QUESTIONS & ANSWERS
W9124P23R0002 MOD1 – Questions & Answers
The below questions were submitted by potential offerors.
1) In reference to PWS Section 1.4 Labor Categories stating that the Contractor shall supply a minimum of five technicians does this require these 5+ technicians to be full time onsite dedicated to the contract for each contract year?
A). Yes, these positions are full time positions dedicated to this contract.
2) In reference to PWS Sections 1.4.2 Site Manager/Engineering Technician, is this key position required to be on site 8 hours each day, 5 days a week to full fill the required “One (1) Full Time Position dedicated to this contract?
A). Yes
3) In reference to PWS Sections 1.4.3 Electronics Technician III, is this key position required to be onsite 8 hours each day, 5 days a week to full fill the specified “One (1) Full Time Position” dedicated to this contract?
A). Yes
4) In reference to PWS Sections 1.4.4 Electronics Technician II, is this key position, held by two people, required to be onsite 8 hours each day, 5 days a week to full fill the specified “Two (2) Full Time Positions” dedicated to this contract?
A). Yes
5) In reference to PWS Sections 1.4.5 Electronics Technician I, is this key position required to be onsite 8 hours each day, 5 days a week to full fill the specified “One (1) Full Time Position” dedicated to this contract?
A). Yes
6) Per PWS Section 1.3 it references “Performance Requirements”; however, in PWS
Section 1.4 it requires a specific set of labor. Can the Government confirm whether this contract is Performance Based services contract or is it a Personnel Services Contract to meet required levels of labor categories listed?
A). PWS Para 1.3 identifies what the scope of the work to be performed is, while Para 1.4 identifies the labor categories of the employees who would normally perform the duties. This will be a Performance Based contract and it is a Firm Fixed Price contract to perform a service for the Garrison.
7) Can the Government confirm that personnel associated with performing work under PWS
Section 3.6 shall not be the same personnel as listed in PWS Section 1.4?
A). Individuals performing duties IAW PWS Para 3.6 would normally be the same personnel that are assigned under Para 1.4. However, in the event of a new install (CLIN 0003), the contractor may determine how to best meet the requirements. The personnel who perform new install under CLIN 0003 must meet the same qualifications as those assigned under Para 1.4.
8) Can the Government confirm that labor will be billed separately from preventive maintenance personnel for work performed under PWS Section 3.6 for work orders?
A). Labor may be billed under CLIN 0001 for Para 3.6 work for smaller requests when appropriate. However, labor for larger task orders will be billed under CLIN 0003. Under no circumstance would it be appropriate to bill the labor to both CLINs for the same work.
9) On Page 61 of the RFP letter “e”, it states that “Facsimile or E-mail proposals are not allowed and will not be accepted.”. On page 61, Section 2, 2-1-1 it states that all proposal volumes shall be submitted electronically, via email. Please confirm email will be the method of proposal submission.
A). Yes, all proposals shall be submitted as an attachment via E-mail.
The terms and conditions of the solicitation remain unchanged. The deadline for submission of proposals has been extended to 6 Jan 2023.
