1.1 DESCRIPTION OF SERVICES/INTRODUCTION - The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, vehicles, materials, management, supervision, inspection, and other items and non-personal services necessary to effectively perform tree maintenance services as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 SCOPE - Perform tree maintenance, consisting of tree removal, tree pruning, stump grinding, tree debris removal, and roadside trimming for Lake Sam Rayburn near Jasper, TX and Town Bluff Lake near Woodville, TX.
The Contractor will ensure that all work is accomplished in accordance with the contract, all applicable laws, municipal codes, regulations and/or written directives issued by the Contracting Officer (KO) or the authorized representative of the Contracting Officer (COR), if applicable. Park maps and other information will be provided for each Task Order issued under this contract showing the approximate location of each tree or stump.
1.2.1 TREE REMOVAL - The contractor shall furnish all tools, labor, equipment, transportation, and materials to cut and remove designated trees at Lake Sam Rayburn Project and Town Bluff Lake Project, in accordance with the following specifications.
1.2.1.1 TREE SIZE CLASSES – Trees to be removed are divided into four (4) size classes based on diameter as follows: less than 8 inches, 8 to 15.99 inches, 16.0 to 24 inches, and greater than 24 inches. Tree diameter will be measured by the QAR at 4.5 feet above the ground on the uphill side.
Trees with an abnormality at 4.5’ will be measured at a spot lower on the trunk that better reflects the actual diameter of the tree. Trees that fork below 4.5’, as determined by the QAR, will be counted as separate trees.
1.2.1.2 METHODS – Pricing for tree removal will be based solely on tree diameter as described above in 1.2.1.1. The method of felling and removal is at the discretion of the contractor, and may include any standard felling techniques, assisted directional felling, or piecing down. The contractor shall be responsible for felling and removing trees in a manner that does not result in damage to government facilities, improvements, trees, vegetation, or any private property. See paragraphs 1.2.13 and 1.2.14 below.
1.2.1.3 TREE MARKING – Each tree to be removed will be marked with an ORANGE paint slash, generally facing the road or other access area. There may also be an orange paint mark at the base of the tree near the ground, which indicates that the stump will also be ground on the same task order.
1.2.1.4 SPECIFICATIONS – All foliage, limbs, trunk sections, and other debris cut or otherwise generated under this contract must immediately be cleared from roads, camping sites, and mowing areas of the park and disposed of as described in 1.2.1.5 below.
1.2.1.5 DISPOSAL - The QAR will designate in writing, at the issuance of each TO, which trees can be felled into, and left in, an undeveloped or non-mowing area, and which trees require removal.
The tree portions left in undeveloped or non-mowing areas must be cut into pieces so that no limbs or other tree parts exceed three (3) feet in height above the ground level. All other tree sections, limbs, branches, bark, cones, and other tree debris shall be removed from day-use areas and developed park areas and placed in a proper disposal area. Disposal areas on government property will be designated by the QAR in advance.
1.2.1.6 POWERLINES - The contractor is responsible for coordinating with the local power companies in all cases that require a power-line or electric service wire to be dropped prior to felling a tree.
1.2.1.7 CLEANUP - All limbs, branches, cones, bark, and other tree debris, trash, or other material resulting from the contractor’s operation shall be removed from the area, and the job site shall be cleaned to as near a natural condition as possible, upon completion of the job.
1.2.1.8 STUMP HEIGHT - After felling and clean-up of each tree, the remaining stump height shall not exceed twelve (12) inches above the surrounding natural ground level.
1.2.1.9 OTHER LIMBS - As a result of tree removal, tree limbs over one (1) inch diameter left broken or hanging in other trees shall be removed by the contractor along with the original designated tree at no additional cost to the Government.
1.2.2 TREE PRUNING - The contractor shall furnish all tools, labor, equipment, transportation, and materials to perform pruning of limbs on designated trees at Lake Sam Rayburn Project and Town Bluff Lake Project, in accordance with the following specifications.
1.2.2.1 NO TREE SIZE CLASSES – There are no size classes for trees that shall be pruned, and there may be few or many limbs on each tree that require cutting.
1.2.2.2 TREE MARKING – Each tree that requires pruning will be marked with red, white, or blue paint by the QAR as follows. Trees marked with a WHITE spot require pruning all dead limbs up to 70 feet high. Trees marked with a RED spot require pruning all dead limbs to the top of the tree (unlimited height). Trees marked with a BLUE spot require pruning all live and dead nuisance branches for clearance above roadways and campsite pads. The QAR will provide a written description of the limbs that the contractor shall prune along with the general camp site location.
1.2.2.3 TREE PRUNING – DEAD LIMBS UP TO 70 FEET – All dead limbs greater than one
(1) inch diameter, and up to seventy (70’) vertical feet from ground level must be properly pruned according to 1.2.2.6 and 1.2.2.7 below and disposed of. Trees will be marked by the QAR with a WHITE spot.
1.2.2.4 TREE PRUNING – DEAD LIMBS UNLIMITED HEIGHT – All dead limbs greater than one (1) inch diameter, up to the top of the tree must be properly pruned according to 1.2.2.6 and 1.2.2.7 below and disposed of. Trees will be marked by the QAR with a RED spot.
1.2.2.5 TREE PRUNING – NUISANCE BRANCHES – All live and dead branches shall be pruned to provide clearance above roadways and campsite pads to a minimum clearance height of fifteen (15) feet, or as designated by the QAR. Limbs must be properly pruned according to 1.2.2.6 and 1.2.2.7 below and disposed of. Trees will be marked by the QAR with a BLUE spot.
1.2.2.6 SPECIFICATIONS - On marked trees, all hanging limbs, either dead or alive, will be removed. Dead limbs greater than one (1) inch diameter at the limb base shall be pruned. On some trees this may be only one limb, on others it may be multiple limbs. Live nuisance branches shall be pruned to provide clearance above roadways and campsite pads to a minimum height of fifteen (15) feet, or as designated by the QAR. The maximum diameter of live nuisance branches to be pruned shall be ten (10) inches when measured at the trunk union.
1.2.2.7 REQUIREMENTS - Pruning shall be accomplished by use of a toothed saw, either chain, circular, or bar, and may be motorized or hand powered. No chopping tools will be used during the pruning process. Limbs shall be pruned according to ANSI A300 Pruning Standards.
1.2.2.8 TREE HEIGHT - Some trees that require pruning are tall, and potential contractor’s should conduct a site visit to determine tree heights and associated equipment requirements. The contractor must have means to prune limbs from trees over 100 feet tall.
1.2.2.9 TREE CLIMBING SPIKES – Tree climbing spikes may not be used on trees to be pruned, without prior written approval from the QAR.
1.2.2.10 DISPOSAL – Moving and cleanup of the pruned limbs is the responsibility of the Contractor. All foliage and small branches/twigs will be raked up and disposed of by the contractor.
The Government will provide an approved site for disposal.
1.2.3 STUMP GRINDING - The contractor shall furnish all necessary tools, labor, equipment, transportation, and materials to grind/remove designated stumps at Lake Sam Rayburn and Town Bluff Lake, in accordance with the following specifications.
1.2.3.1 STUMP SIZE CLASSES - Stumps are divided into three (3) size classes as follows: less than 12 inches, 12 inches to 20 inches, and greater than 20 inches. The stump size of trees removed under the same contract task order will be determined by measuring the diameter of the standing tree at 12 inches above the natural ground level, on the uphill side. Existing stumps from prior tree removal operations will be measured at the top of the stump, or at 12 inches above ground level, whichever results in a larger diameter. The maximum height of stumps left from previous operations, whether by the Contractor, Government personnel, or other source will be twelve (12) inches.
1.2.3.2 STUMP MARKING - Project personnel will mark each prior existing stump on the side and top with ORANGE paint. Stumps of standing trees marked for removal will be marked on the side only, just above ground level.
1.2.3.3 SPECIFICATIONS - Stumps shall be ground or removed to a minimum of two (2”) inches below mineral soil level. Each resulting depression will be backfilled with the resulting stump material and smoothed. All stump material must immediately be removed from nearby improved road and/or campsite pad surfaces.
1.2.4 ROADSIDE TRIMMING - The contractor shall furnish all tools, labor, equipment, transportation, and materials to perform roadside trimming of trees and limbs at Lake Sam Rayburn Project and Town Bluff Project, in accordance with the following specifications.
1.2.4.1 NO SIZE CLASSES - There are no size classes for trees and limbs that shall be trimmed, and there may be few or many limbs or trees within each trimming section. Road sections that require trimming vary in length and location.
1.2.4.2 ROADSIDE MARKING - Project personnel will mark the beginning and ending of each section with paint, flagging, pin flag, or other means.
1.2.4.3 SPECIFICATIONS - Tree limbs, branches, brush, and other live or dead plant material (tree limbs) growing from or extending into the trimming zone shall be removed. The trimming zone consists of one side of the road, and the trimming zones meet at the centerline of the road when trimming is ordered for both sides of the road. Each side trimming zone is particularly described as beginning at ground level at the road edge, extending 15 feet away from the road edge at ground level, rising 15 feet directly above that point, and extending to a point 15 above the centerline of the road.
The contractor shall honor the request for a trimming zone less than 15 feet out or 15 feet high if desired by the QAR, with no effect on the item’s price. Any trimming zone adjacent to a government property boundary shall cease at the boundary, and no trimming shall be performed on private property without written approval from the QAR. Roadside trimming work will be performed on an hourly basis, and may be ordered in increments no smaller than one hour.
1.2.4.4 EQUIPMENT - Trimming along park roadsides shall be accomplished by use of a toothed saw, either chain, circular, or bar, and may be motorized or hand powered, but no chopping tools will be used for this requirement. Trimming along natural resources roadsides and government property boundaries may be performed with chopping tools such as a side-boom mower, or similar device.
1.2.4.5 DIAMETER LIMIT - Trees with a ground-line diameter of less than 6” shall be cut to no more than a 2” stump. Trees with a ground-line diameter of 6” or greater shall be left. However, trees with a ground-line diameter of 6” or greater that are situated within 2 feet of the ditch line, shall be cut to no more than a 2” stump, unless otherwise directed in writing by the QAR.
1.2.4.6 PRUNING STANDARD - Limbs shall be pruned according to ANSI A300 Pruning Standards. When a limb is trimmed it shall be trimmed back to the trunk of the tree, unless it can be pruned back to a live branch that is out of the trimming zone and at least three times the diameter of the trimmed branch. Limbs trimmed to the trunk of the tree shall be trimmed nearly flush, and in a manner that allows for maximum healing potential by the tree.
1.2.4.7 DISPOSAL – The contractor shall be responsible for disposal of trees, trimmed tree limbs and related parts. Trimmed material shall be either removed to a designated disposal area on government property or chipped and blown out of the trimming area to the adjacent government property. Disposal of chips under any other conditions will not be permitted without written approval from the QAR.
1.2.5 OTHER WOODY DEBRIS CLEAN-UP – The contractor shall furnish all tools, labor, equipment, transportation, and materials to perform woody debris clean-up at Lake Sam Rayburn Project and Town Bluff Project, in accordance with the following specifications.
1.2.5.1 SPECIFICATIONS – Uprooted trees, including root balls, and any other woody tree debris from any source not associated with standing tree removals or pruning operations described above in 1.2.1 through 1.2.4 shall be cleaned up and disposed of at the hourly line item price for each service described below in 1.2.5.2. All woody debris will be disposed of in an approved site on Government property, either within that park or in another area no more than two miles from the park where the clean-up was performed.
1.2.5.2 REQUIREMENTS – Three separate line items for clean-up of other woody debris as described above in 1.2.5.1 will be made available at an hourly rate for removal of debris resulting from wind storms, floods, or other natural occurrences or park operations. These hourly line items will be utilized only when line item requirements detailed in 1.2.1 through 1.2.4 above are not adequate to address the need for woody debris removal. All work performed through any of these three line items must be kept completely separate from performance of normal requirements of work items described in
1.2.1 through 1.2.4 above. Debris clean-up work will be performed on an hourly basis, and may be ordered in increments no smaller than one hour.
1.2.5.3 DESCRIPTION – The three hourly line items are as follows.
A. Skid-Steer with grapple loader (min. 60hp/ 2,000lbs operating capacity), and dump truck or dump trailer (min. 6 yard capacity), with operators for each.
B. Farm Tractor (min. 30hp) with tine rake and operator C. Laborer with chainsaw.
1.2.6 CLEANUP - All debris, trash, or other material resulting from the contractor’s operation shall be removed from the area, and the job site shall be restored/cleaned to as near a natural condition as possible, upon completion of the job.
1.2.7 PARK VISITORS – Every reasonable effort will be made by the staff of Lake Sam Rayburn Project and, Town Bluff Project to keep facilities clear of visitors while work is in progress. However, due to the fact that the majority of facilities are reservable, particular work items may need to be skipped until the worksite is available.
1.2.8 PAYMENT - Work performed under this contract shall be paid for at a per unit price. This price shall be full compensation for furnishing all labor, tools, materials, equipment, transportation and incidentals necessary to complete all work as specified in herein. No payment shall be made until the work is completed, inspected by the QAR, properly invoiced to the appropriate project office, and approved by the COR. The proper invoice shall include the contractor’s name, address, contract number, line item numbers, quantities, line item price, and total price.
1.2.9 SAFETY REQUIREMENTS – The Contractor shall perform all services in full compliance with the safety requirements set forth in the current EM 385-1-1, entitled "Safety and Health Requirements Manual", which is available at the Project Office and at http://www.hq.usace.army.mil (select Safety; and Occupational Health). Consequently, the Contractor shall be responsible for complying with the current edition and all changes posted on the web as of the effective date of this solicitation.
1.2.10 INJURY - The Contractor shall report all occupational injuries and illnesses, if any, to the Governments QAR as soon as possible after the injury occurred, but no later than the same day of occurrence. The Contractor will promptly report all accidents to the Governments QAR.
1.2.11 SAFETY PLAN - The Contractor shall develop and submit a written detailed Safety Plan within fifteen (15) days after award and prior to beginning work. This plan must indicate in detail the general policies and procedures for safe operation in the accomplishment of this contract.
1.2.12 SAFETY MEETINGS - The Contractor shall hold a safety meeting with all his employees prior to commencement of work, and will notify the Governments QAR of the location and time of the meeting.
When a new employee is hired, the Contractor will thoroughly brief that person in all safety procedures and requirements. Any Contractor employee who persists in unsafe performance will be removed from the job at the request of the KO. A copy of the safety meeting report shall be submitted to the Governments QAR prior to performing work.
1.2.13 DAMAGED PROPERTY – The Contractor will inspect work areas at each location for damage and/or vandalism and will report such immediately to the Governments QAR. The contractor shall be responsible for restoring any Government property, facilities, or structures damaged by the contractor.
Signs, traffic delineators, guard post and rails, sewer stub outs, sewer clean-outs, water valve meter boxes and associated plumbing, trees, shrubs, sidewalks, asphalt pavement, culverts, and other items damaged by the contractor will be repaired or replaced as determined by the Contracting Officer at no cost to the Government. Traffic control rocks, pipe fence and/or posts moved out of alignment by the contractor will be realigned by the contractor at no cost to the Government.
1.2.14 DAMAGED TREES – The contractor is responsible for damages to non-target trees. Damages will be assessed in accordance with Table A: Tree Damage Valuation. Tree valuation is determined by tree diameter and two main categories based on their location, either in a mowed area or non-mowed area.
Injury to a tree's bark and cambium layer will be expressed as a percent of injury to the circumference of the tree. However, if more than fifty percent of the cambium circumference is injured, the tree will be considered a total loss.
