PIPELINE DREDGING
AMENDMENT NO. 0002
PART 1 GENERAL
1.1 SUMMARY
The work in this Section consists of furnishing plant, labor, materials, and equipment and performing the operations necessary for the removal of materials to the required dimensions shown, satisfactory disposal thereof, and other operations incidental thereto.
1.2 MEASUREMENT AND PAYMENT
Measurement and payment for pipeline dredging will be paid for in accordance with provisions of the SECTION 01 22 00.10 MEASUREMENT AND
PAYMENT.
1.3 WORK COVERED BY CONTRACT PRICE
Base bids on the quantity of dredging indicated. If the total quantity of dredging varies from that specified as the basis for bidding, the Contract price will be adjusted in accordance with SECTION 01 10 00.01 45 NON-REGULATED SPECIAL CONTRACT REQUIREMENTS, Paragraph: VARIATION IN ESTIMATED QUANTITIES - DREDGING. The dredging conditions specified and indicated describe conditions which are known. However, the Contractor is responsible for other conditions encountered which are not unusual when compared to the conditions recognized in the dredging business as usual in dredging activities such as those required under this Contract. The Contract price for dredging will include the cost of removal and placement of the material as specified in the Paragraphs: CHARACTER OF MATERIAL and PLACEMENT OF EXCAVATED MATERIAL. The Contract price for dredging shall include the costs for maintenance of levees and ditches necessary to confine the material within the areas shown.
1.3.1 Existing Conditions
The drawings already prepared as specified in the CONTRACT CLAUSES Paragraph entitled CONTRACT DRAWINGS AND SPECIFICATIONS represent conditions existing as of the date of their preparation using average existing conditions. However, to reflect anticipated shoaling occurring between the dates of preparation of the drawings and the dates of the "before-dredging" sections, the estimated dredging quantities stated in the Bid Schedule have been adjusted accordingly. The depths and elevations shown will be verified and corrected by fathometer soundings taken by the Government before dredging. The Government will normally use a frequency of 200 kHz to conduct hydrographic surveys. If the surveys indicate the presence of fluff in the channel, a frequency of 40 kHz will be used.
Determination of quantities removed and the deductions made from them to determine quantities by in-place measurement to be paid for in the area specified, after having once been made will not be reopened, except on evidence of collusion, fraud, or obvious error.

Submit one sample of Turbidity Barrier Fabric as outlined in Subparagraph: Turbidity Barrier Fabric.
1.6 CHARACTER OF MATERIAL
The material to be removed is shoals which have accumulated over a period of time. This contract represents a transition from the use of the Mean Low Tide (MLT) datum to the Mean Lower Low Water (MLLW) datum. As a result, the Government anticipates that virgin material may be encountered in the allowable overdepth and/or side slope dredging. Bidders are expected to examine the worksite and the records of previous dredging, which are available upon request from the Corpus Christi Resident Office and after investigation decide for themselves the character of materials.
SECTION 35 20 23.16 45 Page 4
1.6.1 Debris Within the Dredging Limits
Debris including but not limited to, metal bands, pallets, pieces of broken cable, rope, stumps, and broken piles may be encountered. The Government has no knowledge of existing wrecks, wreckage, or other material of that size or character as to require the use of explosives or special or additional plant for its economical removal. Debris removed from the dredged area shall be removed from the water. Disposal shall be the responsibility of the Contractor and disposal shall be outside the limits of Government property. If the actual conditions differ from those stated or shown, an adjustment in Contract price or time of completion, or both, will be made in accordance with the CONTRACT CLAUSE entitled DIFFERING SITE
CONDITIONS.
1.7 EASEMENTS
Restrictions on laying of shore pipe and placement of dredge material in the Placement Area(s) are as shown in these specifications and attached drawings.
1.8 UTILITIES ACROSS THE LIMITS OF DREDGING
It is the Contractor's responsibility to investigate the location of utility crossings. The Contractor shall take precautions against damages which can result from dredging operations in the vicinity of the utility crossings. If damage occurs as a result of dredging operations, the Contractor will be required to suspend dredging until the damage is repaired and approved. Costs of these repairs and downtime of the dredge and attendant plant shall be at the Contractor's expense.
1.8.1 Known Pipeline/Utility Crossings

2.2.5 Installation Advisor
A manufacturer's representative, experienced in turbidity barrier installation, shall assist and instruct Contractor personnel in the initial installation of a complete turbidity barrier unit.
PART 3 EXECUTION
3.1 ESTIMATED QUANTITY OF MATERIAL
Within the limits of available funds, the Contractor will be required to excavate the entire quantity of material necessary to complete the work specified whether the quantities involved are greater or less than those estimated. The work is to be done in accordance with this Contract and at the Contract price or prices, subject to the provisions of the SECTION 01 10 00.01 45 NON-REGULATED SPECIAL CONTRACT REQUIREMENTS, Paragraph entitled VARIATIONS IN ESTIMATED QUANTITIES - DREDGING.
3.1.1 Quantity Summary
The quantities listed in Appendix 1 - QUANTITY SUMMARY TABLE include the volumes present at the time of the surveys indicated on the Contract drawings, plus anticipated shoaling before dredging begins. For the purpose of acceptance, the pipeline dredging work in the Bid Item(s) of the Bidding Schedule are divided into Sections.
3.1.2 Required Dredging Prism
The total estimated amount of material to be removed from within the specified limits, including side and end slopes and including anticipated shoaling occurring prior to the dates of the "before-dredging" surveys but excluding overdepths, in cubic yards is listed in Appendix 1 - QUANTITY
SUMMARY TABLE.
3.1.3 Allowable Overdepth
To cover unavoidable inaccuracies of the dredging process, material actually removed from the designated areas to be dredged, will be measured and paid for at full Contract price. The portion of the dredging template shown as allowable overdepth is optional and clearance of this area is not required for successful contract completion. The maximum amount of allowable overdepth dredging is estimated, including anticipated shoaling occurring prior to the dates of the "before-dredging" surveys, in cubic yards and is listed in Appendix 1 - QUANTITY SUMMARY TABLE.
SECTION 35 20 23.16 45 Page 9
3.1.4 Side And End Slopes
Dredging of the side and end slopes shall follow, as closely as practicable, the lines indicated or specified. Material actually removed from within the limits as approved, to provide for final side and end slopes as specified, but not in excess of the amounts originally above the limiting side and end slopes will be estimated and paid for, whether dredged in original position or by dredging the space below the pay slope plane at the bottom of the slope for upslope material capable of falling into the cut. In computing the limiting amount of side and end slope dredging, net dimensions, without allowance for overdepth, will be used.
3.1.5 Excessive Dredging
Material taken from beyond the limits specified will be deducted from the total amount dredged as excessive overdepth dredging or excessive side or end slope dredging, for which payment will not be made. Nothing herein shall be construed to prevent payment for the removal of shoals performed in accordance with the applicable provisions of the SECTION 01 10 00.01 45 NON-REGULATED SPECIAL CONTRACT REQUIREMENTS, Paragraph FINAL EXAMINATION AND ACCEPTANCE or Paragraph SHOALING.
3.2 AREAS TO BE DREDGED
Based on information currently available to the Government, areas known to require dredging are shown.
3.3 CONDUCT OF DREDGING WORK
3.3.1 Protection of Existing Waterways
Conduct dredging operations using a method that will ensure that material or other debris are not pushed outside of the dredging limits or otherwise deposited in existing side channels, basins, docking areas, or other areas being used by vessels. The Contractor will be required to change its method of operations as may be required to comply with the above requirements. If bottom material or other debris is pushed into areas noted above, as a result of the Contractor's operations, the same shall be promptly removed by and at the expense of the Contractor to the satisfaction of the Contracting Officer.
3.3.2 Adjacent Property and Structures
No dredging will be permitted within 25 feet of a structure. Damage to private or public property or structures resulting from the disposal or dredging operations shall be repaired promptly by and at the Contractor's expense. Damage to structures as a result of Contractor's negligence will result in suspension of dredging and require prompt repair at the Contractor's expense as a prerequisite to the resumption of dredging.
Where dredging to obtain the required dimensions might endanger a structure, the Contracting Officer, upon request, may reduce the required excavation in the vicinity of this structure.
3.4 PLACEMENT OF EXCAVATED MATERIAL
3.4.1 General
Material excavated shall be transported to and deposited in the Placement Area designated. Inspect the Placement Area to ensure that using the Area
SECTION 35 20 23.16 45 Page 10 for placement operations will not place it in violation of the applicable Federal, State, or local statutes concerning fish and wildlife. Particular statutes which the Contractor shall consider include, but are not limited to, the Federal Migratory Bird Treaty Act and the Endangered Species Act of 1973.
3.4.2 Placement Areas
3.4.2.1 Open Water or Partially Emergent Unconfined Placement Area No. 123
Placement operations shall not commence before turbidity barriers are erected to the limits and at the locations shown. Installation, requirements and maintenance of turbidity barriers shall conform to details in the Paragraph: TURBIDITY BARRIERS, above. Material shall be deposited within the Placement Corridor shown. The limiting lines of discharge denoting the Placement Corridor shall be prominently marked by the Contractor with conspicuous buoys or stakes at each corner. No material shall be placed outside of these limiting lines of discharge which define the Placement Corridor. Material deposited beyond these limiting lines of discharge shall be removed by the Contractor at no additional cost to the Government. The discharge end of the pipe shall be held at or near the bottom during placement operations to confine the material within the designated Area. A spreader shall be used at the submerged end of the discharge pipe to distribute the material evenly and reduce scouring.
Discharge in these Placement Areas shall be made over and beyond the crest of existing mounds of previous deposits. When the height of a deposit along the back or end limiting lines of discharge reaches an elevation of 2 feet above North American Vertical Datum of 1988 (NAVD88), the point of discharge shall be relocated within the Placement Areas as many times as necessary to permit uniform build-up of the Area to an elevation 2 feet above NAVD88. Then the Contractor may either construct containment levees with spillways around the perimeter of the Area as shown or it may move its point of discharge to another authorized Placement Area.
3.4.2.2 Open Water or Partially Emergent Unconfined Placement Area No. 125
The limiting lines of discharge denoting the Placement Area shall be prominently marked by the Contractor with conspicuous buoys or stakes at each corner. No material shall be placed outside of these limiting lines of discharge which define the Placement Area. Material deposited beyond these limiting lines of discharge shall be removed by the Contractor at no additional cost to the Government. The discharge end of the pipe shall be held at or near the bottom during placement operations to confine the material within the designated Placement Area. A spreader shall be used at the submerged end of the discharge pipe to distribute the material evenly and reduce scouring. Discharge in the Placement Area shall be made over and beyond the crest of the existing mounds of previous deposits. When the height of a deposit along the back or end limiting lines of discharge reaches an elevation of 2 feet above NAVD88, the point of discharge shall be relocated within the Placement Area as many times as necessary to permit uniform buildup of the Area to an elevation 2 feet above NAVD88. Then the Contractor may either construct containment levees with spillways around the perimeter of the Area as shown or it may move its point of discharge to another authorized Placement Area.
3.4.2.3 Beneficial Use Site A (BUS A)
The goal of dredge material placement in BUS A is to encourage the creation of marsh habitat through the provision of variable topography. Material
SECTION 35 20 23.16 45 Page 11 placed under this contract will be shaped by natural and manmade forces under future endeavors. The available discharge points shall be prominently marked by the Contractor with conspicuous buoys or stakes. The Contractor shall place the dredged material at the discharge points in a manner that protects the existing material and marsh vegetation from erosion and scouring, and that promotes rapid settlement of suspended sediments. A total of seventy-two (72) discharge points are available as shown, but not all of the discharge points may be used for this contract. If, during placement, discharge points are too close together to promote water circulation between finished mounds, the Contractor shall only use every other discharge point in an alternating fashion. In the event that the total dredged material from Section Nos. 1-3, in Schedule No. 1, and Nos.
11-13, in Option No. 1 (if awarded), cannot be placed into BUS A due to lack of placement area capacity, the remaining material shall be placed into Placement Area No. 123.
3.4.2.4 Beneficial Use Site B (BUS B)
The goal of dredge material placement in BUS B is to encourage the creation of marsh habitat through the provision of variable topography. Material placed under this contract will be shaped by natural and manmade forces under future endeavors. A total of one hundred twenty (120) discharge points are available as shown, but not all of the discharge points may be used for this contract. If, during placement, discharge points are too close together to promote water circulation between finished mounds, the Contractor shall only use every other discharge point in an alternating fashion. In the event that the total dredged material from Section Nos. 9-10, in Schedule No. 1, and Nos.
14-15, in Option No. 2 (if awarded), cannot be placed into BUS B due to lack of placement area capacity, the remaining material shall be placed into Placement Area No. 125.
3.4.2.5 Sidecast Retaining Berms
If Option No. 5 is exercised, the Contractor shall establish sidecast retaining berms as shown. In all cases, the retaining berms shall be constructed to template(s) shown to minimize transport of dredge material out of BUSs. Borrow material for berm construction shall be excavated from inside the identified cells and a minimum of 100 feet from the identified berm locations and from any existing vegetated and/or emergent areas within the BUS. The Contractor shall excavate to depths necessary for obtaining suitable borrow material. There are a number of planned water circulation openings along the identified retaining berms, as shown. All delineated existing marsh areas shall be avoided during construction.
3.4.2.6 Matagorda Ship Channel (MSC) Placement Area No. 3 (Sundown Island)
The Contractor shall notify the Corpus Christi Resident Office 10 days in advance of commencement of work at MSC Placement Area No. 3 to schedule an on-site meeting to discuss layout of pipelines, sequence of material placement, and control of discharge. The Contractor shall also contact Ms.
Iliana Pena, Audubon Society, at 210-913-9798 to coordinate MSC Placement Area No. 3 construction activities.
(1) Equipment, Pipeline, and Personnel. In addition to the required
SECTION 35 20 23.16 45 Page 12 equipment and personnel for dredge pipeline operations, the Contractor shall arrange for the following:
(i) Two (2) Contractor personnel to be on-site full time;
(ii) Appropriate equipment to meet the requirements of these specifications for placing material on Sundown Island (PA 3);and
(iii) The Contractor shall install two (2) operating Wye valves with cutoffs along the pipeline, as directed to accomplish the placement of material at the locations specified.
(2) Pipe Layout and Access Restrictions. The Contractor shall present at the on-site meeting the methods that will be utilized for accomplishing the specified placement requirements, including pipe layout and Wye valve locations and procedures for Wye valve operation and drainage of effluent from the site. One (1) Wye valve shall be located whereby it can be used to direct discharges of soft fines and water during pipeline washing to an approved location within the discharge corridor to minimize wash loss of previously placed sand. The second Wye valve shall be located along the sand placement line, where it can be used to shunt sand from one (1) discharge location to another as required to accomplish the specified placement results. No personnel or equipment will be allowed on the existing island or beyond the existing line of geotextile tubes, except for an area defined and staked during the on-site meeting.
(3) Discharge Locations and Sequence. The Contractor shall discharge dredged material in the general location shown in the contract drawings.
Specific discharge plans will be finalized at the on-site meeting. Control of Discharge. The Contractor shall utilize the Wye valve to direct sand to the discharge locations specified and to direct fines and pipe wash water to the approved discharge locations. The Contractor shall use a spreader or pocket pipe at the ends of the sand discharge pipes to reduce sand wash.
3.4.2.7 (AM#2)Placement Area No. 117A (Beach Nourishment)
3.4.2.7.1 Dredge-size Restrictions and Limitations
The Contractor shall not be permitted to use dredges larger than 20 inches in diameter on any part of the work. This 20-inch maximum shall be measured at the pump discharge flange, certified by the pump manufacturer, and with no modifications made to the pump. If the Contractor uses a dredge larger than 20 inches, a WYE will be required for all discharge operations in this Placement Area. Each leg of the WYE shall be the same diameter as the main discharge pipe. This discharge point of each leg of the WYE shall be fitted with a baffle or energy dissipater to promote settling of solids, unless otherwise directed. Both legs of the WYE shall be completely unrestricted, and shall continuously carry 50 percent of the flow. Additionally, the discharge point of a single pipe, for all dredges, will be fitted with a baffle or energy dissipater, unless otherwise directed. The dredge limitations and placement requirements are for preventing erosion of the beach or breaching of the adjacent bulkhead while promoting settling of dredged material.
3.4.2.7.2 Beach Placement Activities
The Contractor shall advance and relocate discharge end(s) of the discharge pipe as often as necessary, or as directed, to prevent erosion or overloading of beach areas. The Contractor shall take the necessary precautions to avoid mounding the deposited material higher than the adjacent bulkhead. Mounds or areas that are over built shall be graded to
SECTION 35 20 23.16 45 Page 13 the required finish template before acceptance. The material to be dredged from Section No. 17 shall be transported and deposited into Placement Area No. 117A to the lines, grades and the typical cross-section shown. No construction equipment, pipe or personnel will be allowed within the limits of adjacent wetlands to the South and East of the Placement Area. The discharge limits shall be prominently marked by the Contractor with conspicuous buoys or stakes at each corner. The existing concrete bulkhead shall be marked at each corner of the Placement Area with stakes and flagging adjacent to the structure. Material shall be deposited and shaped to the limits and grades shown to re-nourish the existing recreational beach. Clay balls deposited shall be removed by he Contractor and disposed off-site using an approved method. No material shall be discharged outside of the corridor without approval. Material discharged outside of the corridor without approval will be removed at the Contractor's expense.
The discharge into Placement Area 117A shall be deposited along two (2) lines of discharge. The first line shall be approximately 50 feet from the bulkhead and parallel to it, terminating 50 feet from the northern edge of the Placement Area boundary. The second line shall be approximately 150 feet from the bulkhead and parallel to it, terminating 50 feet from the constructed pier. Unless otherwise directed, the Contractor shall begin discharge on the north side of the groin structure, approximately 50 feet from the bulkhead and proceed to place material as specified, along the first discharge line. Upon completing placement along the first line for the entire length of the Placement Area, the Contractor shall then move the discharge pipe to the north side of the groin structure, along the second line, and proceed with placement toward the north, as specified. In placing material along the second line, the Contractor shall ensure that discharge is sufficient to construct the full beach cross section, up to 100 feet from the constructed pier. The final 50 feet of the second line of discharge should taper back to the material deposited by the first line of discharge. This is to limit the amount of material deposited underneath the pier.
The Contractor shall take the action necessary, including using WYE connections and multiple discharge pipes, to construct the full template during the second pass. If necessary, a third line may be located approximately 200 feet from the bulkhead and parallel to it, terminating 100 feet from the constructed pier. The Contractor shall use a spreader or pocket pipe at the ends of the discharge pipe as necessary to retain the fill. The Contractor shall advance the discharge points along the lines of discharge as often as necessary so that the top of the finished mounded material will be no higher than 1-foot below the top of the bulkhead.
After an initial quantity of fill becomes emergent and as the work progresses, temporary dikes or mounds shall be constructed as necessary to aid in retaining additional fill. Upon completion of all filling operations, the fill shall be graded and dressed so as to eliminate un-drained pockets, abrupt humps and depressions. The Contractor shall make every effort to spread the material to a uniform elevation. A tolerance of 0.5 of 1-foot above the prescribed berm grade and slopes, above the wave zone, will be permitted in the finished surface. The bank caused by wave forces shall be graded down to a slope not steeper than 1 Vertical to 20 Horizontal. Construction references including stakes and flagging shall be removed after filling operations are complete.
3.4.2.7.3 Protection of Existing Structures
Existing signs, buoys or other structures within the work lines shall be
SECTION 35 20 23.16 45 Page 14 protected or removed and later replaced by the Contractor as directed. The Contractor shall exclude the public from the work areas in the immediate vicinity of the dredging, transporting and placement operations. The Contractor shall prevent public access to the discharge ends of the pipeline. The Contractor shall erect, maintain and relocate as often as necessary, a restrictive barrier around the discharge of the hydraulic pipeline. The Contractor shall post conspicuous signs stating "DANGER HIGH PRESSURE DISCHARGE - STAY CLEAR". The Contractor shall have a safety person on site until beach nourishment activity is completed. The safety person shall maintain radio communications between the dredge and the beach filling operations continuously. Enforcement shall be the Contractor's responsibility, shall be coordinated with the local enforcement agencies, and will be subject to approval.
(1) Beach Surveys. The existing concrete bulkhead shall be utilized as the beach baseline. The Contractor shall take crosssections at 100 foot intervals as a minimum, before and after completion, for acceptance. A copy of the surveys shall be submitted promptly.
(2) Care of Existing Structures. The Contractor shall adequately protect groins or jetties as necessary to prevent damage by the Contractor's pipelines. The Contractor shall exercise caution while working in the vicinity of the existing wooden pier. Fill operations shall be performed using a method that will evenly distribute any material deposited under the pier without causing damage. Advanced pipe shall be carefully laid under the pier to reach the beach fill area located on the north end of the beach. The Contractor shall be responsible for damage caused to the existing pier and to other structures existing in this area.
3.5 PRESERVATION OF PUBLIC AND PRIVATE PROPERTY
3.5.1 Damages
Fences, roads, ditches, private or public grounds, and other structures or improvements damaged as a result of the Contractor's operations herein specified shall be repaired or rebuilt by and at the Contractor's expense.
The areas used by the Contractor in laying and maintaining pipelines shall be restored to the same or as good a condition as existed prior to commencement of the work. Upon completion of the work, the ends of culverts shall be fully closed with wooden bulkheads and trenches and bank cuts shall be backfilled to original ground level.
3.5.2 Accountability and Restoration
Preserve and protect the existing informational and directional signs, camp facilities, water wells and tanks, station markers, mile markers, and mooring piles which have been established along either bank of the Waterway within the reaches of the dredging operations covered herein. The Contractor shall be accountable for and will be required to replace or restore at its expense the signs, camp facilities, water wells and tanks, markers, and mooring piles damaged or destroyed as a result of dredging operations herein specified.
