PERFORMANCE WORK STATEMENT (PWS)

Cable Television Service

PART 1

GENERAL INFORMATION

1. General: The purpose of this contract is to purchase bulk cable television (CATV) service and high-speed cable-modem internet services, in bulk, from Suddenlink Communications. Suddenlink currently holds the sole franchise agreement to provide cable television service to the Presidio of

Monterey (POM) and Ord Military Community (OMC). The franchise agreement is managed by

AAFES and administered locally by DFMWR. Mr. Robert Emmanuel is the local franchise authority.

1.1 Description of Services/Introduction: Cable Television service, high-speed cable internet service

1.2 Background: Cable television service to POM and OMC was originally privatized and contracted to a commercial vendor in approximately 1980. Franchise agreements and bulk contracts for cable service have since been awarded with ten to fifteen year duration. The current ten year agreement was awarded to Cequel III, Suddenlink’s parent company, in 2005.

1.3 Objectives: MISSION – DPTMS. DPTMS Visual Information’s mission is to provide cable television and bundled cable television / high-speed internet service to select locations in the

U.S.A.G., DLIFLC and Ord Military Community (OMC).

1.4 Scope:

Provide Cable television service and bundles cable television / high speed internet service to locations shown in attachment one.

All provisions and technical specifications as stated in the Franchise Agreement shall apply to this bulk agreement

In addition:

Cable television signals shall be delivered to all outlets covered in this contract as “in-the-clear” unencrypted QAM digital format. All expanded basic channels shall be viewable on televisions having a QAM-capable tuner, without the need for any additional hardware devices i.e. “Cable boxes”.

There are a small number (currently less than 10) televisions equipped with analog-only tuners. For these televisions, Suddenlink shall provide, at no additional cost to the Government, suitable devices that will permit reception of all expanded-basic channels. It is expected that the quantity of these units will reduce in the future as televisions continue to be replaced with modern QAM tuner-equipped televisions.

There shall be a minimum of 100 expanded-basic TV channels. The 100-channel count shall not have more than ten “free” channels included, i.e. home shopping, infomercial and religious programs. Additional “free” channels may be provided if they are in addition to the minimum 100 channel package.

All television channels that are available in high-definition (HD) format shall be delivered in HD.

Each location of a cable modem shall also include one expanded-basic cable television outlet and will be provided as “Bundles cable television and high speed internet service”.

Internet service shall be business-class and have a minimum download speed of 500 megabits (mb) per second download speed and 50 megabits per second upload speed.

Basic installation services, and outlet relocations, if within 125 feet of existing Suddenlink cable plant, shall be performed at no cost to the Government. Ten-year historical data indicates less than

5 installations / relocations per year. Newly-constructed buildings are pre-wired with cable TV interior wiring, to simplify service connections. Disconnections shall always be performed at no cost to the Government.
