Q & A

Question 1: Can you tell me if there is an incumbent contractor currently performing work for this requirement? If so, could you please provide their company name and contract number?

Response 1: Stanley Convergent Security Solutions is currently performing the IDS monitoring and maintenance services under contract W9124N-14-P-0014. They also perform the maintenance service on the camera systems under the Intergovernmental Support Agreement (IGSA) as part of the installation contract.

Question 2: The SOW indicates a full maintenance program is to be provided to support the security system. Can you provide specifications as to what is expected, as this can affect the pricing and manpower needed?

Response 2: Full Maintenance for security camera system, which includes 8x5 (8 hours a day 5 days a week (Monday thru Friday), throughout the year, with next business day response time; labor, and equipment costs for normal wear and tear repair or replacement, and 8x5 technical assistance, and semi-annual preventative maintenance and testing (see paragraph 1.3.3 of PWS).

Full Maintenance for intrusion detection systems, which includes 24x7x365 service with 4-hour response time; labor, and equipment costs for normal wear and tear repair or replacement, batteries and 24x7x365 technical assistance, and semi-annual preventative maintenance and testing (see paragraph

1.3.2 of PWS).

Full maintenance includes any actions necessary to keep the system functional and operational, except for those incidents that are determined to be outside of normal wear and tear, e.g., intentional damage to components, within the time constraints allowed.

Question 3: Will this full maintenance program include as many service calls and as many parts needed to maintain full functionality?

Response 3: Yes.

Question 4: SECRET clearance is considered required, but with qualifier as eligible. Does this mean the SECRET clearance will be considered if in-process?

Response 4: Eligibility means that a background investigation has been favorably adjudicated for either an interim or permanent clearance. A clearance is not required, but the background investigation is.

Question 5: For meeting SCIF protocol, is there additional information provided?

Response 5: The publications in section 6 of the PWS provide the information required.

Question 6: Are you planning to conduct a site visit?

Response 6: No. Technical Exhibits 1 and 2 are added to the solicitation to aid understanding of the contract requirement.

Question 7: The SOW indicates LPTA. Can you provide further insight into your procedure for evaluating contractor response and whether technical solutions will be weighted equally to pricing?

Response 7: In using LPTA, “technically acceptable” and price are not equal. Rather, it is more of a two-step process; first, a proposal has to be technically acceptable, which section 52.212-2 of the Solicitation address. There is no ranking within “technically acceptable;” a proposal is either technically acceptable or it is not. Second, price is considered as the deciding factor those that are technically acceptable.

Question 8: How old is the facility? How stable is the power?

Response 8: The facility is approximately fifty (50) years old. The power is very stable.

Question 9: How many square feet is in the facility?

Response 9: Approximately 370,000 square feet.

Question 10: How many employees does the current facility support?

Question 13: You have indicated a detail of the four IDS systems. Can you provide a detailed inventory of the entire security system infrastructure?

Response 13: Please see Technical Exhibit 1 – Camera and Infrastructure added by this Amendment 0002.

Question 14: Can you provide information about the age of your separate security systems?

Response 14: Installation of the camera system was completed in September 2018. The IDS are approximately 10-12 years old.

Question 15: How many service calls did the CCTV System have in the previous year?

Response 15: After installation was complete and the system accepted by the government, there have been three service calls to replace malfunctioning camera components.

Question 16: When was the last time there were updates of firmware to the CCTV cameras and DVR or NVRs?

Response 16: At the time of installation.

Question 17: Are the NVRs or DVRs running on Windows XP?

Response 17: Windows 10.

Question 18: Are the NVRs or DVRs being used are mainly manufactured by Arecont? What are all makes of the cameras entailed?

Response 29: None.

Question 30: Is the system installed in a secure network provided by the government?

Response 30: The network is provided by the government, but the contractor will be responsible for the installing or replacing cabling and switches should there be a normal wear and tear issue.

Question 31: Is it the responsibility of the security integrator to address the cyber risk of these systems?
