MEMORANDUM FOR USPFO ATTN: MAJ Baldwin, Contracting officer
SUBJECT: Performance Work Statement for the Montana High School Association advertising contract.
1. Purpose: The Montana Army National Guard Recruiting and Retention Battalion seeks to be the sole proprietor and partner with the Montana High School Association “State Extra Curricular
Programs,” the “Academic All-Team Program,” and to be the official DoD advertising partner with the
Montana High School Association. The Montana Army National Guard would also like to continue as the primary partner in the “Aim High” program that teaches Leadership and Character development.
These programs allow the Montana Army National Guard to advertise to the Target Market High School athletes throughout the school year. These programs are designed to increase the Montana ARNG End
Strength to 2626 in FY 2017 and beyond. This program will require lead-in time for high schools to nominate teams for Academic All Team awards and the MHSA to find vendors to make all of the State
Athletic programs.
2. Scope:
a. Athletic Programs: The Montana Army National guard requires that the MHSA provides athletic programs to each participant and are available to people as they walk thru the door.
They will contain the Montana Army National Guard Advertising strategy on the back of each program. This will be a full page advertisement of the MT ARNG. This will be provided to each athlete during the “State” level athletic events; Basketball, cross country, golf, Track and Field, Choir, Band, Speech & Debate and volleyball. This will target
10,000 athletes and students across Montana.
b. Academic All team Awards: MHSA’s Executive Director shall notify all administrators that are MHSA member schools at the beginning of the school year of the details of the
Academic All-Team Program and MTARNG’s involvement with the program. MHSA acknowledges MTARNG shall be entitled to announce, to advertise or to promote the
Academic All-Team program in any way MTARNG deems appropriate. MTARNG will be listed as the partner of the Academic All-Team Program on the MHSA website with a link to any websites that MTARNG deems appropriate. (www.montanaguard.net) MTARNG will have the opportunity to display table tents (provided by MTARNG and displayed by
MHSA) promoting the Academic All-Team Program at various MHSA (at all MHSA events where applicable) events as approved by the MHSA Executive Director.
c. Booth Space: The MHSA shall provide opportunities for the MTARNG to be present at the following events to recruit student athletes. (State Volleyball All-Class, State Basketball
Class B Boys and Girls, State Wrestling All-Class, and Track and Field AA, A, B, C) This space will be at least 15’ x 15’ in size.
d. The Montana High School association shall provide a link on their website to the www.montanaguard.net.
e. Athletic Passes: MHSA will provide a MTARNG-partnered souvenir State Event
Credential to each participant, coach, cheerleader, official and worker (when applicable) at every state event. MTARNG will work with MHSA to design appropriate artwork representing both parties. MTARNG will provide lanyards for each credential.
Approximately 8,000 credentials will be distributed.

The program includes 7 live workshops for students and adult staff, which are presented throughout the year at various sites around the state. The MTARNG will attend all workshops conducted and will present benefits about the MTARNG and the importance of Leadership. MHSA will produce a
MTARNG-partnered video (MTARNG RRB Commander will have a 120 second interview and 60 second Public Service Announcement) to be used by MHSA member school districts to provide the AIM Higher Program messages to all students. The video will have the potential to reach approximately 27,000 high school students. That is a total of at least
27,000 impressions.
g. MHSA will provide MTARNG promotional announcements to be played several times during each Montana state event broadcast on the NFHS Network, which include each football state championship game (5 games), the entire state cross country meet, volleyball state championship games in each of the four classifications, soccer state championship games in both classes, every game from each state basketball tournament - 96 games total, the finals for state wrestling, both days of the state swim meet, both days from each state track and field meet and the third place and championship games from each of the three state softball tournaments.
3. Expected Outcome: The Montana Army National Guard will establish rapport and credibility by being the proponent of an all academic program in each sport and class of all high school sports. The recruiters and members of this community will also be able to be in front of 7,500 student athletes and be exposed to over 42,000 engagements through the “Aim High” and presence at the State Athletic events.
