About this file

Technical Exhibit 4 is a Standard Operating Procedure (SOP) for sewage disposal at Laguna Army Airfield (LAAF) for the U.S. Army Yuma Proving Ground (YPG) and Yuma Marine Corps Air Station (MCAS). The document outlines detailed procedures for portable sanitation unit (PSU) contractors and wastewater operators when disposing of sewage, including routing sewage through a debris collector, cleaning bar screens, maintaining logs, and handling potential hazardous materials. Specific responsibilities include filling out log sheets, wearing personal protective equipment, properly disposing of trash, and ensuring proper drainage and containment of waste.

The SOP assigns specific roles to PSU contractors, MCAS personnel, wastewater operators, and YPG Environmental Sciences, with each party having distinct responsibilities such as reporting flow rates to the Arizona Department of Environmental Quality (ADEQ), inspecting the dump station monthly, and ensuring proper waste management protocols. The document emphasizes cleanliness, safety, and systematic waste disposal processes, with provisions for communication, training, and ongoing monitoring and review of the procedures.
