Bidder Inquiries- Tiger Dam Transportation

Bidder Inquiry Government Response 1 I have read over all the documents on the Tiger

Dam transportation, but I haven’t found the exactly what will be required for loading and offloading from our drivers. Do you have the equipment to lift these containers and load and unload them on a chassis or flatbed?

No Government-furnished equipment is available at the pick up/drop off locations and offerors will have to provide everything needed to load/move/offload containers.

2 The SOW states the container’s approximate weight is 30,000 lbs., so I assume they are not empty containers. Are the containers mobile offices? Or are they loaded with a commodity

Containers are loaded with emergency flood protection system components.

3 Lastly, do you have any visuals or pictures of them?

It is important to know what type of container they are to plan/quote the loading and unloading of them.

The Government will take photos of the containers and post to SAM as soon as available.

4 Will I need a Rotator on either end to load or unload the containers onto or off of the Chassis?

The Government will not provide any equipment for loading/unloading the containers. Offerors should quote their own means and methods for fulfilling the PWS requirements.

5 Will I be dropping the loaded container in Lewisville or is it a live unload into a warehouse and then return the container?

The drop-off location is a USACE facility.

The containers will be left there and not returned to McAllen.

6 Do you want all 6 loads completed on the same day?

All six containers do not have to be delivered the same day.

7 Are we responsible for having a crane or forklift on site for loading and unloading?

10 Would you like to have all 6 containers shipped on the same day, or would you prefer something like 4 on one day and 2 the next?

All six containers do not have to be delivered the same day, but all must be delivered within 14 days of contract award.

11 what are the terms for payment with this Job?

Payment terms will be net 30.

12 Does the prime contractor need to have an MC or DOT number? Or is it okay if the subcontractor possesses all the required licenses & MC and DOT numbers for CONUS freight movements?

A subcontractor may possess all the required licenses & MC and DOT numbers for CONUS freight movements

13 Has your office contracted for conex boxes in the past? and if so can you disclose what was the winning bid?

This Contracting office has not contracted for conex box movements in the past.

14 Is there a pick-up and drop-off time for these deliveries?

Pick up/drop off can be made Monday- Friday 0800-1700 Central Time.

20 Are the onload/offload sites an open yard like they are in the photos or will it be different like close quartered inside a warehouse?

Containers are in the open yard shown in the photos.

21 Can these be loaded onto a flatbed? Offerors must determine their own means/methods of loading/transporting/off-loading the containers based on the PWS/photos.

22 For submitting a bid, should we insert the quote in a formal document along with our capability statement or is there another process we need to do?

Offerors must provide the total price to meet the requirements in the SF18 document on CLIN 0001 and either complete the Reps and Certs in the SF18 or provide a copy of the Reps and Certs from SAM.gov. All offerors must be actively registered in SAM.gov to be eligible for award.
