WSMR ATEC Environmental Industry Day Held 16-17 Dec 2015

**Please note that administration of the award of this contract has been transferred to the MICC - Ft. Hood Office. Point of Contact will be Ms. Belinda Woods, (254) 287-2019, DSN 737-2019 belinda.woods.civ@mail.mil**

1. Q. What is the Range (Rough Order) of Magnitude for this contract?

A. The Range of magnitude is anywhere from $4 million to 15 million. But it is subject to change upon release of solicitation.

2. Q. Who is the incumbent?

A. VZII, a joint venture between Zia Engineering and Environmental and Vista Sciences Corporation.

3. Q. Technical Exhibit 5 seemed to be missing from the PWS. What is the GFE?

A. No vehicles will be provided. TE 5 (GFE/GFP) will be provided at solicitation

4. Q. RE: Satellite Accumulation Points (SAP). What are the anticipated generation rates in terms of quantities for each waste stream for each of the identified SAPs?

A. ATEC intends to modify the TE listing the number of SAPs to include this information

5. Q. Is there a requirement for more than a New Mexico Commercial Driver’s License and appropriate HAZWOPER Training for transporting wastes from SAPs to <90 Day Storage Facility?

A. No. The pickup vehicle can remain on the installation by crossing highway 70 rather than driving along highway 70. You will not need to travel public highways

6. Q. Are weekly inspections of the SAPS required?

A. No, not under this contract. The only time an inspection of the SAP will be done under this contract is when the hazardous waste is picked up. The requirement is to log it into the SAP book that waste was picked up and an inspection sheet will be filled out by the contractor to ensure compliance of the area.

7. Q. We understand that the Analytical Laboratory on base is closing.

A. WSMR has just learned that the on-site analytical testing laboratory will be closing. New solutions must be addressed. It may be that an off-site analytical laboratory will need to be subcontracted. It could be a separate contract and it may be added onto the contract. WSMR is not sure yet.

8. Q. What tests in addition to those required for waste profiling are the expectations of ATEC for the accumulated hazardous wastes?

A. Analytical testing is only for the waste profiles.

9. Q. Is it ATEC’s expectation to have one contactor employee on site to serve as both NEPA and ITAM Manager?

A. Yes

10. Q. Will the anticipated NEPA workload require support from off-site resources?

A. Yes, it could; however, a large NEPA requirement would probably be a separate task order. The NEPA support under the task order is for daily reviews and tasks.

11. Q. Is it ATEC’s expectation to have a qualified Archaeologist on site to respond to short call up time requirements?

A. Yes, we require a qualified Principal Investigator for the Archaeologist.

12. Q. What are ATEC’s expectations regarding staffing for Rodent Decontamination? Please confirm our take away from the briefing that one dedicated person with cross trained back up would meet ATEC expectations.

A. Correct.

13. Q. Please clarify the PPE required for Rodent Decontamination. We understood from the briefing that Level B would be required, but the presentation material did not indicate supplied air would be required. Would Level C with PAPR respiratory protection meet ATEC’s expectations?

A. Varies by situation. You need to be prepared for Level B.

14. Q. We understand the Rodents captured on WSMR have tested positive to the virus causing Hantavirus Pulmonary Syndrome. Have there been any reported human infections?

A. No, not on WSMR.

15. Q. We understand from the briefing that a spill response contactor has been retained under separate contract and that ATEC’s expectation for this requirement is not to be the first responder but to provide confirmation testing, photographic and written documentation of the response, however “small spills” will be remediated under this requirement and that application of “hydrocarbon eating bugs” may be used for cleanup when followed up by confirmation sampling.

-Define “small spills”.

-Specify which proprietary microbial consortium (bugs) is approved by NMED and referenced for use in cleanup.

A. PWS Paragraphs C.5.2.4 and C.5.2.19 both require spill response/environmental cleanup and we should be prepared to mobilize equipment to the spill site within 24 hours. The spills are often small petroleum hydrocarbon spills that do best by digging it up and placing it in a drum and taking it back to the 90-day hazardous waste storage facility. Small spills of only a few gallons can use the microbial bugs. NMED does not require a certain type, the only requirement is that we clean up to residential standards so sampling and follow up are a part of the response. A large spill of several hundred to thousands of gallons will have the fire department respond if necessary. The requirement under the contract is to have heavy equipment, sampling, personnel, as a response situation. However, we have never had this contract provide the heavy equipment. The task order will define that more specifically but if we need heavy equipment then a separate task order would probably be issued. Each spill is different and the current personnel on staff are trained to respond to it correctly to be determined on a case by case basis. We will look at possibly combining PWS C.5.2.4 and C.5.2.19 into a single requirement

16. Q. White Sands Missile Range is an active testing range. Please distill the ITAM requirements relevant to this solicitation (relevant to a testing range). Please provide the specific nature of the Sustainable Range Program (SRP) and Range and Training Land Program (RTLP) relevant to a testing range. Is it ATEC’s expectation that the contractor provide any input into the development of an integrated training area 5-year plan?

A. The specific task order will define what the exact requirements are. It has never been more than ½ CME/year to provide the ITAM 5 year plan, submit annual requirements under the Sustainable Range Program (SRP) work plan. This position coordinates with range personnel for the requirements, knows the range well and knows future requirements in order to plan ITAM projects. They will write the Record of Environmental Consideration (REC) for the scope that is planned for that year and follow through with the construction of programmed and funded projects. But compared to a training range, this is not close to the requirements they have. However, ATEC still has to have an ITAM program no matter the size.

17. Q. Please clarify if the contractor is expected to clear the areas of UXO prior to performing environmental compliance activities, or whether another contractor will provide clearance.

A. Worksites will be cleared by WSMR EOD.

18. Q. Please confirm that NEPA, ITAM, Archaeologist, Rodent Decontamination, Hazardous Waste Management, and Small Spill Response require on site staffing and/or rapid response.

Please clarify ATEC’s expectations regarding C.5.2.19 Environmental Clean Up in reference to the briefing indicating a spill response contractor has been retained under separate contract.

A. See Question 15.

19. Q. Teaming partners. My understanding is that it is ATEC’s expectation that the prime contractor will provide 51% of the labor on this contract.

A. Yes, the Prime 8(a) must perform 51% of the work.

20. Q. What is the magnitude of the contract?

A. See Question #1.

21. Q. What will the Government Furnished Equipment/Property consist of?

A. Computers and Office Space, Forklift, One Polaris, miscellaneous small items, no GSA vehicles. A more accurate list is being prepared and will be posted with the solicitation.

22. Q. Personal Security (PWS C.1.9.6) Government askes for a 30 day phase in. The contractor may not have enough time to get the necessary clearances. May be a time lag before full security is in place.

A. The requirement of the contract is to have secret clearances for personnel working on WSMR. Interim clearances are acceptable.

23. Q. Where is the GFE Listing?

A. See questions #3 and #21.

24. Q. (PWS C.2.1) No Minimum Personnel Qualifications/Credentials for the Program Manager are stated. Will they be set?

A. We are considering revising section C.2.1 Minimum Personnel Qualifications.

25. Q. (PWS C.2.4.1) Time Cost Support? Cost reporting. If this is a FFP contract what is the standard work reporting.

A. Since this is a reimbursable range, ATEC tracks costs using a WBS #. You will be provided a spreadsheet to track the reimbursable work that your personnel provide to our customers and will be submitted weekly. This has nothing to do with the invoicing, the government Resource Management section will track reimbursable costs with your spreadsheet.

26. Q. (PWS C.5.21) Does the waste handling have to meet DOT requirements?

A. Yes, but driving will only occur on WSMR roads, at most just crossing NM 70. See #5.

27. Q. (PWS C.5.2.7) Does the quarterly cleaning of the wash rack require breakdown for maintenance?

A. The wash rack will only require quarterly cleanout. Another contractor provides the regular maintenance.

28. Q. Will all abatement and chemical analysis need to be subcontracted out?

A. We have never done asbestos abatement or lead abatement under this contract but it is in the general PWS just in case. Chemical analysis will have to be subcontracted out. The PWS will require revising for this new requirement of analytical work by certified laboratories.

29. Q. Deleted A.

30. Q. What is the requirement for the 9 DOT hazmat classes stated in the PWS? Please list them.

A. Do not understand the question.

31. Q. Will there be transportation of hazardous waste?

A. Transportation will only occur on the WSMR installation, not off installation. See #5 and #26.

32. Q. Is there an estimated budget/value for the first year?

A. Government can only say it expects the total value to be over $4 million

33. Q. Will this be a Requirements Contract?

A. No decision has been made yet.

34. Q. When does the current contract expire?

A. Current contract expires May 2016. Current contractor is VZII. It will most likely be extended through November 2016.

35. Q. Is there classified material?

A. Contractor may need to read or see, but there is no storage of classified material.

36. Q. Are security clearances required for all staff?

A. Yes.

37. Q. Is there a bonding requirement?

A. There is no bonding requirement.

38. Q. Will this be a competitive 8a?

A. No final determination has been made yet.

39. Recommend NAICS 562910 Environmental Remediation (500 Employees) as opposed to NAICS 541620 Environmental Consulting Services ($15M).

A. No final determination has been made yet.

40. Q. Endangered Species, are they cleared with fish and wildlife?

A. Not an issue. The Garrison Environmental office is responsible for coordinating all issues with US Fish and Wildlife Service and New Mexico Game and Fish. We implement whatever biological opinions or agreements they have made. We ensure that our test mission customers are following the requirements.

41. Q. Is it an option to do “Fence to Fence” Environmental?

A. Not at this time.

42. Q. Why the decision to solicit vs sole source?

A. The requirement has changed pushing the magnitude over the sole source threshold. (IE 3 vs 5 years and additional work). It is always the Government’s intention to compete all requirements for best pricing.

43. Q. Does the Government provide office space?

A. Yes.

44. Q. Will a site visit be offered?

A. No.

45. Q. Need number of SAP and volume.

A. Agree, the Government will put out historical information with solicitation.

46. Q. Milestones. When will award be?

A. Too hard to tell right now. But most likely late 2016. Maybe September but expect changes.

Requirement was just migrated to Ft. Hood. Please contact Belinda Woods at Belinda.woods.civ@mail.mil, (254) 287-2019 for new milestones.

47. Q. Will SOW/PWS be more specific?

A. No, the individual task orders will be specific.

48. Q. Are threatened and endangered species cleared in and agreement with /fish and wildlife?

A. Not an issue with this requirement. See #40.

49. Q. Will there be transportation of hazmat?

A. Yes. See #5 and #26.

50. Q. Contract type. “Fence to Fence” by Air Force lumps all Base Environmental into 1 contract. Will that be considered here?

A. No.

51. Q. Why will this not be a sole source as it was last time?

A. Additional work and years will take it over the sole source threshold.

52. Q. Travel on post in Government vehicles?

A. Travel will be accomplished in contractor vehicles, there will be no Government vehicles issued.

53. Q. In regards to decontamination how many crews will be needed to be available?

A. From historical data, there are about 5 events per week. There is currently one person dedicated to rodent decontamination, however, there are some that require 2-4 personnel for ½ day to a couple of days but this is not a weekly occurrence. This contract augments the G3 Test Center Environmental Office so for the most part additional crews are not needed. The personnel are on staff and are working on WSMR. If there is a requirement to have a very large rodent decontamination, then a separate task order would be issued.

54. Q. Will you give us the FTEs?

A. It is anticipated that a baseline FTEs will be provided in the solicitation.

55. Q. What is the estimated magnitude of this requirement?

A. See question #1.

56. Q. (PWS C.5.2-19) Cleanup Actions. Is this speaking to roll offs etc.?

A. The requirement of roll offs comes through a different contract. If we needed something like that then it would have to be a separate task order. See #15.

57. Q. GFP Missing.

A. Most of GFP/E will be office space and computers. No vehicles will be provided. See #3 and #21.

The Government will add typical NEPA support and Archeological support in workload requirements.

58. Q. Are we going to use secret / facility clearance as a discriminator?? May take 6 months to get, and this may disqualify some vendors.

A. That decision has not been made yet. It is a requirement for all personnel to have secret clearances in the PWS and the DD254 that will be a part of the contract. Interim clearances are acceptable. Requirement has been migrated to Ft Hood. Final determination will be made by Ft Hood Contracting Officer. Please contact Belinda Woods at Belinda.woods.civ@mail.mil, (254) 287-2019.

59. Q. Does the contractor do the waste reporting?

A. No, all waste is turned in to the Hazardous Waste Minimization Center operated by the Garrison DPW and they perform all reporting requirements under EPA and NMED.

60. Q. What is the driver behind why not sole source?

A. Increased years and workload have pushed magnitude over the sole source threshold.

61. Q. Is the Test Center satisfied with current contractor?

A. Yes.

62. Q. Will species specific surveys be needed?

A. We might have a biologist do a survey, but nothing large scale. This is more of a Garrison concern.

63. Q. Question on key personnel, Program Manager vs. Site Manager?

A. Should be specific in the PWS. PWS will be reworked to change Program Manager to Site Manager. See #24.

A. No, mission is so dynamic.

68. Q. Will multiple awards be pursued?

A. No decision has been made.

69. Q. Is this requirement augmentation support or reach back support.

A. A combination of both.

70. Q. How will Chemistry Laboratory work be handled? How will it be reimbursed if subcontracted?

A. May need sampling rate set in advance. Needs to be addressed and clarified in the PWS.

71. Q. Will waste need to be tracked. Not addressed in PWS.

A. No, all waste tracking is done by the WSMR Garrison.

72. Q. Teaming Arrangement?

A. It is a business by each offeror on how to perform the contract.

73. Q. What type of a contract is to be expected?

A. We are looking at an IDIQ type contract, but no decision has been made.

74. Q. Why did you move out of sole source arena?

A. Threshold will be exceeded when adding the additional work and years.
