1. General: Mowing services shall be performed in accordance to Tabulation Sheets (Attachment 5), Mowing Maps (Attachment 4) when directed in writing by a Letter of Instruction issued against the contract authorizing the Contractor to mow any one or more of the designated areas on any/all Lakes. The Letter of Instruction shall also state the number and sequence in which the parks or areas are to be mowed and the time limitation allowed.
Contractor will receive at least forty-eight (48) hours advance notice before the work start date.
Government reserves the right to request mowings in selected parks or areas if growth of vegetation warrants. Mowing will only be ordered as often as Government deems necessary and growing conditions may vary greatly. Mowing services are divided into three types:
Facility, Park and Periodic. Prior to commencement of mowing operations in each area, the Contractor shall survey the park or area and submit a Pre-mowing Report of all damage or vandalism to the Government. Any damage found thereafter by the Government that has not been previously reported by the Contractor shall be assumed to be damage caused by the Contractor's operation. Contractor damages shall be repaired/replaced within 48 hours of damage identified at no cost to the Government. Once the deficiencies have been corrected, the Contractor’s QC shall call the Government’s QA for re-inspection.
6. Safety Meetings: The Contractor shall hold a safety meeting with all employees prior to each mowing operation and shall notify the Government of locations and time of each meeting. Any Contractor employee who persists in unsafe performance shall be removed from the job at the request of the Government. A copy of safety meeting reports shall be submitted to the Government prior to performing mowings.
7. Performance Standard: All vegetation within areas designated as Facility and Park mowing shall be uniformly cut between two (2) inches and three (3) inches above the ground, leaving no damage to the turf, concrete edges, signs, fences, trees, facilities, persons or property.
Vegetation along concrete walkways, curbs and roads shall be neatly trimmed or edged. The Contractor and employees shall comply with all state and local traffic laws. The Contractor shall comply with all pertinent provisions of the Corps of Engineers Manual, EM 385-1-1, Safety and Health Requirement Manual. An observed violation of safety requirements shall be grounds for the Government to stop work. Work shall not continue until the violation is corrected.
9. Accident Reporting: The Contractor shall maintain an accurate record of, and shall report to the Contracting Officer in the manner and time limitations and on the forms prescribed by the Contracting Officer, all accidents resulting in death, traumatic injury, occupational disease, and damage to property, materials, supplies, and equipment incidental to work performed under this contract. Medical expenses for Contractor personnel are the responsibility of the Contractor.
10. Equipment:
1.2.3.10.1 Requirements: Equipment shall meet requirements of and comply with Section 18 (Vehicles, Machinery and Equipment) of the EM 385-1-1. Embankment and dike mowing equipment must be certified in writing by the manufacturer as safe for operation on a maximum twenty-seven (27) degree angle of incline (1.0 on 2.0) and specifically designed or factory modified for the mowing of slopes. Certification shall address the stability of the equipment on these inclines and slopes and shall be specific in nature as to address the applicability of the design or factory modification for the prevention of equipment roll-over. This certification shall be submitted as part of Contractor’s bid. All equipment must be operated in such a manner as to not cause damage to facilities, persons or property. String trimmers may not utilize steel or other type of cord that will cause damage to trees, shrubs, etc.
1.2.4.10.2 Condition of Equipment: All equipment used to perform work under this contract must be in good operating and mechanical condition and comply with Safety Manual. A regular schedule of preventive maintenance must be followed on all equipment. All maintenance shall be conducted off Government property. Contractor shall insure leaking and unsafe equipment is repaired immediately and shall be responsible for containment and cleanup of leaks. Contractor shall remove and dispose of, and restore to original condition all contaminated soils resulting from leaks or spills in accordance with Federal, State, County and Municipal laws, codes and regulations.
11. Safety Inspections: Prior to work commencement, all equipment shall be inspected by the Government to assure compliance with Section 18 of Safety Manual. Contractor shall present all equipment to the Government for inspection whenever equipment is brought to the Lake.
Contractor shall notify the Government at least two (2) days prior to bringing equipment on-site so that the time and place of these inspections may be scheduled. The Government may inspect equipment at any time it is operated on Government Property. Any equipment found deficient shall be taken out of service immediately until faulty conditions have been corrected and passed by the Government. No such removal will reduce the Contractor's obligation to perform all work required within the time scheduled under this contract. This requirement shall not be made the basis of any claim for compensation or damages against the United States or any of its officers or agents.
12. Vehicles: All vehicles, including Contractor and any Subcontractors, utilized under this contract shall be presentable, serviceable and shall comply with insurance and safety standards as required by the State of Texas. Vehicles shall be identified with company name or logo conspicuously displayed on door panels. Professionally prepared hand-lettering, magnetic signs or pressure sensitive decals shall be used.

16. Work Sequence: The Government shall provide the Contractor with a work schedule sequence for mowing areas at each lake for services to be performed by Contractor. Any changes to the work schedule sequence shall be approved by the COR.
17. Work Completion: Work under this contract will be requested by Letter of Instruction. The Contractor will be allowed a specified number of working days, exclusive of Saturdays, Sundays and Federal holidays to accomplish mowings dependent upon the line items selected on the Letter of Instruction. The starting and completion dates are critical in the performance of this contract. If work cannot be commenced on the starting date, the Contractor shall provide written notification to the Government and submit for Government approval a revised schedule. Delays in service requiring an extension to the completion date due to inclement weather or conditions beyond the Contractor's control may only be allowed with the approval of the Government.
1. Time Limitations: Park, facility, and periodic mowings may include any or all items listed on the bid schedule for each lake. The time limitations for mowings shall not exceed ten (10) work days as determined by the Government and as specified per Letter of Instruction.
20. Additional Service Work Requirements:
1. Occupied Facilities: If a facility is occupied by the public at the time of the scheduled servicing, Contractor shall ask their permission to service the facility. If the public objects to the performance of the service, Contractor shall immediately record the unit (by park, facility type and number) on the Quality Control Daily Report as a non- serviced unit. If the facility becomes unoccupied while Contractor is still in the park, Contractor shall service the unit as required and remove the unit from the Quality Control Daily Report. If the facility is still occupied, Quality Control Daily Report shall remain as is and shall be turned into the Government.
