About this file

This file contains details for a federal solicitation seeking proposals for the purchase and installation of three radomes. Key requirements include contractor-designed radomes with a minimum height of 250 inches to house trailer-mounted antennas. The outline drawing for antenna dimensions was not provided. Acceptable materials for the radome include those with a wind rating of at least 70-80 mph. The radomes will be shipped to Fort Carson, Colorado for acceptance testing before being transported by the government to a forward location in Romania. The contractor will be responsible for installation at the specified location in Romania once the radomes arrive. Proposals are due by the date listed in the solicitation, with the intent to award a contract for the purchase and installation of three radomes meeting the requirements outlined.

Text version

Attachment 1, 1.a indicates "Radome size to be contractor designed and defined to adequately house trailer mounted antenna with deployed dimensions shown in the outline drawing attachment. (250 inch height minimum). The outline drawing attachment was not included with the released solicitation. Will the Government please provide the outline drawing attachment? dimensions included in conceptual diagram posted in the SAM.gov post (Attachment 3)

The Government is requesting a vestibule with one 11' x 11' roll up type stowed trailer access door. A rollup door will have a low wind rating (approx 70‐80 mph). Is this acceptable? If not, would an outdoor swinging door, with higher wind rating, be acceptable? 70‐80 mph is acceptable

Attachment 1 Requirements Document, section 1.c. indicates "Radome material shall have <2.0 dB transmit loss at UHF through Ka‐bands (0.3 to 40 GHz). The radome will not have straight line performance. It will have peaks and valleys. Are there specific frequencies that take priority? No priority in frequencies.

Section 2.5.4.1 of the solicitation indicates "all contractor personnel performing work under this SOW on‐site at Government facilities shall be U.S citizens. Can you confirm this also applies to the civil construction scope (earthwork, concrete, electrical power etc.) or can those workers be non‐US Citizens who are English‐speaking (especially, if escorted by personnel with CACs)?.; SOW edited to reflect “shall be able to obtain base access”

Can the work be quoted in phases to allow a site visit to inform the civil and installation requirements? If not, can the estimate be prepared after a site location is provided? There is too little information available to inform the price currently; cannot be quoted in phases‐location Mihail Kogălniceanu, Romania (MKAB)

Are these radomes being installed at the same site (i.e., one earthwork effort) or in separate sites, each of which will require civil scope and utilities connection? They are being installed at the same site

(MKAB).

What is the soil condition and site slope? Please provide actual or assumed geotechnical and soil information (Soil bearing capacity, soil properties, rock, groundwater, etc.). It is currently a field with weeds with little to no slope; concrete slab will be poured by Government (per contractor design, i.e.

dimensions/thickness)

Is any clearing or grubbing of vegetation required or is the site already open? NO, see answer to previous question

When will the Govt provide civil scope with details and quantities of earthwork? If this information is not available, can a site visit be arranged to evaluate site conditions?‐provided in previous question re: soil condition/slope

Is an access road to site already established or is building this road part of the SOW? If road‐building is required, what is desired width, length, and road base material? There is an access road already established on two sides(North and East) of the site.

What is the distance to nearest electrical power source for tie‐in? The nearest electrical power source far from the site. Generators will be necessary until shore power is established by the Government due to the distance.

Can non‐US citizens support the civil works effort (earthwork, etc.)? with base access/escort

Attachment 2, Section 2.5.4.3 indicates personnel must be escorted. Radome Services has personnel with Secret clearances and/or CACs. Does this eliminate the need for Government escorts? If so, can we escort other employees or subcontractors who do not possess a Secret Clearance or CAC in order to expedite access to work site and accomplishment of work?; the Government will provide escorts 24/7 as needed

Attachment 2, Section 2.9 specifies compliance with federal, state, and local regulations. Will US OSHA safety certifications be sufficient or will the contractor be required to obtain local or international safety certifications? Researching‐TBD. Will provide answer prior to delivery to location

Attachment 2, Section 2.9 specifies compliance with federal, state, and local regulations. Does the

Government anticipate the Contractor needs to provide a Soil Erosion and Sediment Control Plans or obtain permits associated with EPA, NFPA, or NEC? If so, please specify the permits required;

Researching‐TBD. Will provide answer prior to delivery to location

Is there a source of water onsite that will allow us to perform leak testing to ensure radomes are sealed prior to sign off? If so, what is the approximate distance to radome installation site? Currently, There is no water source on site and the nearest water source is quite the distance away. Recommend coordination with base fire department to use water for a leak test or find another source of water to be delivered on site.

Is there a source of water onsite that will allow us to perform leak testing to ensure radomes are sealed prior to sign off? If so, what is the approximate distance to radome installation site? Currently, There is no water source on site and the nearest water source is quite the distance away. I would recommend coordination with the fire department to use water for a leak test or find another source of water to be delivered on site.

Does the Government anticipate contractor will be receiving information classified above CUI in electronic format? NO

Attachment 2, Section 1.2. Please clarify if pouring concrete or graveling of the antenna pad/base/floors is required and what is the load of the equipment of the floor. There will be concrete poured once approved by the ministry of defense. Gravel or AM2 matting will be used as a place holder until a more permanent site is established. Once weights are given for the JOPES request we can add everything up that will need to be on the pad(s).

Will a Romania Building Permit need to be obtained from the municipality and/or Ministry of Defense in order for work to proceed? For concrete, the ministry of defense will need to sign off. Everything else unsure at this time but does not seem to be an issue for gravel

Does the foundation design need to be provided in English only or both English and Romanian? Is a

Romanian designer required?; English; NO

Will there be Government review periods for design and product submittals? If so, what is the schedule for review? design and products will be reviewed as part of the evaluation process prior to award

Must civil and concrete/structural work meet US standards or do Romanian standards apply? Is this work exempt from VAT and import duties? TBD. Will provide answer prior to delivery at location

Is it possible to conduct a site visit or potentially break this work into phases so that we can price the radomes first (based on a conceptual plan) and then provide price on civil site prep and installation once a location can be shared? I understand the location may need to be protected, so this could be a challenge. Please let me know what is possible.

SITE WILL BE PREPPED PRIOR TO DELIVERY/INSTALLATION OF RADOMES; LOCATION IS MKAB
