1.1 SUMMARY
The work covered in this Section consists of furnishing plant, labor, materials, and equipment and performing the work specified herein and as shown, to construct drainage ditches and appurtenant items. The work includes draining and dewatering Mid Bay Placement Area to facilitate future levee construction; however, the water will not be completely removed by this work.
1.2 MEASUREMENT AND PAYMENT
Measurement and payment for dewatering will be paid for in accordance with provisions of SECTION 01 22 00.10 MEASUREMENT AND PAYMENT.
1.3 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with SECTION 01 33 00 SUBMITTAL PROCEDURES:

1.4 NOTIFICATION PRIOR TO COMMENCEMENT OF DEWATERING OPERATIONS
Notify the Resident Engineer, in writing or by email, at least 10 days prior to commencement of dewatering operations, of the location or locations at which a ditching machine or machines will be placed on the work. This information is required in addition to the progress charts and schedules provided for in the CONTRACT CLAUSE entitled SCHEDULE FOR
CONSTRUCTION CONTRACTS.
1.5 PIPELINES/UTILITIES ACROSS THE LIMITS OF DEWATERING
One pipeline is known to possibly cross the work area, however the Contractor is urged to investigate the site to determine if any pipelines/utilities have been placed under or over the work area.
EVERY EFFORT HAS BEEN MADE TO GIVE PERTINENT DETAILS ON THE LOCATION OF
THE PIPELINES/UTILITIES. THE DATA FURNISHED ON THE PLANS ARE BELIEVED
TO BE SUBSTANTIALLY CORRECT. HOWEVER, THE EXACT LOCATIONS MAY VARY
FROM THAT SHOWN: THEREFORE, THE CONTRACTOR SHALL COOPERATE WITH THE
RESPECTIVE OWNERS TO ESTABLISH THE ACTUAL POSITION OF THE
PIPELINES/UTILITIES. THE U.S. ARMY CORPS OF ENGINEERS PERMITS OF THE

THE FOLLOWING IS FURNISHED FOR INFORMATION TO VERIFY PIPELINE/UTILITY
OWNERSHIPS:
Texas Excavation Safety System (Dig-Tess) 1-800-344-8377.
1.6 CHARACTER OF MATERIALS
1.6.1 Material
The material that is to be excavated is composed of material deposited over a period of time from maintenance dredging of the Houston Ship Channel.
Surface material may have dried to some extent and formed a crust, however material underlying the crust is expected to be saturated. Bidders are expected to examine the worksite and after investigation decide for themselves the character of the materials.
1.6.2 Debris
Other materials, including scrap, rope, wire cable, snags, and stumps may be encountered in the specific limits and no separate payment will be made for removal and disposal of this debris.
PART 2 PRODUCTS (Not Used)
PART 3 EXECUTION
3.1 ESTIMATED QUANTITIES
3.1.1 Estimated Quantities For Dewatering The Ditches
The approximate lengths of perimeter ditches and lateral ditches to be excavated for Mid Bay Placement Area are as specified in Section
00 11 00.00 45 BID SCHEDULE.
3.1.2 Ditching
The layout and general alignment of the ditches are shown on the drawings, for which the estimated quantities are based. The Contracting Officer may make minor revisions to the alignment to better facilitate dewatering the Placement Area.
3.2 ORDER OF WORK
Begin work by excavating the "sump", shown on the drawings, adjacent to the drop-outlet structure; then excavating the perimeter ditch. Lateral ditches may be excavated once sufficient perimeter ditch has been dug to allow removal of water from the lateral ditch.
3.3 DRAINAGE DITCHES
3.3.1 General
Inspect the Placement Area to ensure that using the Areas for dewatering operations will not place them in violation of the applicable Federal, State or local statutes concerning fish and wildlife. Particular statutes that the Contractor shall consider include, but are not limited to, are the Federal Migratory Bird Treaty Act and the Endangered Species Act of 1973.
SECTION 31 23 19.00 45 Page 3
3.3.2 Ditches
Ditches shall be excavated to not less than the minimum required bottom width and depth shown. It may be necessary to excavate these ditches in several passes or steps, beginning with a shallow ditch and then deepening it in stages until the required depth and cross section is obtained. This is due to the soft, saturated material underlying the surface crust.
Attempts to excavate the ditches to their full depth on the first pass, it is likely that the sides will slough off due to excess water in the material and low shear strength. However, if the ditch is initially excavated to some cross section less than full depth so that the ditch will readily stay open, and if it is allowed to seep and drain for a period while work progresses elsewhere, the sides of the ditch and the material in the vicinity of the ditch will consolidate and gain strength, and the ditch can then be deepened on subsequent passes. (AM#1)Schedule No. 1 is based on a section of ditch requiring five passes for acceptance of that section.
Allow a minimum of 7 days between passes.
The ditch between the drop-outlet structure and perimeter ditch shall remain open throughout the duration of the work to allow water from the perimeter and lateral ditches to exit the site. (AM#1)(AM#2)These ditches are not subject to the five pass requirement specified in the paragraph above.
3.3.3 Placing Material
No material excavated from the ditches shall be placed within 50 feet of the ditch top of cut at any point. The material from the perimeter ditches shall be placed on the interior slope of the perimeter levees or the slope of any interior levees no more than 1 foot below the existing crown elevation and no more than 20 feet to the inside of the toe of the existing levee. If the lateral ditches are performed with a conventional bucket excavator, the material from the lateral ditches shall not be deposited in a continuous method, but shall be placed in alternating fashion to facilitate drainage and the alternating placement of material shall be no more than 50 feet from the top of slope of the newly cut ditch.
3.3.4 Side Slopes
The side slopes shown are the steepest that may be used. Flatter side slopes may be required in places for stability.
3.3.5 Maintenance
Prior to acceptance of a ditch, the Contractor shall be responsible for correcting any collapse or sloughing of the ditch, (AM#1) not to exceed 5 passes under Schedule No. 1. If the ditch sloughs after verification of acceptance, the fifth and final pass payment will be made. After acceptance, the Contractor shall be responsible for maintenance of the ditches if failure is caused due to the Contractor's actions such as traversing across or working too near an accepted ditch.
3.3.6 Unauthorized Placement of Material
3.3.6.1 Misplaced Excavated Material
Excavated material that is deposited other than in places designated or approved will not be paid for and the Contractor may be required to remove the misplaced excavated material and deposit it where directed at no
SECTION 31 23 19.00 45 Page 4 additional cost to the Government.
3.3.6.2 Debris Disposal
During the progress of the work, do not deposit worn out wire rope, scrap metal, timbers, other rubbish or obstructive material in the Placement Areas or along the banks of the navigable waters, except as specified herein.
3.3.7 Preservation of Public and Private Property
3.3.7.1 Damages
Fences, roads, ditches, private or public grounds, and other structures or improvements damaged as a result of the Contractor's operations herein specified shall be repaired or rebuilt by the Contractor at its expense.
3.3.7.2 Accountability and Restoration
Preserve and protect the existing informational and directional signs, camp facilities, water wells and tanks, station markers, mile markers, and mooring piles which have been established outside or within the construction and field office sites. The Contractor shall be accountable for and will be required to replace or restore at its expense the signs, camp facilities, water wells and tanks, markers, and mooring piles damaged or destroyed as a result of operations herein specified.
3.4 SURFACE DRAINAGE
3.4.1 Drainage
Areas disturbed or affected by the work in this Contract shall be sloped or shaped to provide positive drainage of surface water.
3.4.2 Existing Drop-Outlet Structure
The two existing drop-outlet structures shall be cleared of mud, silt, debris or other material that can interfere with the proper functioning of the drop-outlet structure and normal surface drainage. Material shall be excavated from the area in front of the drop-outlet structure for a minimum width of 20 feet from the edge of slab out, including each side, to allow the interior area and drainage ditches to drain freely toward the drop-outlet structure.
