About this file

This is a Questions and Answers document for solicitation W9124V-25-R-A002, addressing inquiries about a Name, Image, Likeness (NIL) marketing contract for the Montana Army National Guard (MTARNG) involving University of Montana athletes. Key clarifications include that athletes must wear MTARNG-provided hats and contractor-provided branded sweatshirts, share one positive social media post monthly, participate in a "Day in the Life" event at Fort Harrison via helicopter transport (6-8 hours), and attend a 2-hour leadership symposium.

The document clarifies that this is a small business set-aside (not WOSB) with monthly invoicing permitted, requiring athletes to be contracted within 21 days of award. The contract involves social media analytics tracking, event participation within 50 miles of location, and interaction with MTARNG recruiters. The solicitation is confirmed as an RFP, with each contract (UM and MSU) being independent, though a single contractor could be awarded both. The primary objectives are building social media presence, attracting potential recruits, and increasing brand recognition.

No. Questions Answers

“Athletes will wear MTARNG Branded apparel.” Can you define this more? As part of the social media campaign in a picture only? On campus X days per month? What specifically are you asking of the athlete?

The MTARNG will provide hats to the athletes chosen. The awardee will be required to purchase Sweatshirts for the athletes with the MTARNG Logo and school related logo. 5.1.3 specifies when the apparel shall be worn.

"Athletes will share 1 MTARNG social media post per Month" I am assuming this is on their social media feed with the requisite followers that has qualified them to be a MTARNG sponsored athlete. Are there any requirements to reference MTARNG in a positive statement required?

The athletes will share an already created social media post. This should always be positive in nature.

No negative comments or statements should be made about the MTARNG.

3 5.1.5 – What does this mean? Does this mean they have to be contracted with by then?

5.1.5 is self-explanatory; Athletes shall be contracted and a photo shoot scheduled within 21 days of contract award.

5.1.6 – This language is too loose. What kind of events (on what days) and what is their responsibility at that event? We must to reference 5.1.5 include in the contract the dates and time they will be required to attend (said events) and what their attire should be and how they should respond to any press that might be there.

The events will be determined during the course of the contract. They will be within 50 miles of location and typically involve an event where high school or the public will come. Their responsibility will be to interact with the crowd and help draw people to talk to the MTARNG Recruiters. The apparel is outlined in 5.1.3, or will be provided by the MTARNG if other specific attire is required. Contractor will work with MTARNG to determine events and be given ample time to coordinate the requirement.

5.1.7 – Same line of questions as to 5.1.6? What is the Day in Life event and how many hours of their time will it require? What is their attire and what will they be doing?

Refer to 5.1.7 for your answer; transportation to Helena, Montana and Fort Harrison will be via helicopter. They will participate in predetermined Army events to see what a day in the life of a soldier looks like. They will then be required to post about event. Event will be 6-8 Hours and then they will be flown back. Attire is outlined in 5.1.3, or will be provided by MTARNG if it is outside of the sweatshirt provided by the contractor.

6 5.1.8 – Same questions as the two above.

Refer to 5.1.8 for your answer; Leadership symposium will consist of high school student and teachers from across the State of Montana coming together and meeting at a specified location to talk about leadership and resiliency. Symposium will be no more that 2 hours long and transportation will be provided. Civil leaders will be required to talk about their leadership roles through sports and life experiences and how they have overcome obstacles.

7 Will these two contracts be awarded independently, or is there an opportunity for a single contractor to be awarded both contracts?

Each solicitation is its own requirement and contract. It is possible to be awarded both contracts

Could you please confirm the primary focus of these NIL marketing campaigns? Are they specifically aimed at student recruitment, public awareness, or other objectives?

Refer to PWS 1.1.1 and 1.2; Those are the main goals. Building our social media brand, drawing interest to potential recruits and brand recognition.

If the same contractor is awarded both contracts, would the MTARNG encourage collaborative efforts or shared strategies between the University of Montana and Montana State University campaigns?

Each contract stands on its own, and has its own requirements.

Is the budget for each solicitation independent, or is there flexibility to reallocate resources between tasks or events to optimize outcomes?

The contracted award amount will be for all requirements contained in the PWS.

Per the solicitation NAICS code of 541810: This NAICS code is listed on the SBA's Eligible NAICS for the Women-Owned Small Business Federal Contracting Program. Would the Government consider updating this requirement from a Small Business Set-Aside to a Women-Owned Small Business (WOSB) Set-Aside?

No.

The solicitation contains references to both "Request for Proposal (RFP)" and "Quote Submission Instructions." Please confirm whether responses should be submitted as quotes or as proposals.

The solicitation is a Request for Proposal (RFP).

Regarding payment structure: Would the Government consider implementing monthly invoicing to support small business cash flow management?

Yes.

Regarding the Day in the Life event at Fort Harrison: a. Will MTARNG provide transportation for civil leaders? b. How will scheduling accommodate academic calendars and athletic commitments?

The MTARNG will fly the athletes via helicopter to the event. Scheduling will consider conflicts with sports or academics to maximum extent practical.

Regarding performance measurement requirements: a. What specific metrics will be required in monthly reports? b. What documentation will be required for event participation?
