1/75 TFT STP Role Players Questions and Answers as of 9 April 2019
**** Running Document, Updates Below ****
Q1. Can the request for language capability on line 1.7.1.2.2.7 be read as "OR" instead of "AND"? E.G. interpreters speak a language but not required to speak all three.
A1. OR will be acceptable but they must meet the 3/3 standard in one of the languages.
Q2. Is the request for S/ACCM for all personnel involved able to be mitigated? Our experience is that our battlefield effects personnel and role players do not require access as they are exposed to the same experiences a foreign national would be in theater.
A2. S/ACCM is required.
Q3. Would you consider 20+ years' experience in the Army (including OEF or OIF) combined with years' of experience providing operational environment immersive role playing experience for conventional forces as well as Security Assistance Forces in lieu of 10 years SOF experience?
We are comfortable our current MCOE OE contract on Fort Benning providing immersive OEs for these Army forces are able to provide the level of support being requested without meeting this criteria.
A3. SOF experience is necessary for LNO personnel and handlers to properly integrate with the mission set.
Q4. Will the different support packages be operating at different times?
A4. They will generally operate at different times but there are times were up to three packages will run simultaneously at different locations.
Q5. Is the need date of 30 April accurate / Can we expect that the PoP for this training support will slip to the right?
A5. The need date is accurate, the PoP will not slip to the right. This is being solicited as a commercial service, and our market research indicates more than one vendor is capable of providing this service in the required timeline.
**** Updates as of 9 APR ****
Q6: Does the Contractor need to provide full face masks or just goggles? UTM and Man Marker rounds typically require full face masks.
A6: Full face mask.
Q7: In the STP Package, what are the dress requirements for the female role players? Army dress or cultural dress?
A7: Both.
Q8: Are the STP Role Players going to need uniforms, PPE in addition to their civilian clothes?
A8: Yes.
Q9: Do the data holding electronic devices need to be functional?
A9: No
Q10: If the data holding devices need to be functional, who will be loading the data onto them and when?
A10: N/A
Q11: In the PWS UTM 7.62x51 ammunition is listed as a requirement, is this needed for another weapon that is not listed? Or was that a typo and we need to provide 7.62x39 UTM ammunition (with kits) for the AK-47's
A11: ammo that works with the AK-47s will suffice.
Q12: How many rounds of Z204 Blank ammo are needed?
A12: roughly 200 per day of training.
Q13: How many Rounds of 7.62x39 UTM are needed?
A13: roughly 200 per day of training.
Q14: The PWS states that there is a requirement for an LNO for the STP and BN Role Player Package. The two packages overlap on the 2nd and the 3rd of May. Because of this overlap will this necessitate the need for two (2) LNO's for each package? Or will one (1) LNO be able to coordinate for both packages?
A14: The locations are geographically separated so it would be difficult but not impossible to do it with 1x LNO.
Q15: Would the government allow PDF submission instead of word files?
A15: Yes
Q16: The only mention of Volume IV is within the table showing all the volumes required for submission. Can the government tell us what they want for this volume and is it required if you are a small business?
A16: Volume IV is intended to reflect a Subcontracting plan but is only required for vendors who intend to subcontract or are not able to provide staffing requirements from their organic personnel in other volumes of the proposal. Subcontracting plans are required if the vendor intends to subcontract effort; As this requirement is a small business set-aside, the awarded vendor cannot subcontract more than 50% of the effort to an organization that is not similarly situated IAW the included clause found at FAR 52.219-14(e)(1) Limitations on Subcontracting (Jan 2019) (DEVIATION 2019-O0003), as prescribed by FAR 19.508(e). This clause states “(e) Agreement. By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract in the case of a contract for—
(1) Services (except construction), it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 50 percent subcontract amount that cannot be exceeded;”. A similarly situated entity for this action is a small business. In summation, Volume IV is required so that the government can confirm that an offeror doesn’t intend to subcontract more than 50% of this effort to a large business.
Q17: Can the government tell us what the email size limitation is for submission?
A17: 20 Mb
Q18: There was no DD254 provided will the government please provide at this time?
A18: Forthcoming
Q19: This effort is only for two weeks providing a QCP 10 days afterward would be at the end of the effort. Could the government please clarify that this deliverable is needed for a two week effort?
A19: The QCP is an internal measure which should be submitted to the contracting officer.
Quality Control is a responsibility of the performing contractor, not the government. As this is a commercial service, the government is relying on a given contractor’s existing quality assurance systems as a substitute for government inspection and testing (FAR 46.202-1 Contracts for Commercial Items). Therefore, submittal of a contractor’s Quality Control Plan for this requirement is not dependent on the period of performance as this should be an enduring internal process, and should be able to be submitted to the Contracting Officer within 10 days of award.
Q20: Since this effort is only for two weeks the Anti-Terrorism Level I Training is it still required?
A20: Yes
Q21: This contract is only for two weeks will the iWatch training still be required?
A21: Yes
Q22: Assuming since this contract effort is only for two weeks the SOP will not be required. Is this correct?
A22: Yes, SOP is not required.
Q23: Assuming since this contract is only for two weeks that OPSEC training will not be required. Is this correct?
A23: No, OPSEC training is required
Q24: 1.6.12.9. Information Assurance (IA)/ Information Technology (IT) training: All Contractor employees and associated subcontractor employees must complete the DoD IA awareness training before issuance of network access and annually thereafter. All Contractor employees working IA/IT functions must comply with DoD, Army, USSOCOM and USASOC training requirements in DODD 8570.01, DoD 8570.01-M, AR 25-2 and published USSOCOM and USASOC requirements within 180 calendar days of employment.
A24: Contractors should not need network access, this was an oversight and is not required.
Q25: Page 8-9, Section 1.13.8. Assuming the award is made by end of April and start date is April 30th we will not be able to provide the contractor personnel 15 days prior to the start date. Will the government be willing to accept the spread sheet 2 days after contract award?
A25: Yes
Q26: Page 9-10, Section 1.6.14.5. This requirement is due three days prior to the end of this effort. Is this requirement still due 7 business days after initial contract award?
A26: Yes

Would the government accept it two days after starting the effort?
A27: Yes
Q28: Page 3, Section 1.3.1. This verbiage calls for a one day overlap. Does this mean we have to have two complete packages for the one day overlap, or can we simply ramp up the STP package to a BN package on 3 May?
A28: There needs to be efficient personnel to facilitate all the role players/personnel for each event.
Q29: Page 4, Section 1.3.7. When will this occur given the abbreviated timeline between anticipated award and a firm start date of 30 April?
A29: 1/75 will coordinate as soon as there is an award.
Q30: Page 4, Section 1.3.8. While is clearly stated in the PWS that teams will be responsible for sustaining life support while deployed to the field, will teams be expected to remain the in the field for the duration of the exercise once deployed or will they be they be allowed to return to the rear once they complete their daily 12 hour shift or at times when they are not being employed?
A30: They can leave when they complete their 12 hour shift and the handler/ LNO will coordinate the next hit time.
Q31: Page 6, Section 1.6.12.11. Will the contractor be given access to the Army's Accident Avoidance Course training materials if requested upon contract award?

Q37: Page 20, Section 5.2.3. Given daily work hours have been defined as being 12 hour work days with no provision for paying overtime, does this section still apply with regard to keeping RPs in the field "several days (up to 14 days) without access to dining, shower, bathing, laundry or sleeping facilities"?.
A37: The role players generally have time to go shower and eat.
Q38: Page 21, Section 5.2.8. How far in advance are training materials provided to our RP Teams? How much time will be allowed to prepare individual RPs once the materials are received?
