About this file

This is a Questions and Answers document for federal contract opportunity W9124V-26-R-A001, addressing clarifications on proposal submission requirements for an architectural/engineering (AE) firm solicitation.

The document clarifies three key areas. First, regarding SF 330 Part I submissions, resumes and projects may be up to 2 pages in length each, with Page 11 of the solicitation updated for consistency. Second, for Criteria A, the 9 highlighted disciplines require at least one resume per discipline, with the option to submit multiple resumes per discipline without exceeding the 75-page limit for Part I; resumes are not required for personnel outside these 9 disciplines. Third, concerning Cybersecurity Maturity Model Certification (CMMC) requirements, Level 1 (self-certify) is anticipated as the baseline requirement, with potential for Level 2 (self-certify) depending on specific Task Order requirements. CMMC certification status must be achieved at time of award per DFARS 204.7502, with detailed requirements to be provided in the RFP phase through provision 252.204-7025.

No. Questions Answers

1. SF330 Part I (E) Resumes & (F) Projects – on PDF page 2, paragraph 6 and PDF page 4, paragraph 2 of the solicitation it is noted that 2 pages per resume and 2 pages per projects are permitted, on PDF page 11, paragraph 7 of the solicitation it notes only 1 page per resume and 1 page per project, please clarify if we are allowed 1 or 2 pages per resume and project.

Resumes and Projects may be up to 2 pages in length each. Page 11 has been updated to reflect 2 pages for consistency.

2. Per the Solicitation PDF page 3, paragraph 11: “Resumes (Section E of SF 330) must be provided for all disciplines, including consultants. In the resumes use the same discipline nomenclature as is used in this announcement and place them in order of the above criteria."

a. To clarify, is the expectation that resumes are only presented for the 9 highlighted disciplines or are resumes required for the entire org chart presented (as the Team would be larger than the list given for sub-criteria); Additionally, if they are not required for everyone, can we provide more than the 9 resumes if we do not exceed the 75-page limit for Part I?

Criteria A- the 9 disciplines are required with at least one resume per discipline. More than one resume may be submitted for each discipline. Resumes are not required for personnel outside of the 9 disciplines.

Can you please provide DOD expectations regarding CMMC requirements for AE firms on this contract?

a. Is there a particular level that both prime and subconsultants need to be at?

b. If so – is the expectation for consultant(s) to be at that level by the proposal response period? As you are likely aware – there are considerable delays in the certification process due to limitations on available CMMC auditing firms.

CMMC requirements will be detailed in the RFP phase through provision 252.204-7025.

a. It is anticipated that Level 1 (self-certify) will be required, with a potential for Level 2 (self-certify) depending on the specific Task Order requirement.

b. CMMC certification status shall be met at time of award (ref DFARS 204.7502).
