STATEMENT OF OBJECTIVES (SOO) --- DRAFT

VIBRATION CONTROLLER MAINTENANCE/UPGRADE

C.1. SCOPE

The work required includes furnishing materials and labor required to maintain and repair seven Yuma Test Center (YTC) Data Physics DP700 series vibration controller/data acquisition systems. The control systems each contain proprietary Data Physics hardware and software. The vibration controllers interface with multiple vibration test systems to support laboratory vibration testing and data acquisition. The controllers are required for the evaluation of test item performance, reliability, and safety. This contract supports only the Data Physics vibration controllers, not the complete vibration test system, associated facility test equipment or buildings. The upgrade requirements apply to both the DP700 and auxiliary hardware to meet the complete system performance requirement. Peripheral hardware for each system (display monitor, keyboard, cables, and hand operated pointing devices) are excluded from the maintenance and repair requirement.

The base contract is a period of one year from the date of contract award. The annual contract renewal is an option for four additional years. In addition, the SOO defines equipment upgrade requirements. The contractor shall notify the YTC contracting office if additional work is required beyond the SOO to meet the maintenance and upgrade objectives. The contractor may propose additional maintenance or upgrades for evaluation.

C.2. MAINTENANCE

The maintenance and repair work shall consist of contractor support to maintain the equipment in operational condition. Equipment repairs shall be completed at the contractor facility. The support shall include all materials, parts, and labor. The contractor shall supply all diagnostic test equipment necessary to accomplish the work. All equipment is presently operational.

C.2.1 HARDWARE The contractor shall provide repair of equipment within 5 days of receipt, or an agreed repair period. Documentation of repairs shall include identification of equipment failures, parts replaced, and NIST traceable recalibration of the repaired system. Contractor support shall include diagnostics by telephone for equipment problems, and software upgrades or hardware replacement when required to resolve operational problems. The contractor shall provide written documentation of the calibration, maintenance or repairs performed, and the parts replaced or system modifications completed.

C.2.2 SOFTWARE The contractor shall provide telephone and email support as required to isolate software and hardware problems. Contractor support shall be available during the contractor’s standard workday hours. Software revisions of licensed programs, including user documentation, shall be provided as released or as a minimum an annual update. Software updates shall be provided in a CD or DVD format. Revised equipment documentation shall be provided in an electronic (PDF) format; replacement of printed documentation is optional.

C.3. UPGRADES

The specific system upgrades are defined below as A through G for each system. The upgrades shall provide current commercial Data Physics software and hardware at the time of contract award. Upgrades can be assumed to be completed during the first year of the maintenance agreement. All existing system hardware and software shall remain operational for the current number of system data channels. One copy of all revised software for each system shall be provided in a CD or DVD format.

A, System 70130: Upgrade system chassis and workstation to the current Data Physics commercial hardware and operating system configuration. Add Report Generation software to system ( DP Part number DP-760-68AO).

B, System 70131: Upgrade system chassis and workstation to the current Data Physics system hardware and operating system configuration. Modify the system chassis to a removable hard drive configuration.

C, System 70279: Upgrade system chassis and workstation to current Data Physics system hardware and operating system configuration.

D, System 70280: Upgrade system chassis and workstation to the current Data Physics system hardware and operating system configuration. Modify the system chassis to a removable hard drive configuration.

E, System 70281: Upgrade system chassis and workstation to current Data Physics system hardware and operating system configuration.

F, System 70282: Upgrade system chassis and workstation to current Data Physics system hardware and operating system configuration.

G, System 70283: Upgrade system chassis and workstation to current Data Physics system hardware and operating system configuration.

C.4 SHIPPING

For periodic equipment maintenance or upgrades, YTC is responsible for shipment of the equipment to the contractor; the contractor is responsible for return shipment.
