SECTION 35 41 00.01 45 Page 3

1.5 CHANGES IN DIKE ALIGNMENT

The right is reserved by the Government to make changes in the dike alignment as may be found necessary before completion of the work, but if it becomes necessary, through no fault of the Contractor, to abandon a line or location on which work has been done, payment for materials placed will be made as specified in the payment item.

1.6 SITE CONDITIONS

1.6.1 Site Drainage

Surface water shall be directed away from borrow and other excavations, and construction areas to prevent erosion and strength reduction of embankments and foundation soils. Diversion ditches and grading is to be provided and maintained as necessary throughout the period of construction. Ponded water in low-lying excavations within the placement area is to be drained by pumping or other approved methods if conventional grading/ditching is not effective. Newly constructed embankments, including dikes and berms shall be protected from erosion and sloughing.

1.6.2 Onsite Borrow Materials

Onsite borrow sources for satisfactory semi-compacted impervious fill containment dike construction materials include stockpiles located interior of the containment dike on the south and west sides of the placement area (as shown on the plans) as well as stockpiles located at various locations along the interior of the containment dike resulting from a recent dewatering construction contract. Onsite borrow sources for satisfactory semi-compacted random fill training dike and stability berm materials will also be located within the placement area. All satisfactory fill materials will be hauled from approved borrow sources within the placement area.

Approved borrow sources requiring excavation below the interior elevation of the placement area shall be limited to a maximum depth of 6 feet and shall be located at least 100 feet from the toe of embankment.

1.6.3 Stockpiling

When the excavation from designated borrow sources progresses at a faster rate than placement in the fill is being accomplished, such excavated material shall be stockpiled at approved locations adjacent to the work until its use is authorized. No separate payment will be made for such stockpiling nor for the reloading and hauling of this material to its final position in the containment dike.

1.6.4 Haul Roads

Haul roads shall be constructed to facilitate transportation of borrow materials to the embankment construction areas as necessary and shall be located within approved limits. Haul roads shall be constructed to accommodate the intended traffic loads and frequency and be maintained in well-drained and functional condition during the Contract period. Haul roads shall be planned so as not to pond water or otherwise impede site drainage and shall be maintained during the Contract period to provide required drainage as described herein. The costs associated with construction of haul roads shall be considered a subsidiary obligation of the Contractor.

SECTION 35 41 00.01 45 Page 4

PART 2 PRODUCTS

2.1 General

Satisfactory random fill materials shall consist of materials classified in accordance with ASTM D2487 as CL, CH, SC, GC, SP, SW and shell fragments. Materials used for training dike raise, stability berm construction, and other temporary earthwork construction shall be classified as random fill materials.

PART 3 EXECUTION

3.1 CONSTRUCTION

The suitability and volume of the designated onsite borrow sources may

SECTION 35 41 00.01 45 Page 5 vary, resulting in the requirement to locate additional borrow sources within the placement area. All onsite borrow sources shall be approved by the Contracting Officer or there designated representative prior to use.

The Contractor shall be aware that the placement area has been utilized for placement of hydraulically dredged maintenance materials from the adjacent navigation channels; therefore, should anticipate the presence of extremely soft and wet conditions within the containment dike.

3.1.1 Lines and Grades

Containment dike raise, training dike raise, stability berm, and erosion repair shall be constructed to the lines, grades, and cross sections shown on the plans, unless otherwise directed. The Government reserves the right to make adjustments in dike alignments, foundation widths and slopes, or make other changes in the dike or berm sections as may be considered necessary to produce safe, stable earthen structures. Changes in quantities resulting from revisions will not constitute justification for change in Contract unit prices, except as provided for in the CONTRACT CLAUSE entitled VARIATIONS IN ESTIMATED QUANTITIES.

3.1.2 Drainage

Provide for the collection and disposal of surface and subsurface water encountered during construction. Completely drain construction site, including dike and berm foundation areas, and borrow excavations during periods of construction to keep soil materials sufficiently dry. Construct storm drainage features that can include ponds or basins, at the earliest stages of site development, and throughout construction, grade the construction area to provide positive surface water runoff away from the construction activity or provide temporary ditches, swales, and other drainage features and equipment as required to maintain dry soils. Once drainage of the Placement Area and sufficient drying of the foundation surfaces have been accomplished, borrow excavation and embankment construction can proceed. When unsuitable working platforms for equipment operation and unsuitable soil support for subsequent construction features develop, remove unsuitable material and replace with satisfactory soil as specified herein, or work the existing soils in place to dry and recompact to provide suitable support for construction. It is the responsibility of the Contractor to assess the soil and groundwater conditions and to employ necessary methods that will permit construction to proceed.

3.1.3 Conduct of the Work

Maintain and protect the newly constructed containment dike raise, training dike raise, stability berm, and erosion repairs in a satisfactory condition during construction until final completion and acceptance of the work under this Contract. If, in the opinion of the Contracting Officer, the hauling equipment causes horizontal shear planes or slickensides, rutting, quaking, heaving, cracking, or excessive deformation of the dikes or berm, limit the type, load, or travel speed of the hauling equipment on the dike or berm.

The Contractor may be required to remove, at no additional payment, dike material placed outside of prescribed slope lines. Approved dike or backfill material which is lost in transit or rendered unsuitable after being placed in the dike or backfill and before final acceptance of the work will be replaced using a satisfactory method at no additional cost to the Government. Excavate and remove from the embankment foundation areas material which is unsatisfactory. Dispose of the unsatisfactory material within the placement area away from foundation areas in approved

SECTION 35 41 00.01 45 Page 6 locations. Backfill excavated areas within the foundation areas with suitable materials at no additional cost to the Government.

3.1.4 Stripping

Stripping shall be completed within the limits shown on the plans not more than 1,000 feet in advance of the all embankment construction. Stripping shall be performed in accordance with SECTION 31 14 13.23 45 STRIPPING.

3.1.5 Volumes

Neat-line volumes of design templates for the embankment construction have been used by the U.S. Army Corps of Engineers to prepare the Government estimate. The volumes used are estimated based on the information available at the time of design. The Contractor is responsible for interpreting the provided plans and volumes provided to prepare his estimate for bid opening. Adjustments for items such as overbuilding, compaction, settlement, foundation displacement, borrow factors, and waste are the Contractors responsibility. The neat-line volume is defined as the unadjusted, raw quantities computed using the dike and berm templates.

3.1.6 Tolerances

All embankments shall be constructed to the grades, lines, and cross-sections shown on the plans. At every point a tolerance of 6 inches above or zero inches below the prescribed grade will be permitted in the final dressing, provided that excess material is distributed to ensure that the crown of the dike drains to the PA interior and that there are no abrupt humps or depressions in the surfaces.

3.2 EXCAVATION

Excavation shall consist of removing unsatisfactory material in preparation of the embankment foundation to receive fill. Excavation also includes removal of material from ditches for drainage, removal of objectionable materials and obtaining required fill materials from designated borrow areas within the placement area. If necessary, adjust the plan to account for field conditions.

3.2.1 Over Excavation

3.2.1.1 Outside Limits of Containment Dike Foundation

Over excavation outside the limits of the containment dike foundations shall be backfilled to the grade with similar over excavated material or satisfactory material and compacted to a density of at least that of the surrounding material.

3.2.1.2 Within Limits of Containment Dike Foundation

Over excavation within the limits of the containment dike foundations shall be backfilled to grade with satisfactory impervious fill and semi-compacted as specified later in this SECTION.

3.2.2 Disposition of Excavated Materials

Satisfactory excavated material shall be incorporated in the appropriate zones of the dike and berm templates. When direct placement is not practicable, satisfactory material from the excavation shall be stockpiled

SECTION 35 41 00.01 45 Page 7 for subsequent use in parts of the work for which it is specified herein or as indicated. Excavated satisfactory material in excess of the quantity necessary to construct embankments shall be stockpiled for future construction work at locations designated by the Contracting Officer.

3.3 UTILITIES

The Contractor is responsible for movement of construction machinery and equipment over pipes and utilities during construction. For work immediately adjacent to or for excavations exposing a utility or other buried obstruction, excavate by hand. Start hand excavation on each side of the indicated obstruction and continue until the obstruction is uncovered or until clearance for the new grade is assured. Support uncovered lines or other existing work affected by the Contract excavation until approval for backfill is received. Report damage to utility lines immediately to the Contracting Officer.

3.4 BORROW AREAS

Approved borrow areas shall be excavated to the extent necessary to obtain satisfactory materials. The permissible depth(s) and locations of the borrow areas are shown on the plans and may vary based on field conditions during construction. Borrow areas shall be drained continuously and kept dry during construction. Where possible, unsatisfactory materials in borrow areas shall not be removed. Borrow areas shall be graded to drain after completion of excavation.

Interior stockpiles of satisfactory materials located within the placement area shall be utilized as borrow materials if the material is suitable.

3.5 FOUNDATION PREPARATION

3.5.1 Containment Dike

The stripped containment dike foundation areas shall be semi-compacted before placing new fill materials for the containment dike raise.

Sinkholes, cavities and depressions in the stripped foundation areas shall be scarified and filled using satisfactory materials, placed in lifts, and semi-compacted in accordance with Paragraphs titled EMBANKMENT CONSTRUCTION, and Compaction of this SECTION. Containment dike foundation preparation will be approved by the Government prior to commencing dike raise fill.

3.5.2 Training Dike and Stability Berm

Stripped training dike and stability berm foundation areas shall be semi-compacted before placing new fill materials for the training dike raise and stability berm. Sinkholes, cavities and depressions in the stripped foundation areas shall be scarified and filled using satisfactory materials, placed in lifts, and semi-compacted in accordance with Paragraphs titled EMBANKMENT CONSTRUCTION, and Compaction of this SECTION.

Training dike and stability berm foundation preparation will be approved by the Government prior to commencing dike raise and berm fill.

3.6 EMBANKMENT CONSTRUCTION

3.6.1 General

Prior to beginning placement of fill materials on the embankment

SECTION 35 41 00.01 45 Page 8 foundations(including containment and training dikes, and stability berm), notify the Government that the foundation is ready to receive fill. No fill shall be placed on the embankment foundations until these areas have been inspected and given final approval. Unless otherwise directed, the embankment shall be maintained at approximately the same elevation regardless of the number of types of materials being placed.

3.6.2 Placement

Before placing material for compacted fill, the foundation surface shall be cleared of existing vegetation and debris. Material not meeting the requirements for fill material shall be removed. After filling depressions and immediately prior to placement of fill, the foundation surface shall be scarified to a depth of 6 inches. Sloping ground surfaces, steeper than 1 Vertical to 6 Horizontal on which fill or backfill is to be placed, shall be stepped or benched to form a proper bond with the existing surface. No fill material shall be placed in water. Soft or unsatisfactory material in the fill area shall be removed as directed before placing the fill.

3.6.2.1 Equipment Traffic

Equipment traffic on a dike zone shall be routed to distribute the compactive effort as much as practicable. Ruts formed in the surface of a layer of spread material shall be filled before that material is compacted.

If, in the opinion of the Contracting officer, the compacted surface of a layer of material is too smooth to bond properly with the succeeding layer, the surface shall be loosened by scarifying or other approved methods before material from the succeeding layer is placed.

3.6.2.2 Gradation and Distribution

The gradation and distribution of materials throughout each zone of the containment dike shall be so that the dike will be free from lenses, pockets, streaks, and layers of material differing substantially in texture or gradation from surrounding material of the same class. If lenses, pockets, or layers of materials differing substantially in texture or gradation from surrounding material occur in the spread material, the layer shall be mixed by harrowing or another approved method to blend the materials. During the placing and spreading process, continuously maintain a force of workers adequate to remove roots, debris, and oversize stones from the containment dike materials.

3.6.2.3 Semi-Compacted Random Fill

Semi-compacted random fill shall be used for training dike raise and stability berm construction. The location and extent of the fill shall be as shown on the plans. Semi-compacted random fill shall not be placed in water. Fill material shall be placed and spread in layers not more than 12 inches in uncompacted thickness, except that within 4 feet of drop-outlet structure, the uncompacted layer thickness shall be reduced to 6 inches.

Layers shall be started full out to the slope stakes and shall be carried substantially horizontal and parallel to the dike centerline with sufficient crown or slope to provide satisfactory drainage during construction.

3.6.2.4 Semi-Compacted Impervious Fill

Semi-compacted impervious fill shall be used for containment dike raise and erosion repair construction. The location and extent of the fill shall be

SECTION 35 41 00.01 45 Page 9 as shown on the plans. Semi-compacted impervious fill shall not be placed in water.

3.6.3 Moisture Control

The materials in each layer of the fill shall contain the amount of moisture, within the limits specified below or as directed, necessary to obtain the required compaction. Semi-compacted impervious and random fill shall be placed and compacted at uniform moisture contents that will allow suitable compaction and bond between layers. The moisture content of semi-compacted impervious and random fill shall be controlled so that hauling, spreading, and compaction equipment can operate on the compacted layers without rutting or pumping of the fill. (AM#1)Rutting of the fill resulting from the hauling, spreading, and compaction equipment shall not penetrate more than one-half of the compacted fill lift depth. Material that is not within the specified moisture content limits after compaction shall be reworked to obtain the specified moisture content, regardless of density.

3.6.3.1 Insufficient Moisture for Suitable Bond

If the top or contact surfaces of a partial fill section become too dry to permit a suitable bond between these surfaces and the additional fill to be placed thereon, loosen the dried materials by scarifying or discing to the depths as directed, dampen the loosened material to an acceptable moisture content, and compact this layer in accordance with the applicable requirements of Paragraph: COMPACTION.

3.6.3.2 Excessive Moisture for Suitable Bond

If the top or contact surfaces of a partially filled section become too wet to permit suitable bond between these surfaces and the additional fill to be placed thereon, the wet material shall be scarified and permitted to dry, assisted by discing or harrowing, if necessary, to depths as directed.

The material shall be dried to an acceptable moisture content, and shall be compacted in accordance with the applicable requirements of the Paragraph:

COMPACTION.

3.6.3.3 Moisture Adjustment

The moisture content of material that is too dry can be adjusted on the embankment or can be adjusted in the borrow area prior to bringing to the embankment. Add water to the fill material and by harrowing, or other approved methods, work the moisture into the material until a uniform distribution of moisture within the specified limits is obtained. Water applied on a layer of fill on the dike shall be accurately controlled in amount so that free water will not appear on the surface during or subsequent to rolling. If too much water is added to a part of the dike, the rolling on that section of the dike shall be delayed until the moisture content of the materials is reduced to an amount within the specified limits. Material that is too wet shall be spread on the dike and permitted to dry, or be dried in the borrow area prior to bringing to the dike.

Drying may be assisted by discing or harrowing, if necessary, until the

SECTION 35 41 00.01 45 Page 10 moisture content is reduced to an amount within the specified limits. If it is impracticable to obtain the specified moisture content by wetting or drying the material on the embankment, the Contractor may be required to moisture-adjust the fill at the source of borrow prior to hauling to the embankment construction area.

3.6.4 Compaction Equipment

Compaction equipment shall conform to the following requirements and shall be used as specified in the following subparts.

3.6.4.1 Tamping Rollers

Tamping rollers shall be as follows:

(1) Towed - Tamping rollers shall consist of two or more non-vibratory roller drums mounted side-by-side in a suitable frame and towed by either a crawler-type or rubber tired tractor having sufficient power to pull the roller satisfactorily when the drums are fully ballasted.

At least one tamping foot shall be provided for each 2 square feet of drum surface. The bearing surface of each tamping foot shall be flat with a surface area not less than 7 square inches nor more than 10 square inches. During the operation of rolling, the spaces between the tamping feet shall be maintained clear of materials which would impair the effectiveness of the tampering rollers. The weight of a roller when fully loaded shall be not less than 4,000 pounds per foot of drum length, and the weight of a roller empty shall be not more than 2,500 pounds per foot of drum length. The bearing surface, tamping foot size, the drum loading, and the operation of the rollers shall be as required to obtain the desired compaction. If more than one roller is used on any one layer of fill, all rollers so used shall be of the same type and essentially of the same dimensions. Rollers shall be drawn by crawler-type or rubber-tired tractors at a speed not to exceed 5.0 mph. The use of rubber-tired towing equipment shall be discontinued if the tires leave ruts that prevent uniform compaction by the tamping roller, and the substitution of crawler-type towing equipment may be directed.

(2) Self-propelled - Conditioned upon satisfactory performance, self-propelled tamping rollers may be used in lieu of tractor-drawn tamping rollers. Self-propelled rollers exceeding the empty weight requirement may be used provided that by the substitution of tamping feet, having a face area not exceeding 14 square inches, the nominal foot pressure on the tamping feet of the self-propelled roller can be adjusted to approximate the nominal foot pressure of the towed roller for the particular working condition required for the towed rollers.

For self-propelled rollers, in which steering is accomplished through use of rubber-tired wheels, the tire pressure shall not exceed 40 psi.

Self-propelled rollers shall be operated at a speed not to exceed 5 miles per hour. Self-propelled tamping rollers may be used in lieu of tractor drawn tamping rollers provided the foot pressure on the tamping feet of the self-propelled roller are approximately the same as the foot pressure on the towed roller. The Contracting Officer has the authority to limit or eliminate the use of self-propelled rollers if they are found to cause shearing or laminations of the compacted fill.

3.6.4.2 Rubber-tired Rollers

Rubber-tired rollers shall have a minimum of four wheels equipped with

SECTION 35 41 00.01 45 Page 11 pneumatic tires. The tires shall be of the size and ply to be capable of being operated at tire pressures between 80 and 100 psi at an 25,000 pound wheel load. The roller wheels shall be located abreast and so designed that each wheel will carry approximately equal load in traversing uneven ground. The spacing of the wheels shall be such that the distance between the nearest edges of adjacent tires will not be greater than 50 percent of the rated tire width of a single tire at the operating pressure for an 25,000 pound wheel load. The roller shall be provided with a body suitable for ballast loading such that the load per wheel may be varied, as directed by the Contracting Officer, from 18,000 to 25,000 pounds. The roller shall be towed at a speed not to exceed 5 miles per hour. The character and efficiency of this equipment shall be subject to approval.

3.6.4.3 Hand Operated Compactors

Compaction of material, in areas where it is impracticable to use a roller or tractor compaction shall be performed by the use of approved hand operated power compactors.

(1) Power Tampers: Power tampers shall be hand operated equipment capable of compacting material in confined areas. The compactors shall be either an internal combustion or pneumatic activated tamper.

Tampers shall have sufficient weight and striking power to produce the specified compaction. The character and efficiency of this equipment shall be subject to approval.

(2) Vibratory Plate Compactor: Vibratory compactors operated by hand in confined areas shall utilize the oscillating cam principal and shall deliver an impact of not less than 2000 lbf at a rate of approximately 2000 impulses per minute. The character and efficiency of this equipment shall be subject to approval.

3.6.4.4 Crawler-type Tractors

Crawler-type tractors used for spreading or compaction shall weigh not less than 20,000 pounds, shall exert a unit tread pressure of not less than 7 psi, and shall be operated at a speed not to exceed 3.5 miles per hour.

3.6.4.5 Sprinkling Equipment

Sprinkling equipment shall consist of tank trucks, pressure distributors or other equipment designed to apply water uniformly and in controlled quantities to variable width of surface.

3.6.4.6 Miscellaneous Equipment

Scarifiers, disks, spring-tooth or spike-tooth harrows, spreaders, and other equipment shall be suitable for use in embankment construction and approved by the Contracting Officer. Equipment used for blending fill material shall be capable of penetrating the full loose lift thickness of the specific material type.

3.6.5 Compaction

3.6.5.1 Compaction of Semi-compacted Fill

After a layer of material has been dumped and spread it shall be harrowed as required to break up and blend the fill materials and to obtain uniform moisture distribution. Harrowing shall be performed with a heavy disk

SECTION 35 41 00.01 45 Page 12 plow, or other approved harrow, to the full depth of the layer. If one pass of the harrow does not accomplish the breaking up and blending of the materials, additional passes of the harrow shall be required, but in no case will more than three passes of the harrow on any one layer be required for this purpose. When the moisture content and the condition of the layer are satisfactory, the lift shall be compacted by not less than four complete coverages of a tamper-type roller, or by not less than three complete coverages of a crawler-type tractor, or by not less than three complete coverages of a rubber-tired roller, all conforming to the requirements of Paragraph: EQUIPMENT above. In areas which are not accessible by roller, the fill shall be placed in layers not more than 6 inches in uncompacted depth and compacted with an approved hand operated compactor to a density equal to that obtained in other areas which are accessible to rollers. Hauling and other construction equipment shall be routed so as to prevent excessive rutting of the fill surface. Dumping, spreading, sprinkling, and compacting may be performed at the same time at different points along a section when there is sufficient area to permit these operations to proceed simultaneously. A complete coverage shall consist of the application of compactive effort to the entire lift to be compacted with a single roller drum having the characteristics as specified in paragraph: SELF-PROPELLED. The use of four-drum self-propelled equipment that is laterally separated by operator's cab and differential may be used; however, three complete coverages of the lift to be compacted will be achieved by a subsequent offset trip of the roller for coverage of the previously uncompacted central portion of the roller path.

3.7 EROSION AND SLIDES

If erosion or sliding of any part of the embankments during construction or after completion but prior to its acceptance, the Contractor shall, upon written directive, rebuild that portion of the dike. If the slide is caused through fault of the Contractor, the foregoing operations shall be performed without cost to the Government. If the slide or erosion is due to no fault of the Contractor, the yardage replaced will be paid for as specified, in addition to the payment due the Contractor for materials previously placed. Where settlement of the embankment, due to weak foundation conditions, develops to an extent that will make it inadvisable, in the opinion of the Contracting Officer, to continue placement of additional materials, the Contracting Officer will have the right to omit further work on these portions of the embankment and to accept it as completed.

3.8 Turfing

Disturbed areas to include the repaired side slope, newly constructed outside slope and the crown of the containment dike shall be seeded, as referred to in SECTION 32 92 19.10 45 TURFING.

3.9 QUALITY CONTROL

3.9.1 Excavations

Establish and maintain quality control for excavation operations to assure compliance with Contract requirements. Maintain records of quality control for construction operations including but not limited, to the following:

1. Lines and grades for excavation drainage during construction and after completion;

SECTION 35 41 00.01 45 Page 13

2. Disposal or stockpiling of materials;
