About this file

This amendment modifies the solicitation for an indefinite delivery, indefinite quantity bridge repair contract to be awarded by the Department of the Army Materiel Command Mission and Installation Contracting Command. The work includes construction and miscellaneous repairs to timber and concrete bridges at Fort Stewart and Hunter Army Airfield in Georgia. The response date for sealed bids is 8 January 2024, with bids to be evaluated without discussions and award made to the responsible bidder submitting the lowest priced, technically acceptable offer. The contract will utilize firm-fixed-price task orders for individual repair and maintenance projects, with a maximum of ten bridges allowed for maintenance work and two bridges for full replacement at a time unless approved by the contracting officer's representative.

QUESTIONS AND ANSWERS

Questions and Answers W9124M24B0001‐IDIQ Bridge Repair

04 January 2024

Q. Page 62 (1.1.1)…..SCOPE OF WORK: The work covered by this contract consists of furnishing all plant, labor, materials and performing all operations required in connection with Constructing and Miscellaneous Repairs to Timber and Concrete Bridges, Ft Stewart and Hunter AAF and shall be complete in strict accordance with specifications and drawings. The work includes, but is not necessarily restricted to, the following items.

Page 65 (4.5) Maintenance work on bridges shall be limited to 10 bridges at one time unless approved by the COR. Total bridge replacement shall be limited to two bridges at one time unless approved by the COR.

Are we required to give quotes for the demolition and reconstruction of two (2) bridges and the maintenance of those same two (2) bridges?

Or, will the maintenance of bridges be the total of ten (10) but only 2 out of the 10 will be demolished and reconstructed?

A. For the first question, no. You are to assign a cost to each of the line items on the Bid Schedule. Be sure to include a Unit Price for each of the Base Year items as well as the Option Years.

For the second question, the work to be done each year will vary depending on the work that needs to be done based on an annual site visit and as need arises. For example—the Government may determine that vegetation in front of 50 bridges needs to be trimmed. You will be issued a task order for this work, but Para. 4.5 limits how many bridges can be worked on at one time. Therefore, you would only be able to trim the vegetation at 10 bridges at the same time.

Q: Is there an incumbent? What is was the contract number? What was/is the contract value?

A: No, there is not an incumbent. The contract number is W9124M19D0004. The total contract value $6,135,969.60.

Q: Section L instructs the bidder to include an unlocked Excel spreadsheet. As this bid requires hand delivery and a wet signature, is the government asking the Excel spreadsheet be emailed in separately, or will this only be asked of the apparent low bidder?

A: Excel spreadsheet is not required. That verbiage has been removed from solicitation.

Q: On page 60 of the solicitation as listed below:

TAB D – Bid Bond/Guarantee. This tab shall include the bid guarantee.

A bid guarantee is required and shall be provided in the amount of twenty percent (20%) of the bid price or $3,000,000, whichever is less.

Note: Bidders must use the Standard Form (SF) 24 if providing a bid bond as the bid guarantee. See FAR Provision 52.228‐1, Bid Guarantee.

As for the Standard Form (SF) 24 Where can I find such a form? Are you allowed to send me the form? If yes, may I have a copy of the Standard?

A: The Standard Form (SF) 24 can be fouud in FAR 28.106‐1‐ Bonds and Bonds Related forms.

Q: What part of the solicitation do you consider the Solicitation Offer and Award? Or, is the Standard 1442 Form referred to as Standard Form 1442, Solicitation Offer and Award?

W9124M24B0001

A: The Standard Form 1442, Solicitation, Offer, and Award is the name of the document on which the Contractor is required to completed by the contractor as stated in the instructions.
