STATEMENT OF WORK

STATEMENT OF WORK

OPERATIONS, MAINTENANCE, AND TECHNICAL SUPPORT FOR JALBTCX

1) Background

a) The Joint Airborne Lidar Bathymetry Technical Center of Expertise (JALBTCX) was formed in 1998 with the U.S. Army Corps of Engineers (USACE) and the Commander, Naval Meteorology and Oceanography Command (CNMOC), as partners in coastal mapping and charting. The National Oceanographic and Atmospheric Administration (NOAA) joined JALBTCX as a full partner in 2002 and the U.S. Geological Survey in 2012. The JALBTCX mission is to conduct worldwide coastal mapping and charting operations and product generation using a variety of survey sensors in support of partner requirements and to conduct research and development to expand our capabilities.

b) The base office is located at the Stennis International Airport (HSA). HSA is adjacent to

Stennis Space Center where we are currently working with and leveraging the activities of several other agencies, including the NASA Earth Sciences Directorate, the Naval Research Lab, the University of Southern Mississippi Marine Sciences Program, the NOAA Coastal Data Distribution Center, and the NOAA Gulf Coast Coastal Services Center. JALBTCX is staffed by personnel from each of the federal partners and contractors, who all work closely together and are considered the JALBTCX Team.

c) JALBTCX operates coastal mapping and charting survey sensors including but not limited to the Compact Hydrographic Airborne Rapid Total Survey (CHARTS) system, the Coastal Zone Mapping and Imaging Lidar (CZMIL), the Compact Airborne Spectrographic Imager 1500 (CASI-1500), the DSS-322 multispectral imager, and various low resolution digital true-color imagers. The CHARTS and CZMIL systems consist of a bathymetric and topographic laser system, digital camera, and spectral imager. Combined, these systems collect data for surveying, mapping, and nautical charting as well as engineering, environmental and physical characterization of near shore areas worldwide.

d) Contracted services are required to provide technical support to the JALBTCX. Support includes operation and maintenance of sensors, data processing, creation of products derived from collected data, conducting studies and scientific evaluations, the provision of reports, creation of conceptual designs, improvements, modifications and upgrades to sensors, and other activities as required by the JALBTCX.

2) Approach

a) Contracted JALBTCX support will be detailed in individual Task Orders, with each Task Order having specific deliverables and periods of performance. While the contract is firm-fixed price, some deliverables of each task order will be based on actual cost plus reasonable administrative fees. These deliverables include travel costs, fuel costs, and miscellaneous supplies and expenses.

b) Offerors for the contract must have demonstrated experience in airborne lidar survey system operations, including three dimensional positioning, survey sensor maintenance and repair, data collection, data reduction, data product generation, and supporting activities directly related to those functions. Work will be executed in the office and in the field for world wide operations.
