SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
CONTINUATION PAGE
1. Knowing that a mineral title report and a mineral title opinion can vary greatly in scope and nature from parcel to parcel, is the USACE looking for a very broad not to exceed price or is this work to be done strictly on an hourly basis?
In the event a mineral title report is needed it will be specifically requested within the PWS for each call.
With such possibly wide variations of effort in mineral title searches it makes sense to make that an hourly charge with the hour restriction being stated at the call level. (The same process that is used in our curative call process).
This can be addressed at the call level.
2. In the event there is limited or no title documentation in the official public records (including civil, probate, county and/or district records), what is the minimum acceptable deliverable from the contractor?
The abstract containing abstractor’s notes of the lack of identifiable documents for the defined tract. The notes will explain the efforts made and the essentially let the Corps know it will either need to contract for additional curative measures or simply condemn to quiet title.
3. What is the estimated quantity of orders per task that will need to be processed on yearly basis?
TBD.
4. What are the counties where the work will be performed?
4. What are the counties where the work will be performed?
Specific counties will be identified at the individual call level; however, the majority of work is expected to be performed in STARR, CAMERON, HIDALGO counties.
5. Can the Offeror state which counties where they are willing to provide the services?
Yes
6. What is the timeframe for each title service task shown on the quote sheet?
Stated in each individual Call.
2.5 The Contractor shall submit all title products and related documents required under this PWS to the POC within the time period stated in the Call.
7. Under Factor 1: Technical on page 10 it states that the government is particularly interested in “tract status reports” Please define what you mean by a “tract status report.
W9126G19R0084
Report of current level of completeness per tract. i.e. awaiting assignment, research underway, completed, delivered.
8. Typically on these types of contracts the pricing is by task and on a fixed price basis. Can the pricing be modified to reflect this type of bidding?
Essentially this pricing model was made in such a way as to accommodate both methodologies. If a contractor is more comfortable bidding a single price a conversion can be accomplished via determining the number of hours needed at their base hourly rate to get to their desired billable amount.
9. Will a title commitment ever be ordered on a property where a title report has not been previously issued?
Answer: No. USACE will order a title policy and the title commitment is the precursor to the title policy.
A title policy could be ordered as individually without a prior title report.
a. If yes, how would a contractor be paid for abstracting and examinations should a property never close?
As it relates to a title policy, a T-11 USA Title Policy can be ordered and received prior to closing. The amount collected would only be at the 10,000 value for Texas Department of Insurance rate sheet or an appraised value (should this information be available).
10. Please clarify that a “Report Update” is an update of a previously submitted title report.
Yes, a report update is a forward run of a previously submitted deliverable.
11. Please clarify that “Title Service Updates” are updates of a previously submitted title commitment.
Yes, a Title Service Update is a forward run of a previously submitted deliverable.
12. What is the purpose of the extended offer submission deadline?
This course of action was determined to be in the Governments best interest.
13. When is an award expected to be made for these services?
Due to the numerous variables involved with award actions, the Government cannot commit to a specific date; however, the objective is have all award actions completed within 30 days of the solicitation close date.
