For additional help contact your local Procurement Technical Assistance Centers (PTAC).
Centers were created by Congress to assist businesses seeking to compete on federal contracts. Services are generally free; however, a small fee may be charged for certain services. Please use website http://www.aptac-us.org/new/ to contact a center to assist you in the preparation for a federal contract, registering in SAM or other required systems.
SYSTEM FOR AWARD MANAGEMENT (SAM) registration is REQUIRED to receive awards on all federal government contracts. Therefore, contractors are encouraged to begin this process sooner rather than later. If already registered, please ensure your registration is ACTIVE. The website to register with SAM is: www.sam.gov.
DATA UNIVERSAL NUMBERING SYSTEM (DUNS) is REQUIRED. Dun & Bradstreet (D&B) provides a DUNS Number, a unique nine digit identification number, for each physical location of your business.

SAM RAYBURN LAKE
Hanks Creek Park
1. GENERAL: This is a non-personal services contract to provide park cleaning services at Sam Rayburn Lake. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform park cleaning services as defined in the Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2. Scope: The contractor shall provide all contract labor, equipment, vehicles, fuel, materials, supplies, supervision, quality control and non-personal services required to perform park cleaning services at Sam Rayburn Reservoir as defined in this Performance Work Statement. The Contractor's work and responsibility shall include, but not be limited to, all job planning, programming, scheduling, administration, inspection, and management necessary to accomplish the required specified services. The Contractor shall assure that all work is accomplished in accordance with the contract, all applicable laws, municipal codes, regulations and/or written directives issued by the Contracting Officer or their Government Quality Assurance Representative (GQAR). The areas covered, number of facilities, frequencies of cleaning and cutting grass are provided in the Special Conditions, in the tabulation of park areas and facilities, and on the attached park maps. All work includes both the camping area and the day use area.
1.2.1 Restroom Cleaning (All Types). The toilets will be thoroughly cleaned with disinfectant inside and outside. The benches, floors, partitions, walls, and ceilings will be cleaned by water, spray and squeegee, and if necessary by mopping and scrubbing, using a cleaning agent and disinfectant. Light fixtures and electrical apparatus will be cleaned with a broom; water will NOT be used on them. If necessary, chemical solvents will be used to remove marking and stains. The GQAR must be advised of markings and stains that cannot be removed by reasonable cleaning efforts. A deodorizer will be applied in the toilets after cleaning or it may be included in the cleaning or disinfectant solution.
1.2.1.1 The cleaning must satisfactorily remove all insects, insect nests and webs from louvers, screens, doors, windows, inside walls, outside walls, ceilings, light fixtures, recesses and eaves.
1.2.1.2 Disinfectants, waste cleaning water, or any substance which may be harmful to bacterial action, shall not be placed in or allowed access to toilet vaults. Waste cleaning water will not be dumped in the toilet stools, urinals, or floor drains that enter the vaults.
1.2.1.3 Distribute toilet tissue as needed to provide an adequate supply until the next scheduled cleaning. Place and maintain deodorant cakes or approved substitute in all urinals.
1.2.1.4 The pipe chases in waterborne facilities will be cleaned to remove all insect nests, spider webs, dust, and other litter.
1.2.2 Trailer Dump Stations. Thoroughly clean slab, drain cover, and hose reel box and/or water tower by scrubbing with soap or cleaning compound and rinse thoroughly with clean water and remove all foreign matter from the dump station, drain, and surrounding area.
1.2.3 Picnic Tables, Screened Shelters and Table Shelters. These items shall be thoroughly cleaned by water and squeegee, and if necessary by scraping and scrubbing, using a cleaning agent, water, and a disinfectant. Cleaning will include top, bottom, and legs of tables and benches and the floor slab. Remove all insects, insect nests, webs and other debris from the ceiling, recesses and eaves of the shelters and clean the shelter ceiling, recesses, and eaves with cleaning agent and water. The contractor will not clean the top of the shelters. Walls, ceilings, rafters, screens, etc., within the screen shelters will also be cleaned. Not all picnic tables have shelters. The shelters are not listed on the "Tabulation of Facilities." At tables with shelters, the “interior” portion of the shelter will be cleaned each time the tables are cleaned.
1.2.4 Fireplaces and Cookers. Pipe-mounted cookers will be cleaned by removing ashes and scrubbing the entire cooker with a cleaning agent and water. The ground type cooker/fire ring will be cleaned by removing the ashes and scrubbing the grill and other metal parts with a cleaning agent and water. Any and all trash shall be removed from fire rings and/or cookers.
Hot embers/coals will be extinguished prior to their removal from fire rings and/or cookers if needed. No hot embers/coals will be placed in the area designated for the disposal of ashes in order to prevent fires from catching in designated disposal area. Concrete bases, where provided, shall be rinsed with water to remove ash residue. Ashes will be disposed in an area designated by the GQAR. Ashes will not be disposed at the sites.
1.2.5 Playgrounds. Pickup litter each workday. The playground areas requires the surface material (i.e. pea gravel or mulch) to be raked at least twice weekly (at least two days apart, especially before weekends). Raking must redistribute the surface material evenly through the playground areas, especially covering areas below swings and slides which tend to get removed to bare ground frequently. Maintaining the surface material distribution is a safety issue.
Remove spider webs, insect nests and debris from play structures and the designated area.
Clean mud and excessive dirt or other foreign matter from play structures.
1.2.6 Electrical Outlets. Thoroughly clean outlets by lifting the cover and brushing out all spider webs, dust, dirt, insects, foreign matter, etc. The cover will then be closed. Water will NOT be used in cleaning the outlets.
1.2.7 Mowing and Trimming Grass Around the Recreation Facilities. Cut, trim, edge, and power mow grass to a height of not more than four (4”) or less than one and one-half (11/2”) in the area around each facility. Care shall be exercised when cutting and edging around shrubbery and trees to avoid damage to the plants and trees. The areas requiring mowing include: an area for a distance of fifteen (15’) on all sides of restrooms (all types), group shelters, trailer dump stations, dumpsters, water supply buildings, park entrance signs, cookers, drinking fountains, horseshoe pits and the area between pits, access and land based portions of courtesy docks of fishing piers, volley ball courts, basketball court/multi-purpose court, playgrounds, and all sides of picnic floor slabs; the entire area within designated areas including the swim beach, volleyball court(s), gate attendant fee building (entire median surrounding gatehouse may be required), day-use area host sites, gate attendant trailer site, and around the park attendant storage building and trailer site. A distance of fifteen feet (15’) will be mowed around all campsite amenities. Campsite amenities may include some, or all of the following items: tent/RV pad, electrical pedestal, water spigot, fire ring/cooker, picnic table and canopy top. The distance between each amenity will also be mowed. Some or all of these park facilities may be present depending on the park site and its facilities. The sides of all roadways within a recreation area/park will be mowed a width of no less than five feet (5’) in width on each side of the roadway. A tabulation of areas and facilities is attached for each park. The GQAR will determine designated attendant areas, and each attendant site will measure approximately a hundred by hundred (100’ x 100’). Also, an area a distance of fifteen (15’) on all sides of trash containers, along each side of all sidewalks. In addition, the surface of all trailer and tent pads shall be weed-eated when vegetation is present. Campsites (be they trailer, or tent pads) reserved as “hold-out sites” will be mowed and weed-eated on the same schedule as the rest of the facility mowings (on an as needed basis when vegetation requires) and be kept in a state that is ready for a camper to move on site. No mowing will be permitted when campers are present onsite.
Mowing will not take place on Saturday, Sunday, or Holidays regardless if campers are not onsite without special authorization from the GQAR.
Note: Mowing between selected campsites/rec facilities will be required (looped) as indicated on attached maps (outside the already established areas). In the case that mowing is "looped" between two or more campsites/rec facilities, mowing will occur as previously specified. The area between specified looped mowing sites will be mowed on the same schedule/frequency as the adjacent campsite/rec facility.
1.2.8 Trash Containers.
The Contractor at Hanks Creek Park will empty twenty-one (21) trash cans: two (2) at each restroom (total of 6 cans), one (1) concrete trash can at day-use restroom, two (2) cans at the day-use boat ramp, two (2) trashcans at the group shelter, two (2) trashcans in day-use picnic area, and four (8) trashcans at the swim beach.
Each can will be emptied a minimum of twice per week or when full. The Contractor will place the removed trash in the park dumpsters. Each time individual trashcans are emptied, new garbage can liners will be placed in the containers. If the trashcans are badly soiled or odorous, the contractor will thoroughly clean the can before installing the new liner. The Contractor will be required to thoroughly wash each trashcan he/she is responsible for as needed to reduce excessive odor. Trash bags provided by Contractor shall have a minimum capacity of 32 gallons and shall be of sufficient strength as to hold and transport deposited garbage. The Contractor will not be required to empty any other trash containers or to perform any maintenance of any other trash containers other than to mow around them in accordance with paragraph 1.2.7 above. Additional cans may be added at the Contractor’s request, but each must be serviced as described above.

The areas requiring detail cleaning are: an area for a distance of fifteen (15’) on all sides of restrooms (all types), group shelters, trailer dump stations, dumpsters, water supply buildings, park entrance signs, cookers, drinking fountains, horseshoe pits and the area between pits, access and land based portions of courtesy docks of fishing piers, volley ball courts, basketball court, playgrounds, and all sides of picnic floor slabs; the entire area within designated areas around the gate attendant fee building, day-use area host sites, gate attendant trailer site, and around the park attendant storage building and trailer site. Some or all of these park facilities may be present depending on the park site and its facilities. A tabulation of areas and facilities is attached for each park. The GQAR will determine designated attendant areas, and each attendant site will measure approximately one hundred by one hundred (100 x 100’). Also, an area a distance of fifteen (15’) feet on all sides of trash containers, along each side of all sidewalks, trailer and tent pads and around traffic counters shall be cleaned. In addition, the surface of all trailer and tent pads shall be cleaned when c ig aret te butts, bottle caps, small paper, fish waste, pine straw, leaves, and other litter, both natural and manmade is present. “Hold-out sites” will also be free of debris, trash and other refuse (natural and man-made) and cleaned in accordance with the scope of work as listed in this paragraph.

1.2.12 Access Road Trash Cleanup. Pick up all trash and litter along the roads. Unless designated on the attached park maps, the cleaning limits will be fifty (50’) on each side of the road centerline. The same requirements and limitations listed in paragraph 1.2.11 above apply.
Trash and litter picked up will be placed in the park trash containers.
1.2.13 Water for Cleaning. Water required for cleaning may be obtained from existing Government water supply systems at no cost to the Contractor, or may be obtained from other sources approved by the GQAR. If obtained from sources other than the Government water supply system, all arrangements and payments, if any, will be made by the Contractor. The Contractor will be required to furnish all equipment necessary to load, contain and transport water for cleaning in areas where water is not available, and he must provide a sufficient amount of water to clean the facilities to the satisfaction of the GQAR.
1.2.14 Park Maps. Park maps for the parks on which the work will be accomplished are attached. The maps indicate the areas to be cleaned by appropriate legend and the location of roads and boat ramps.
