About this file
This is a Performance Work Statement (PWS) for laundry and dry cleaning services supporting the 3rd Infantry Division Reception Center at Fort Stewart, Georgia. The Contractor shall provide comprehensive organizational linen laundering, sanitization, drying, pressing, folding, bundling, pick-up, and delivery services for Government-owned linens and bedding. The scope encompasses four Contract Line Item Numbers (CLINs): CLIN 0001 covers laundering and sanitization of approximately 150 wool blankets monthly; CLIN 0002 covers approximately 200 polyester blankets monthly; CLIN 0003 covers approximately 700 flat bed sheets monthly; and CLIN 0004 covers the operation of drop-off and pick-up points at Building 216 on a recurring 12-month basis. The Contractor must perform weekly pick-up of soiled items on Tuesdays by 13:00 EST and return laundered items on Thursdays by 15:30 EST, maintaining a 48-hour operational turnaround.
Performance requirements mandate that all linens be cleaned to commercial industry standards and DoD sanitation guidelines, remaining odor-free, thoroughly dried, and completely free of bodily soils, biological pathogens, bacteria, mildew, lint, and stains. Wool blankets must be laundered in accordance with manufacturer care label instructions using temperature-controlled cycles; polyester blankets must be processed at controlled thermal settings; and flat sheets must be flatwork-pressed to achieve a commercial finish. All finished items must be folded into uniform bundles (10 sheets or 5 blankets per bundle), securely wrapped in clear polyethylene, and labeled with item descriptions and piece counts. The Contractor shall conduct 100% joint physical counts with the Government's Contracting Officer's Representative at both pick-up and delivery, executing signed delivery tickets per DFARS requirements. The Contractor is responsible for all personnel, supervision, transportation, equipment, tools, supplies, and materials necessary for performance. Any linens returned in unsatisfactory condition shall be re-laundered at the Contractor's sole expense within 48 hours. Acceptable Quality Levels are established at 98% defect-free for linen sanitization, 95% on-time performance for pick-up and delivery, 95% compliance for packaging and bundling, and 100% compliance for property accountability and joint counts. A 10-calendar-day transition period following contract award is provided for installation access processing, key personnel submission, and initial property count baseline establishment.

The relationship between the Contractor and the Government is strictly non-personal in nature. Under no circumstances will the Government assign tasks to, or prepare work schedules for, individual contractor employees. The Government will neither supervise contractor employees nor control the method by which the Contractor performs the required tasks. The Contractor is fully responsible for the management, oversight, and control of its workforce. If the Contractor believes that any Government action constitutes, or creates the perception of, personal services, the Contractor shall immediately notify the Procuring Contracting Officer (PCO).
2.2 Operational Schedule, Pick-Up & Delivery

Inclement Weather & Closures: If the Senior Mission Commander or Installation Garrison Manager declares Fort Stewart closed or road conditions "Red" or "Black" (or unsafe for routine travel), the Contractor will not pick up or deliver laundry. Operations shall resume on the next regular duty day in coordination with the COR. Remuneration of contractor personnel for lost time due to weather closures is at the sole discretion of the Contractor and is not an allowable direct cost under this effort.
Transition Lead Time: The Contractor shall be afforded a ten (10) calendar day phase-in transition period from contract award to the first scheduled Tuesday pick-up to process installation access passes, submit key personnel data, and conduct the initial joint property count baseline.
