Contracting Officer’s Overview of Request for Proposal W9124R‐24‐R‐0004 for Yuma Proving Ground Mission Test Support Services
Dear Prospective Offerors, Thank you for attending the Industry Day in December. The answers to your questions are posted. Many questions asked about the acquisition timeline. The current contract ends March 31, 2025. My planned acquisition timeline:
• April 1, 2024 – Request for Proposal (RFP) release
• May 9, 2024 – Proposals due
I appreciate your open and candid communication at Industry Day and in response to our previous requests for information under Contract Opportunity number PANMCC23P0000010518 on SAM.gov. Please continue to provide your feedback as you review the revised draft PWS and proposed small business subcontracting goals posted with this letter. Industry feedback is important to ensuring the Government’s requirement is clear and realistic.
For draft PWS comments, please use the posted Excel file to help me organize all the inputs. The small business subcontracting goals is one sheet that shows the Government’s proposed goals, a place to input Industry suggested goals, a place to explain the rationale for the suggested goals, and a place to provide input on the sections of the PWS that could be subcontracted to small businesses.
The RFP will have PWS attachments. However, I am still working on finalizing the draft attachments and did not want to delay releasing the revised PWS. As attachments are updated, I will release them to SAM.gov. I plan to release a draft RFP and will ask for your assistance reviewing the document and submitting comments.
Another common theme in the questions, request for technical data. Due to the sensitive nature of this requirement, certain data cannot be released to Prospective Offerors. I assure you that all known modernization efforts and tasks are included in the draft PWS.
I also plan to provide suggested labor categories and government estimated hours per labor category to be completed as part of the Cost Proposal.
Before working for the Army, I was a proposal writer. To answer the other questions I know you have but were not asked, I plan to award a single award, indefinite-delivery/indefinite-quantity contract with a seven (7) year total contract period of performance.
As a reminder, anything stated here or in the draft documents is subject to change. The Government’s final requirements are always in writing and you must follow the RFP.
