Control No: 2019-43 Contractor: TRAX International LLC
Program: Mission Support Services (MSS)
Version – September 2018 FOR OFFICIAL USE ONLY and commercial products through testing and training. As the largest open-air land test range in the DOD, WSMR is home to capabilities such as state-of-the-art environmental testing chambers, an extensive data collection instrumentation suite, advanced data processing, network integration, and modeling & simulation facilities. This places WSMR in a unique position to address present and future challenges facing the war fighter and to readily support the Global WAR on Terrorism (GWOT). Without contract support for these critical elements, testing would be severely curtailed and serious degradation of service to T&E processes, research, and assessment of military weapon systems and commercial products through testing and training would without a doubt cause mission failures.
d. Justification: The Government is currently in source selection for the follow-on full and open competition acquisition but due to the COFC pre-award protest there is insufficient time to resolve the protest, complete source selection and award the follow-on contract prior to the current contract expiration on 31 May 2019. A three (3) month extension of the current contract will enable WSMR to provide the same level of support services without any degradation or interruption, as discussed infra.
e. Impact: Not extending the current contract until the follow-on contract is awarded will result in unacceptable delays in fulfilling the agency’s requirements. This contract supports multiple test daily that will experience unacceptable delay by any lapse in contract support. These test directly support fielding of the latest technology improvements for the Army’s critical war-fighting equipment. Failure to award this contract extension will result in mission failure as the on-going tests and evaluations will have to be immediately stopped and scheduled tests and evaluations will not be started.
TRAX, the incumbent, is the only source possessing the trained personnel assets, management team, institutional knowledge, equipment, management and other resources to continue ongoing and upcoming test requirements during the short extension period. The Contractor workforce maintains critical components involved in the open-air mission. Further, the Contractor operates specific equipment integral to the testing of these systems such as radar, optics, and telemetry. Not extending the current contract until the follow-on contract is awarded would result in substantial duplication of cost to the Government of at least that is not expected to be recovered through competition because it would require a 90 day transition period during which the Government would be paying the incumbent and new contractor (2 contracts at each). A transition period is necessary to provide the successor, and the COR, all required and necessary documentation in an orderly and logical manner to ensure a smooth phase-out process to include training documents, certification/licenses/permits, information, SOPs, workload data (databases, logs, checklists, smart books, plans, procedures, and related documents), work-in-progress status, test hand-off, and administrative hand-off. During transition, the outgoing Contractor is required to conduct orientation sessions with the incoming Contractor, especially for highly technical, WSMR-unique, or heavily customized functions or requirements.
6. Efforts to Obtain Competition: The follow-on requirement was solicited as a competitive trade-off and is currently in source selection.
a. Effective Competition: Because this is a sole source action, effective competition is not applicable.
b. Subcontracting Competition: TRAC has exceeded all subcontracting goals. An updated subcontracting plan will be requested for the period covered by this extension.
TRAX’s team partners, subcontractors and their company’s classifications are shown in the following table:

Company Name Business Classification IDA Technology, Inc Service-Disabled Veteran-Owned Small Business MIRATEK Corporation Small Disadvantaged Business Syndetix Incorporated Service-Disabled veteran-Owned Small Business Westech Internation Corporation Woman-Owned Small Business, HUBZone
7. Actions to Increase Competition: As indicated above, this is an interim action to allow continued performance with the incumbent contractor on a sole-source basis for continuity of service. The Government is currently in source selection on a competitive basis for the follow-on contract.
8. Market Research: Due to the urgency, no additional market research was conducted for this action.
9. Interested Sources: The Government received multiple proposals in response to solicitation W91151-18-R-0005. It is not feasible to successfully compete for this short-term contract extension on a competitive basis.
10. Other Facts:
a. Procurement History: Since 1970, WSMR has augmented its testing mission through the contract of engineering and technical services spread across multiple contract vehicles. Twenty years ago, nine (9) separate contracts supported the mission and range operations. Due to the extremely integrated nature of the open-air missile launches and other highly orchestrated testing events, these separate contracts did not provide the most efficient support, technically or financially. Beginning in 1997, the Government migrated away from using multiple contractors and obtained approval to consolidate all areas of the mission support services into a single requirement. This consolidation allowed for cost savings, the cross utilization of the contractor workforce, and continuity of services. Since the consolidation, WSMR awarded two consecutive MSS contracts utilizing a full and open competition and applying Best Value trade-off procedures as indicated in the chart that follows.

b. Other Facts. A previous J&A was approved to execute an eighteen (18) month extension to allow sufficient time to solicit, evaluate and award a competitive follow-on contract. The Government is currently in source selection and was on schedule to award the follow-on contract until receipt of the COFC protest and request for injunctive relief.
