickness and structural member sizes).

b. Equipment operation and maintenance manuals

c. Trial Reports

d. Equipment and vessel warranties

e. Detail list of offsets for survey transducers, GPS antennas, IMU, etc. (showing all mounting dimensions/locations)
