Question 1: How many times will the balloons be delivered in a year? Is it acceptable once a year?
Answer 1: This is an Indefinite Delivery/Indefinite Quantity (IDIQ) type contract where the number of deliveries and the total quantities are unknown. The only thing is guaranteed is the minimum guarantee amount and the maximum amount.
Question 2: Is imported products (from China) acceptable?
Answer 2: American Made products are preferred but imported products from countries where Trade Agreements are available are acceptable. Please see Federal Acquisition Regulation Part 25 for further information. China is not a under a Trade Agreement therefore further legal review will be required to determine if it is acceptable.
Question 3: Can you provide the last awarded unit price or your budget for this bid?
Answer 3: The unit prices cannot be provided however, we can provide the total award amount, if requested.
Question 4: Will I need to have available 23,250 weather balloons in stock ready for shipment, in specific quantities, although the order quantity may never reach that total amount during the specified five year time frame?
Answer 4: As this is an Indefinite Delivery/Indefinite Quantity (IDIQ) type contract, the exact quantities and delivery dates are unknown. The Government and only guarantee the minimum guarantee amount as well as the maximum amount for the entire ordering period. There was an estimated yearly quantity indicated, but as referenced, it is only an estimate. Please see FAR clause 52.216-19 of attachment 2 for additional information.
