W9126G20R0044 Amendment 1, Questions and Responses:

1. Can you give us a better idea on the total number of parcels that are involved in this project?

RESPONSE: At a minimum there will be ~250 appraisal reports covering 600+ parcels in Laredo (parcels with common owner will be covered in one report). Maximum is unknown at this point.

2. Do you have a breakdown of the areas of the parcels being acquired, and by property type? (For example: Rural, inner city, etc., as well as agricultural land, industrial land, etc.)

RESPONSE: They will be a mixture of the examples listed in the question, and probably more. The appraiser must have the ability to appraise any property type encountered.

3. Will we have physical access to each of the parcels that we will be assigned?

RESPONSE: Yes, at the time a BPA Call is placed.

4. Do you have a survey for each of the properties?

RESPONSE: Not now but they will when we are at the point of issuing calls.

4. (Continued): Do you have an idea of:

a. Area of land involved in the acquisition of each parcel

RESPONSE: Not now but they will when we are at the point of issuing calls.

b. Description of all land improvements and building improvements in each of the parcels to be appraised

RESPONSE: Not now but they will when we are at the point of issuing calls.

5. I understand that the award is based upon lowest fee, among other items. However, the Combined Synopsis Solicitation document does not contain any information about the details of the project and each impact on each particular property, nor is there any information about the specific property types that we could be awarded. What information can you provide us to better narrow down our estimate of fee for services for this project?

RESPONSE: The appraisers should be prepared to appraise any property type. The information required in order to provide a quote will be provided with each Request for Quote issued for a Call against the

BPA.

6. Are you looking for us to provide an estimate of fees for services on a price per parcel, or as a total fee for 50 appraisals?

RESPONSE: BPA holders will be expected to provide a firm fixed price for providing appraisals for the parcels contained within each Request for Quote for a BPA Call.

W9126G20R0044

7. The Combined Synopsis Solicitation references “50 or more” appraisals to be delivered within 30 days. Can you give us a better idea on the number that the statement “or more” means?

RESPONSE: It all depends on how many surveys are ready when we issue the Request for Quote for a BPA Call, but we do not expect it to exceed 100 appraisals per call.

8. Does the “30 day” period commence at the issuance of the SOW (Scope of Work) document being sent, or some other point? If the latter, when does this time period begin? Further, what constitutes the end of this time period – when the report is delivered?

RESPONSE: The “30 day” period will commence on the date a BPA Call is issued to a BPA holder. The end of this time period will be the date the report is delivered.

9. This 30 day time period for delivery would not conform to the “Technical Exhibit 1”, found on page 9 of 44 of the Combined Synopsis Solicitation document. Could you please provide us with a revision to pages 9 of 44 and 10 of 44 to conform to the request for 30 day delivery?

RESPONSE: The required period of performance for any BPA Call will be provided in the Scope of Work and related Technical Exhibits issued with each Request for Quote for the BPA Call.

10. Page 5 of 44 of the Combined Synopsis Solicitation, item #8, references invoices. I could find no reference for 252.226-7001, 252.205-7000 or 252.203-7003. Could you please inform me on what the requirements under these sections are?

RESPONSE: Paragraph 8 on page 5 of 44 of the Combined Synopsis Solicitation identifies clauses and provisions that are not identified in the clauses section of the Combined Synopsis Solicitation, but will apply when a BPA Call is issued with an amount exceeding the stated thresholds.
