(Source Selection Information - See FAR 2.101 and 3.104-4)

Sole Source Justification and Approval for Other than Full and Open Competition – FAR Part 6

1. Contracting Activity: U.S. Army Contracting Command – Redstone, ATTN: CCAM- MZA-B, Redstone Arsenal, AL 35898-5000.

2. Description of Action: The PIF of the Combat Capabilities Command (DEVCOM) Aviation and Missile Center (AvMC), Redstone Arsenal, Alabama requests approval to award a new sole source contract on a Firm-Fix-Price (FFP) basis. The Government requests award for no later than (NLT) 30 January 2024. Fiscal Year 2023 (FY23) DoD Working Capital Funds (AWCF) are anticipated to be used.

3. Description of Supplies/Services: The PIF has a requirement to purchase circuit card assemblies in support of the USAF CAPRE effort. The following parts are required for this effort:

315 Circuit Card Assemblies (CCA) F-16 1553 Multi-plexor (MUX) Adapter P1

CCA CAPRE, Order Type 115564, and set-up fees;

315 Circuit Card Assemblies F-16 1553 MUX Adapter J1 CCA CAPRE, Order Type 115563, and set-up fees;

315 Circuit Card Assemblies F-16 1553 MUX Adapter CAPRE, Order Type

115565, and set-up fees;

630 Circuit Card Assemblies F-16 1553 MUX Adapter P1 CCA CAPRE, Order Type 115561. This is a total of 1,575 circuit card assemblies.

Due to the timeline of the customer’s need of these Circuit Cards, a ten (10) day assembly day turn, and a ten (10) day Printed Circuit Board (PCB) turn is also required for this effort.

Advanced assembly built the initial four circuit board assemblies to support operational flight programs for the USAF F-16 confirming performance with the system. Customer, USAF, requested use of the same vendor due to the quality, on-time delivery, and customer support. These circuit card assemblies are vital to the continued operation of the USAF flight programs. The boards are commercial items.

4. Authority Cited: 10 United States Code 2304(c)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(i)(A), Supplies or services may be considered to be available from only one source if the source has submitted an unsolicited research proposal that demonstrates a unique and innovative concept, or, demonstrates a unique capability to provide the particular research services proposed.

5. Reason for Authority Cited: The PIF has been tasked with a "Build to Print" effort for circuit board assemblies supporting USAF operational flight programs. Advanced Assembly is the Original Equipment Manufacturer (OEM) of the circuit board assemblies and able to provide all 1,575 assemblies within the aggressive USAF schedule.

Advanced Assembly built ten (10) initial assemblies for the customer confirming performance with the CAPRE system. No third-party vendors are available at this time.

This circuit board is unique as outlined in subparagraph in 6.302-1(a)(2)(i)(A).

6. Efforts to Obtain Competition: The PIF received the requirement for the Circuit Card Assemblies from the customer. A Request for Information (RFI) #458778 was submitted 07/17/2023 through the Army’s Compute Hardware Enterprise Software System (CHESS) ITES-3H (18 vendors) for comparable items. A negative response was received. Historical acquisition of these items for the CAPRE program resulted in locating a GPC purchase with the OEM as the only vendor available at this time.

7. Actions to Increase Competition: PIF personnel are continually conducting market research to evaluate and ensure maximum competition is obtained for emerging technologies to provide capability for the Warfighter, such as research within the National Institute of Standards and Technology (NIST) for emerging technology. As future requirements become known and/or new services or products become available, market research will be conducted to ensure competition to the fullest extent possible. When researching for future circuit card assembly efforts, the team will review Government and commercial databases and action will be taken to allow for a learning curve for future potential vendors to ensure maximum competition is provided.

8. Market Research: In accordance with FAR Part 10, Market Research was conducted as follows and based on this research, a budgetary quote was received from Advanced Assembly for the items listed in paragraph three (3), Description of Supplies/Services.

A search was first made through the IT Hardware Contracts in the Department of Defense (DoD) Enterprise Software Initiative (ESI), but no vendors were identified to meet this requirement. A RFI #458778 was submitted 07/17/2023 through the Army’s CHESS ITES-3H (16 Vendors) which resulted in zero positive responses as of 07/21/2023. The Statement of Non-Availability (SoNA) No: 216800631 was finalized and approved on 08/22/2023. Request for Information (RFI) #470057 was submitted on 18 October 2023 through the ITES-3H program and resulted in zero positive results as of 25 October 2023. GSA Advantage was searched with negative results. Historical review was conducted and Advanced Assembly was found.

The Prototype Integration Facility (PIF) procured a small amount of the circuit cards through the use of the Government Purchase Card (GPC) to confirm the specifications were acceptable for the customer. The following items were procured:
