The Contractor shall provide all the necessary personnel, supervision, and other items required to successfully perform these services.

1.0 Introduction

The US Army Garrison – Redstone Arsenal (USAG-RSA) Directorate of Public Works (DPW) Environmental Management Division (EMD) is responsible for all installation environmental management activities. The EMD supports the other divisions of DPW and installation tenants in providing a sustainable installation infrastructure, and ensuring legal compliance with project planning, construction, and operational activities, and hazardous waste and materials management and clean up if necessary.

1.1 Mission

Redstone Arsenal’s mission includes supporting a variety of tenant organizations, including US Army Materiel Command, Army Aviation and Missile Command, the Space and Missile Defense Command, Program Executive Committee for Missiles and Space, Program Executive Committee for Aviation, Redstone Test Center, and the Missile Defense Agency. USAG-RSA DPW EMD plays a vital role in the support of tenant activities through sustainable facility and infrastructure development, environmental regulatory compliance, and hazardous waste and materials management.

1.2 Scope

In order to support all the missions of the US Army, Department of Defense (DoD), and multiple Federal agency tenants/customers on Redstone Arsenal with environmental support services the USAG-RSA EMD requires contract support for specialized technical and administrative services. Non-inherently governmental support functions include environmental restoration consultants, specialized scientists, database managers and analysts, geographic information systems technicians, and engineering and biological technical support. These services will perform a wide variety of tasks in support of public works, engineering, planning, installation and mission sustainment on Redstone Arsenal. These services are required for direct and indirect support of a multitude of customer requirements and may vary in scope and magnitude to reflect the current condition of construction projects, operational compliance, and restoration clean-up projects. The contractor shall provide personnel, management, and any other items and services not Government furnished to perform the services defined in this PWS. Services shall be performed in support of USAG-RSA EMD and shall be performed primarily at Redstone Arsenal, Alabama. The contractor shall possess the proper training, certifications, and experience commensurate with the work they will perform, and level of responsibility they will exercise. The contractor will have the capability to sub-contract the clean-up and remediation of hazardous materials spill occurrences. The contractor shall perform to the standards and specifications in the contract.

1.3 Contract Efficiencies

This EMD IDIQ contract is intended to maximize efficiency and to provide the flexibility to allocate resources across EMD based on workload requirements. 1.4 Functional Areas

The EMD will utilize this contract, and includes the Cultural and Natural Resources Branch (CNR), the Compliance Branch, and the Restoration Branch. The CNR Branch maintains the installation’s historic, cultural, and natural resources and ensures compliance for all installation activities with the National Environmental Policy Act (NEPA). The Compliance Branch insures adherence to Alabama Department of Environmental Management (ADEM) and Environmental Protection Agency (EPA) regulations and policy.
