LIMITED SOURCE JUSTIFICATION FOR HELICOPTER FIREFIGHTING
BUCKETS
1. IDENTIFICATION OF AGENCY AND CONTRACTING ACTIVITY: This is a Limited Source Justification Document. The requiring activity is Army Aviation Support Facility (AASF). The contracting activity is USPFO for Montana, Purchasing & Contracting, Fort Harrison, Montana.
2. NATURE/DESCRIPTION OF CONTRACT ACTION: This acquisition is conducted under the authority of the Multiple Award Schedule Program (Title III of the Federal Property and Administrative Services Act of 1949 (41 U.S.C. 251, et seq.) and Title 40 U.S.C. 501, Services for Executive Agencies). This is a limited source action to be awarded as a delivery order under an existing General Supply Agency (GSA) Multiple Award Schedule (MAS) GS-
GS-07F-0308Y.
3. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES: SEI Industries (Bambi) provides AMCOM approved aerial firefighting equipment for the CH-47 and H-60 Army helicopters. These include Bambi Max BBX5566 buckets and HL7600TVP (Tarantula Valve and Powerfill). The Powerfill equipment enables water extraction from shallow water sources that the legacy buckets will not fill in. This greatly enhances statewide coverage and increases efficiency. Accompanying the purchase of these buckets it requires ground support mobility equipment to physically move the bucket and a 100 foot suspension line and cable assembly to operate the bucket. The Bambi Max (BBX5566) bucket provides a controllable valve allowing maximum water delivery capacity based on aircraft performance rather than the smaller amount of water based on the worst case power level that the legacy buckets demand. This capability not only vastly improves water capacity, but also enables multiple drops from one bucket load unlike the all or nothing drops from the legacy buckets.
4. IDENTIFICATION OF THE JUSTIFICATION RATIONALE AND/OR
DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS: The statutory authority which permits restricting consideration of schedule contractors to fewer than that required in FAR 8.405-2 is 41 U.S.C. 251, as implemented by FAR 8.405-6. Specifically, competition for this acquisition is waived based on criteria cited in FAR 8.405-6(b)(1) – only one source is capable of responding to the unique nature of work.
The only approved firefighting bucket per 59156C-AWR-CH-47F-Bambi Bucket-5 Oct 15 with this capability for the CH-47F is the HL 7600TVP. Additionally to physically support and transport the buckets we need to procure the ground support mobility sled as well. Due to the unusual size dimension and mission design it is critical that the SEI specifically designed

mobility sled is used; to prevent damage to the buckets. To operate the Powerfill bucket it requires a suspension line and cable assembly. This is only a separate cost due to customers’ preference on length of the long line. The MTARNG and the supported agencies recommend a minimum length of 100 feet for CH-47 Bucket operations due to extreme rotor wash effects for ground crew fire operations. For the H-60 the only aerial firefighting bucket that meets the requirements of AWR 1670 UH/HH-60 SEI Industries Water Buckets14 SEP 17 in the proper size is the BBX5566.
5. DETERMINATION OF THE BEST VALUE: GSA has already determined the prices of the schedule contracts to be fair and reasonable. SEI Industries LTD has completed several identical or similar orders in the recent past. USPFO for Montana, Purchasing & Contracting will determine, using the procedures in FAR 8.405, that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government's needs. The contracting officer may, also, seek additional discounts before placing the order.
6. DESCRIPTION OF MARKET RESEARCH: Market Research was performed on 8 October 2017 IAW 59156C-AWR-CH-47F-Bambi Bucket-5 Oct 15 and AWR 1670 UH/HH-60 SEI Industries Water Buckets revealing that the government’s minimum needs can only be met through SEI Industries and by the Acquisition of the above listed items without substitution.
7. ANY OTHER SUPPORTING FACTS: Supporting facts are provided in 59156C-AWR- CH-47F-Bambi Bucket-5 Oct 15 and AWR 1670 UH/HH-60 SEI Industries Water Buckets 14
SEP 17.
8. ACTIONS TAKEN TO REMOVE BARRIERS TO COMPETITION: No barriers to competition due to 59156C-AWR-CH-47F-Bambi Bucket-5 Oct 15 and AWR 1670 UH/HH-60 SEI Industries Water Buckets14 SEP 17 and specific design requirements.
9. CONTRACTING POINT OF CONTACT: The point of contact for this justification is Adam D. Sackman at (406) 324-3407 or adam.d.sackman.mil@mail.mil.
