5. Reasons for Authority Cited: Far West Technology, Inc. TE Ion Chambers are required for measurement of nuclear testing to support war fighter mission. Two units of the identical size (i.e. 1000 cc, 80 cc, and/or GM-1 cc) allow simultaneous measurement of neutron and gamma radiation at the same location significantly reducing test time and health concerns to personnel. No other TE chambers found which match current equipment in use.
The differences in correct dimensions or electrical capability would render testing meaningless. Two vendors found, PWT (foreign) and Standard Imaging (U.S.A.), do not have necessary TE chamber sizes which would mean complete repurchase of existing equipment in addition to new equipment. If this were the only solution, the overall cost of this acquisition could possibly increase from $ Furthermore, the additional costs of software development / data reduction, operation training and procedure development is a considerable time and cost factor to an already reduced workforce. If this equipment is not procured from Far West Technology, SV Dosimetry Lab will not be able to critically evaluate nuclear testing on vehicles and other systems exposed to neutron, neutron/gamma, or gamma radiation fields in an accurate, economical and timely manner.
6. Actions to Increase Competition: Based upon our extensive Internet Search, no other potential vendors were found to meet the salient characteristics and do not have equipment capable of adequately meeting these requirements. As future requirements and sources arise, SVAD will review these new vendors and equipment to clearly see if they could meet these requirements.
7. Market Research: Paths used to conduct market research: 1) An extensive internet search of Yahoo.com, Google.com, Yandex.com, Ask.com, Searchalot.com and GSA databases including the SBA DSBS data base revealed no other sources available for 1000 cc, 80 cc and GM-1 spherical tissue equivalent ion chambers.
8. Procurement History:
