ADJECTIVE RATINGS AND DEFINITIONS TO BE USED TO BEST REFLECT

YOUR EVALUATIONOF THE CONTRACTOR’S PERFORMANCE

RATING DEFINITION NOTE

(E) Exceptional Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.

An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner. A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating. Also, there should have been NO significant weaknesses identified.

(VG) Very Good Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.

A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner. There should have been no significant weaknesses identified.

(S) Satisfactory Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.

A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract. There should have been NO significant weaknesses identified. Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.

(M) Marginal Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions.

The contractor’s proposed actions appear

A Marginal is appropriate when a significant event occurred that the contractor had trouble overcoming which impacted the Government/Owner.

only marginally effective or were not fully implemented.

(U) Unsatisfactory Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor’s corrective actions appear or were ineffective.

An Unsatisfactory rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating.

(N) Not Applicable

PERFORMANCE WORK STATEMENT (PWS)

FEE COLLECTION SERVICE

1.0 GENERAL: This is a non-personal services contract to provide Fee Collection Service at Lake O’ the Pines, Jefferson, Texas. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor will ensure that all work is accomplished in accordance with the contract, all applicable laws, municipal codes, regulations and/or written directives issued by the Contracting Officer (KO)). The Contractor or his authorized representative shall be at least twenty-one (21) years of age.

1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Fee Collection Service at Lake O’ the Pines as defined in this Performance Work Statement except for those items specified as government furnished material, property and services. The contractor shall perform to the standards in this contract, and assure that all work is performed in accordance with guidance and standards established in the U. S. Army Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1).

1.2 Scope: The contractor shall perform Fee Collection Service at Lake O’ the Pines. The contractor shall perform user fee collection at Honor Vaults located at Boat Ramps and Day Use Areas, and verify and collect User Fees and associated paperwork from Gate Attendants at Day Use Area Gate Houses. Honor vault inserts are unlocked and removed from on-site sleeves and replaced with an empty insert (locked in), then transported with fees in-tact to the Lake O’ the Pines Project Office. Honor vaults are opened by designated Corps employees, and the fee envelopes and monies are removed at that time for processing. The Contractor shall then process fees collected, and prepare Remittance Registers using Corps-provided forms (verified on-site during the process by designated Corps personnel), and purchase and provide off-site Cashier’s Checks/Money Order payments to the Recreational Fee Cashier (RFC) at the Project Office. Personal checks removed from the vaults should be accounted for in the Remittance Register and then given to the RFC for further processing.

1.2.1 Estimated deliverables: Estimated deliverables (see Technical Exhibit 2: Annual Deliverables Schedule) for the base year include a Quality Control Plan (QCP), 520 fee collections (honor vaults and day use gate houses combined), 416 Cashier’s Check/Money Orders and 1 Business Service Fidelity Bond (Bond). Estimated deliverables for the first option year include a reviewed/revised QCP, 525 fee collections, 420 Cashier’s Checks/Money Orders and 1 Bond. Estimated deliverables for the second option year include a reviewed/revised QCP 520 fee collections, 416 Cashier’s Checks/Money Orders and 1 Bond.

1.2.2 Cashier’s Checks/Money Orders: Policy for processing fees collected requires that one (1) Cashier’s Check/Money Order be purchased for the daily combined total Honor Vault Collection for Alley Creek Boat Ramp and Overlook Boat Ramp collectively, and one

(1) individual Cashier’s Check/Money Order be purchased for Johnson Creek Day Use, Lakeside Day Use and Brushy Creek Day Use for a total of three (3) Cashier’s Checks/Money Orders. So, for each daily collection the Contractor will submit a total of four (4) Cashier’s Checks/Money Orders to the Lake O’ the Pines RFC.

1.2.3 Changes to Service Frequencies and /or Fee Collection Quantities: The Government reserves the right, should it become necessary, to decrease or increase service frequencies and/or fee collection quantities in any park. The contractor will be required to comply with any changes in fee collection procedures directed by the KO.

1.3 Period of Performance: The contract Base Period will be from 23 January 2017 through 31 December 2017. There will be two option years with the first beginning 01 January 2018 and ending 31 December 2018, and the second beginning 01 January 2019 and ending 31 December 2019.

1.4 General Information

1.4.1 Quality Control (QC): The Contractor shall develop and maintain an effective Quality Control Program (QCP) to ensure services are performed in an accurate, safe and professional manner in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and to ensure proper delivery of services with no deficiencies. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirements of the contract. The QCP is to be delivered to the KO within 30 days after contract award.
