SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

ANSWERS TO RFIS

CERFP Exercise - Responses to Requests for Information

1. Per Section 4 CFE - it states "toilets" are to be provided, yet Tech Exhibit 7.4 states onsite resources include...e) Toilets: Port-a-potties - YES.

-Toilets/Port-a-potties are to be provided by the government and are not required by this contract.

2. Does the contractor need to provide a forklift for SCVS reset?

-A forklift will NOT be provided by the government. The contractor will need a forklift to move slabs and/or training props around the site for training each day. Government representative on site each day will determine if props need to be moved or adjusted, as a result daily coordination is required.

3. Will concrete slabs need to be emplaced as part of the preparation and/or reset of the SCVS?

- Concrete slabs are available for use at the site already, but must be replaced by the contractor following the training exercise.

- Concrete slabs are not currently in place for training and will need to be moved to the government representative’s desired location prior to the start of the training exercise.

- Approximately 15 Slabs of concrete are expected to be moved/replaced over the entire 3-day period.

4. Please define the requirements for the Lumber Kit.

Lumber Package:

a. 24x – 4”x4”x10’ Wood

b. 11x – 2”x4”x10’ Wood

c. 3x – 2”x6”x8’ Wood

d. 2x – 3/4 Plywood Sheet

e. 2x – 500 Box 16D Nails

f. 1x – 500 Box 8D Nails

5. Per Section 5.3 - Task 3 - the task title states..."Real World Medical Support" but no mention of the exact requirements. Please advise if Advanced or Basic Life Support is required for this training. If yes, which level of support, ALS or BLS and days and hours of support?

-Real world medical EMS is not required by this contract. Standby EMS will be provided by another vendor in case of an emergency on site during training. “Real World Medical Support” in the title for Section 5.3 was a mistake, Section 5.3 is intended to explain requirements for Moulage/Manikins/Role Players only.

6. Per Section 5.6.1.2 - it contains the language, "(if required)", in reference to providing 3 SMEs. Please confirm these SMES are required.

-3 SME’s are required to assist with S&E service members.

-The venue will not support a collapsed structure or training on a collapsed structure.

-The 3 SME’s are intended to assist in the skillsets listed in 5.6.1.3. Most S&E training will be preliminary, to include tool instruction, breaching and breaking slabs, shoring, etc.

7. Please provide a Map of the SCVS training area to include RP parking and the "fixed" moulage site. Also, please provide distances between each area so Offerors may determine proper transportation requirements.

-See attached. Distances between Moulage Site / Parking / Rubble pile are projected to be no more than 150 yards.

8. How many manikins are required by the contractor?

-10 manikins will be required of the contractor.

9. Is the contractor required to fabricate any breaching slabs? Or will cured breaching slabs already be in place on site?

-Refer to answer to question 3.

10. Is there a Lumber pack requirement for the contractor?

-Refer to answer to question 4.

11. The PWS requires only one moulage artist. Can the government confirm that this is all they are requiring to support 50 daily casualty role players?

The contractor is required to support 50 daily casualty players, anticipate 25 role players requiring moulage each day.

12. Can the government confirm that the contractor does not have to provide forklift or other heavy equipment and that this will be provided by another contractor?

-Refer to answer to question 2.

13. Can the government confirm that there is no building/structure available for role player player operations and the contractor will be required to provide tentage, tables/chairs, and air conditioning?

-There are no facilities or buildings at the training site. Tents, tables, chairs and AC will not be provided by the government.

14. Is there a real world ambulance requirement on this contract?

-No, the Government will provide real world ambulance and EMS support.

15. Can the government confirm if porta-johns for the role players and staff will be provided by the government?

-Refer to answer to question 1.

16. Can the government confirm how “relevant past performance” will be defined an applied in the proposals and the award selection?

-Relevant past performance will be defined as exercises similar in scope performed by the contractor. Please provide brief summary of exercises, dates, requiring activities, number of participants, contract numbers, and award amounts.

17. Can the government confirm how many Prime past performance CERFP exercises will be required to determine acceptable past performance?

-The contractor can submit descriptions of up to 5 exercises previously performed.

18. Can the government confirm if this will be a BEST VALUE TRADE OFF award selection?

This contract will utilize best value criteria. Refer to the evaluation factors stated in the solicitation. 52.212-2 Evaluation- Commercial Items

19. Will there be any mandatory meetings with the unit personnel or evaluators on 13 April, the day before STARTEX, for any of the contractor personnel. If so, who is required and when and where will these meetings be?

-Attendance on 13 April will be required by the contractor’s lead representative at a minimum. The location will be at the training site.

-The government only expects to coordinate the training event and give a concept of operations brief on 13 April.

This includes setup locations for contactors, expectations for where training aids are to be placed, and any preliminary information for trainers/evaluators.
