ADJECTIVE RATINGS AND DEFINITIONS TO BE USED TO BEST REFLECT

YOUR EVALUATIONOF THE CONTRACTOR’S PERFORMANCE

RATING DEFINITION NOTE

(E) Exceptional Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.

An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner. A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating. Also, there should have been NO significant weaknesses identified.

(VG) Very Good Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.

A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner. There should have been no significant weaknesses identified.

(S) Satisfactory Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.

A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract. There should have been NO significant weaknesses identified. Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.

(M) Marginal Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor’s proposed actions appear only marginally effective or were not fully implemented.

A Marginal is appropriate when a significant event occurred that the contractor had trouble overcoming which impacted the Government/Owner.

(U) Unsatisfactory Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor’s corrective actions appear or were ineffective.

An Unsatisfactory rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating.

(N) Not Applicable No information or did not apply to your contract

Rating will be neither positive or negative.

TASK 4. Camping Status: Camping parks have a dry erase board that is used to keep the status current of sites. The park is on R1S/NRRS, we do NOT rely solely on the R1S/NRRS system to keep track of the sites. It is still the responsibility of the gate attendants to keep the dry erase board up to date and not to rely on the R1S reports to determine site status. Law enforcement, volunteers, and park rangers need to be able to glance at the board and know what is in the park.

TASK 5. Park Inspection: The Contractor shall inspect the park a minimum of four (4) times a day.

However, during busy times with a lot of check-in’s and check-out’s, rounds may need to be made more often to ensure campers due out have left the park so that incoming reservations can be checked

TASK 10. Image, Personal Appearance and Dress: We do not have a dress code at Canyon Lake.

You do represent the Corps so decorum is expected. Sandals are okay in the gatehouse, but closed toed shoes are suggested for walking in the campsites or outside of the gatehouse.

TASK 11. Cooperation with Others: We do expect gate attendants to cooperate with rangers, volunteers, and law enforcement. The best way to operate is to follow our park operation policies and park rules so that visitors are treated the same regardless of which shift is on duty. On your days off, you will NOT enter the gatehouse unless the on duty gate attendant gives permission for you to enter. If the on duty gate attendant requests that you leave the gatehouse, you will leave and will not return until you are on duty again.

TASK 12. Living Area and Gatehouse Maintenance: We have a service contract for mowing, cleaning, and dumpster service. If the gate attendant believes their grass needs to be mowed and we do not have a mowing order in, we will not guarantee that the area will be mowed. Minor problems with the gate attendant pad sites should be reported immediately. Gate attendants are required to keep the area around the gatehouse clean. Gate attendant pad sites should not exceed what is allowed for our campers. That includes, visitors, cars, and camping units. The grounds should be maintained in an orderly and neat fashion. Excessive personal items should be stored off site and not hidden in tents, under tarps, or stored in such a way that it causes an unsightly problem. Storage sheds located at some of the gate attendant sites are NOT for personal use but for storage of supplies and materials for use in the park by volunteers and other USACE personnel.

TASK 13. No Soliciting: We will confiscate any material from a local business that is distributed to our visitors. We do not promote one business over another. If a visitor needs assistance they can contact the Canyon Lake Chamber of Commerce. TASK 19. Security Bonding (Bonding for Fee Collection): The Contractor must be fully bonded or insured to cover collected funds not received by the designated Government agent or Recreation One Stop a by furnishing the Contracting Officer proof of such bond or security in the minimum amount of $5,000.00 payable to the U.S. Army Corps of Engineers. Condition of the bond obligation covers the loss of Government Funds/Use Fees that are stolen or embezzled by the contract Gate Attendant. The bond must name all persons that will be working under this contract and handle Government Funds/Use Fees. The bonds should note that the contract Gate Attendant collectors are not a direct employee of the Government. Term of the bond is for a minimum 60 days past the Contractor’s effective date of termination.
